Kim and the City Clerk will say that idea to have the Clerk run the election came from the Neighborhood Council Review Commission. The important person left out of this meeting is Richard Alarcon. It was all a recommendation until the City Council enacted it, and the whole thing went through Alarcon's committee. He has no one to pass the buck too.
But since we know he won't show because that involves public accountability, and there are safer events to attend, those who go to the meeting should remind DONE and the Clerk that they can always recommend changes to the City Council, so don't let them off the hook.
