Someone needs to explain this to me.
The City Attorney is the legal counsel for the City. It represents the City in legal matters. The City's position on lawsuits is determined by the City Council. Sometimes the City Attorney has disagreed with the position of the City Council, recused himself, and hired outside counsel.
So how it is then possible for the City Council to be "left out of the loop" on this matter? The City Council either has to be giving him instructions, or has to have given him permission to settle the matter as he wishes.
When was the last time this was on the agenda as a closed-door item?

You want substance to Obama hate? How about his determination to use force on the Iranian nuclear question - regardless of the fact that doing so would be considered an act of war by Russia? How about the fact that just like John McCain, Hillary Clinton, John Edwards, John Kerry, George Bush Sr. and Dick Cheney he is a member of the elite global socialist front, the Council on Foreign Relations? How about the fact that every supposed solution proposed by Obama involves higher taxes and bigger government control over our lives? Is that substantial enough for you?
Um, I thought we were talking about Sunland-Tujunga, Dale Thrush and Home Depot, not Obama.
So to the first poster who said that the City Attorney has disagreed with Council and hired his own attorney, I have a question.
Is this common practice or do you just know of a particular time? Can you name when it happened before?
I am very confused also. This is obviously what they are counting on.
I'm sorry that I mentioned that from time-to-time the City Attorney has found himself in a conflicting position and hired an outside attorney to support the City Council's position. It isn't important to the point I was making.
I can't remember all the times that it has happened. The last one was Measure R. Rocky warned the City Council against putting that measure on the ballot as written. Some NC people sued, and Rocky hired outside counsel.
The point is that since the City Council is the city and provides direction on lawsuits, is it really possible that the City Council was "out of the loop" on the Home Depot negotiation?
There are times the City Attorney's office has to recuse itself and hire outside council. They've been sued and of course they can't represent themselves. But Rocky has hired outside counsel far more than some feel was warranted, leading to speculation that it's payback for campaign contributions.
Am I to understand that Obama is going to raise taxes to allow Rocky and Home Depot to hire illegal aliens standing in front of Home Depot.

There is a growing and rising sentiment across the city that is these recent murders of African Americans in L.A County by Latino gang members are racially motivated and should be prosecuted as Hate crimes.
Chief Bratton you recently chastised me at a public forum for using the term ethnic cleansing when describing how racist Latino gang members were killing innocent Blacks
Who had no ties to gangs in any manner. Well Chief when Latino Gangs are killing Black folks and employing “The elimination of their unwanted ethnic group from a society as by genocide or forced emigration.†That sounds like ethnic cleansing to me.
I am not backing down from my position. If White people were going around killing innocent Blacks like these Latino gang members are doing all hell would have broke loose by now.
I walked through Leimert Park recently and heard a group of schoolchildren saying how silly you and the Mayor sounded when you both downplayed these recent murders of Black children. Even children know it is racial and so do rational minded adults.
You and the Mayor both have a responsibility to at least inform the African American community that there is a public safety threat with racist Latino gang members.
For over a decade now, the Mexican Mafia a prison based gang and racist Latino gangs that are loyal to them have embarked in a wave of ethnic cleansing at times killing any African American they could find in L.A.County.
We have recently seen several African American children shot and killed. This includes the murders of 14 year old Cheryl Green in the Harbor Gateway,Jamiel Shaw the L.A.High football star, to the latest shooting of Levaria Elsey a six year old child who was shot in the back of his head by Latino gang members on ( March 4th ) by racist Latino gang members.

After his murder there were several other murders of Blacks in the Harbor Gateway in fact there was unwritten rule that Blacks could not even go to the neighborhood market or cross pass 206th street with out fear of being beaten or killed by Latino gang members.
Now no one can dispute that the majority of violence is still much Black on Black and Latino on Latino violence. However, with Black gang members they usually will only target a rival Black gang member they have a beef with. With the Mexican Mafia, they have a policy that dictates that gangs loyal to them are to kill any Blacks they can.
This Mexican Mafia policy will continue unless the Chief and the Mayor have the courage and conviction to give it to The Black community straight and stop lying to us when they know the truth!.
We need a a federal, state, and city task force assigned to the Mexican Mafia to help stop their campaign of racial terrorism and ethnic cleansing of African Americans in L.A.County.They must be stopped by law enforcement and with a call for Congressional hearings in the same manner the K.K.K. was dismantled in the 1960s,".
Chief Bratton and Mayor Villaraigosa if you cannot be trusted to tell us, the truth when Black lives are being lost and more at is stake by these racial murders, Then its better you just not say anything At all because at this point its like the school children said you both sound silly.
