City Council Gets One Right: Mandatory Spaying and Neutering

It's not often I get to say something positive about L.A.'s City Council, but I am VERY happy to report they're getting one right for a change. Specifically, the City Council has asked Animal Services to draft an ordinance to require spaying and neutering of all dogs and cats over four months old, albeit with an exception for breeders.

We need this ordinance to stop the cycle whereby thousands of unwanted pets are born, abandoned, and then killed by the City. This was in my platform in 2005, and is in my platform for 2009. If the City Council eliminated this issue by passing this ordinance, that would be terrific.

Too bad the Mayor has spent the past two years flitting from photo-op to photo-op, instead of pushing for this ordinance from Day One of his administration back on July 1, 2005 -- or better yet, back when HE was on the City Council starting in July 2003. But rest assured, after others have done the work to draft and pass this ordinance, he'll show up for the photo-op to claim credit.

Is it the Mayor's priority to worry about animals? Not especially...but then again Walter...aren't you all for limited government (ie: LIBERTARIAN). No government in the boardrooms or in the bedrooms...right? THEN SIT DOWN AND SHUT THE FUCK UP...NO ONE CARES ABOUT YOUR BELIEFS. I could run for Mayor and get more votes than you without spending a fucking dime.

Animals program and Amnesty this is just another attempt at takeover and I am sure the mayor

Members passed silly resolutions rather than tending to the serious matters of the day...This government is purely fictional, mind you. It's nothing like, oh, the Los Angeles City Council of today, which is currently considering the weighty matter of ... a resolution to make May 25 "Star Wars Day" in Los Angeles.

Oh sure, joyless Sith lords might complain about such a campy way to celebrate Star Wars on its 30th anniversary. They might even note the absurdity of the council cheering a Star Wars convention that will be coming into town at the end of the month while council members have been urging conventioneers to boycott L.A. hotels.

But the politics of frivolity are a good distraction from the absence of politics of substance. A clever ploy this is - beware the dark side.

You see, in our culture, normal people want dogs and cats treated humanely. It's called "civilized behavior." And yes, as a matter of fact, it is a priority to normal people, and has been for thousands of years, back to the time when ancient Romans made mosaics featuring their dogs and ancient Egyptians included cats in their art.

All anyone has to do is drive in the Latino areas of LA and see all the poor dogs out in the street without water or food. They call them "ghetto dogs." There's tons of them walking around and no one cares to help them. Whenever I see one I get it food and water. Some look very sickly. When we call for them to be picked up they guy says there's too many to look after. This was the best thing the city could do for animals.

When somebody gets around to it, can they also enforce leash laws. It would be safer for people and animals to abide by it. Without a leash, there is nothing to prevent a dog from chasing another dog or animal. Even "good" dogs can cause problems. A dog can suddenly get "spooked" and run into traffic, with the danger increasing for the dog and drivers.

Whatever the reason, if people are going to walk their dogs, keeping a leash attached is not that much more work.

Picking up after a dog's bowel movement is an even more difficult problem, but both are health and safety issues and required, as well. Thanks to those who follow that practice even though it is a burden, but a necessary one; part of being a responsible dog owner.

This is great news. I fully support this motion. This will save thousands of lives and dollars. In fact, instead of building these huge new animal shelters, we should have passed this motion years ago and spent all t hat money on spayneuter instead. Then we wouldn't have a problem now.

The Times was late with this news. This happened two weeks ago at least.

I am sure all the gang-bangers with their pitbulls for fighting will adhere to this regualtion when it goes into affect. On their way to shoot a rival gang memebr they will swing by the vet to get Killer neutered - YEAH RIGHT!!! Just one more personal right being taken away by the left who think they can mandate morality & common sense. Over 50% of the dogs in the shelter are pitbull& pitbull mixes. I am sure we will need many more spay/neiuter clinics to cover the rush to get their pets spayed/neutered - NOT! In the City of LA less than 10% of the pet population is licensed now. Hmmm...wonder if we should start with enforcing all the animal laws on the books 1st& see what happens. Oh & by the way per the Dept of Animal Controls own website - the stray population continues to drop in the city of LA.

By making spaying and neutering mandatory, we would not leave it up to gang members to do the right thing. That's the whole point. I would empower animal control officers to take the dogs, spay and neuter them, and return them. Of course, if the dogs are being abused, e.g., put in fights, I'd want to see the dogs moved to safe homes, and the abusers prosecuted criminally for cruelty to animals.
