CAROL BAKER THARP (of DONE) WANTS TO SEE NEIGHBORHOOD COUNCILS RALLY THE COMMUNITY AND FILL MEETINGS WITH MORE PEOPLE TO BE A FORCE TO BE RECONED WITH

CAROL BAKER THARP OF DONE GETS A PRIVATE GRILLING BY ZD...SHE PASSED! I LOVE HER AS MUCH AS ZD CAN LOVE A MAYORAL APPOINTEE. BOTTOM LINE: FILL THE NC MEETINGS WITH MORE PEOPLE TO BECOME A FORCE TO BE RECONED WITH! (Sherman Oaks Homeowners Assn comes to mind.) SHE KNOWS SHE'S IN A TOUGH SPOT BETWEEN CITY HALL AND NEIGHBORHOOD COUNCILS (who ZD will say FOR her and City Hall, can be a handful sometimes. ZD included.)

And, she knows everyone loves her now, but wait till she makes a decision someone doesn't like. Springsteen calls this a "last chance power drive" for NC, cause when you put the (seemingly) right person in charge of the job, if it don't work, you say, "It can't be fixed." ZD will be sending CBT the ZD Deming collection! And YES, she knows who he is, y'all...yeah, yeah! Los Angeles Mayor Antonio Villaraigosa has appointed Carol Baker Tharp of the USC School of Policy, Planning, and Development to serve as the new general manager of the city’s Department of Neighborhood Empowerment (DONE).

Zuma Dogg was blessed with the opportunity to spend some quality time speaking with the new liason between the NCs and Mayor Antonio Villarigosa about some of the challenges ahead for this five year old experiment, that is under close scrutiny and one more bad review and the whole project may be scrapped for Plan B (whatever that would be).

To make a long story short (if that is possible for the Big ZD), after explaining to Ms. Baker how public input can be such a valuable tool to prevent things from blowing up in Council's face; and how NC input fuels ZD's blogging and comments -- all the answers are out there, the people will tell you. HOWEVER, Council has to WANT to embrace this ZD secret weapon. (Who does ZD speak with that ISN'T a NC participant? (I can't think of too many?) So if City Council wants to diffuse ZD, and make him less valuable to the community, simply do what ZD has been doing for the past year, and listen to everything these community leaders have to say. But City Hall does everything in their POWER to push away public input, and then they ignore what they can't silence all too often.

And in response to that "ZD take" on what part of the problem is (City Hall rejecting NC input, or circumventing the process entirely), Carol replied (as she looked around the under-attended Van Nuys evening Committee meeting), "Imagine if all the seats were filled with people and THEN you go to Council. That would be pretty hard to ignore. Neighborhood Council has to rally the community (and does one of those Lisa Kudrow "Freinds Opener" rally hand gesture).

SO NC LEADERS, SUN ZU SAYS, MAKE FILLING THOSE AUDITORIUMS WITH AS MANY BODIES AS POSSIBLE!!! After all, Villaraigosa rallies HIS troops and fills meetings with HIS people that HE organizes. DON'T TRY AND DO TOO MUCH AT THIS POINT UNTIL YOU STEP UP AND HOLD THE DAGGER OF NUMERIC FORCE OVER THEY HEADS. Cause I can tell, until that happens, "Fuggedaboutit!"

And I could also tell by speaking with Ms. Tharp, that she understands what a challenge it is going to be bridging the gap between pleasing Villaraigosa, while making the NC side happy. Right now everyone LOVES Carol Baker Tharp, cause she DOES seem like a the right, compassionate, thoughtful person to help NC get their collective house in order in the areas needed to gain the respect of City Hall. And when I mentioned that to her, how a lot of people are really happy you are here, and I think you are a great appointee, her reply was, "Yeah, just wait till I make one decision someone doesn't like." (She meant on BOTH sides.)

I asked her, "Common...anyone the mayor appoints kinda has to be his puppet, right?" And her reply was, "When I had my discussion with the mayor, before I accepted the job, I told him, 'You know who I am, and what I bring to the table..." (Maybe too "pueblo freindly". And Tony said he knew, he knew. That's what he wants. So let's just say, if the mayor is wating to pull the plug on NC. He's giving it one good shot with someone ZD feels just may be proactive, not combative leader the system needs. SO FILL UP THE ROOMS AND PUT THE BALL IN THEIR COURT FOR SAM L. JACKSON TO DECLARE, "SAY WHAT, AGAIN!"

Tharp has served as deputy director of the USC Civic Engagement Initiative for the past three years.

As general manager of Neighborhood Empowerment, Tharp will oversee the entire Los Angeles Neighborhood Council system, which consists of 86 local councils. Her leadership and experience with Southern California communities for more than 30 years will be crucial as the Los Angeles Neighborhood Council system undergoes a mandated review by a city-wide commission this year.

At USC, Tharp helped the USC Civic Engagement Initiative become a leading academic center devoted to the study and research of neighborhood participation.

neighborhood councils are turning out just like city council.
shady, backroom bamboozles contrived and consummated behind closed doors, while the public part is just a charade for the formality.
NC represents really less than 1% of the community making the rules for the other 99.
I say abolish neighborhood councils. They're a sham. Another level of government we don't need.

Individuals and groups should be able to represent directly to the field deputies of their CM.
Linda Lucks trying to force 'permits' now on people to go to the 'graffiti wall' is another case in point.

tell me how many community members were involved in that piece of proposed municipal legislation?

MEMO to LUCKS: Hold off on all permit schemes for now. At least wait for a real first amendment attorney to clean up the current mess you put us all in.
