Both the LA Times and Daily News run coverage of Mayor Villaraigosa's State of the Valley Speech yesterday. A snip from the LA Times story lead...

In it, the mayor attempts to place his early moves in a strategic context, paint himself as a maverick reformer and justify some liberal policies as business-friendly."

I heard a professor at LMU give a talk last year about illegal immigration and compared it to the flood of "Oakies" to California.
Economic refugees from the dust bowl, Oakies had MORE kids per capita than immigrants from Latin America do today, and LESS education than the typical immigrant from Latin America does
What did they have going for them? A policy of affirmative action for people that were dubbed "white" in order to exclude undesirable ethnic groups from mainstream society. They had cheap home loans, and more homes available to them on the market to choose from. They had massive amounts of public money spent on infrastructure, housing, and education for them and their kin. They had rascist public policies to maintain their unfair advatages.
As a result of all these advatages, given to them by the State(!) and the private business world, this group of people has thrived, and the state has thrived along with them. This is the sort of unfair economic policy that Martin Luther King was referring to when he mentioned the "cancelled check" in his famous "I Have A Dream" speech.
By forcing economic refugees (today's "Illegal Immigrants") to do without a similar system of economic and social assistance - we are dooming this state to a future that looks more like Missippi than California of the past 50 years.
Put your blind ignorance back in your butt, and try thinking rationally for a change. Illegal or not, economic refugees will come here to find a better life. We can either find a way to benefit from that, or spitefully cut off our collective noses to spite our ignorant faces.
p.s. The main points from the mayor's speech kick ass. Even if he isn't able to come through on them (as his critics think), he still seems to have his rhetoric in order.

They are human beings - and they have the potential to make this state as great as it has ever been.
By ignoring their innate human capacity (by withholding public money, education, health care, equal protection under the law) we make our state into a highly stratified fortress-like economy, with nowhere to legitimately grow our businesses, and no new opportunities for our kids to make wealth. And then we'll be Louisiana-West.
Unfortunately, this problem can only be remedied by the Federal government making immigration as easy as it once was, and by "helping out the little guy" (like it helped so many generations of white people in the U.S. for the past 70 years).

It is neither desirable nor likely to work to continue to prop up a corrupt and brutal oligarchy in Mexico that depends on exporting it's jobless to America. Forty percent of Mexicans want to move to the US; do you honestly think we can absorb 40 million of them (pop of Mexico: 100 million)? It's absurd and LA in particular has been hurt by floods of low-wage workers who depress wages and skew economic incentives. Employers have no incentives to train and promote from within; rather just turn over endless waves of cheap labor.
Supply and Demand? AV just guarantees that people in South Central and other depressed areas (like East LA) will NEVER get hired, underpriced by immigrants willing to work for far less and live extremely poorly to send money home to their families [See: New Orleans and the illegals displacing African Americans in rebuilding]. Okies replaced existing Mexican braceros, but moved up because of rapid expansion /growth which was part of the post-war boom NOT "given to them by the State" (only a loony liberal prof would say that). AV's policies do nothing to encourage growth which coupled with immigration restriction leads to higher wages. Wages are set by supply (labor) and demand (economic growth).
LMU profs (and yourself Ubray) are simply in denial or ignorant on basic economics. As is AV. MOST of LA's fiscal problems and inability to provide proper fire, police, health, and housing affordability are a result of illegal immigrants clogging the health care system and siphoning away most of the tax dollars, while they depress wages and opportunity for US Citizens on the low end of the socio-economic scale (and thus tax revenues). Case in point the destruction of the Anglo-African American led Drywallers Union with illegal immigrants, forming a new Latino-led union, and more illegal immigrants to crush that union. Wages (and tax base) go from medium to low as floods of cheap and illegal labor depress wages and make health care for the un-insured massive.
If you really hate Unions then you love open borders. .
Every dollar AV spends on housing and health subsidies for illegal immigrants is a dollar not spent on mass transit on the Westside or extra police in South Central. And yes it will guarantee political strife and anger; for all the population of California (Latinos at IIRC 52%), Latinos vote much lower (because many of them are illegal). The interests of US born citizens regardless of race is not the same as illegal immigrants. If you are a Latino US Citizen your wallet is fatter when you don't have massive wage competition that never ends on the low end; and all public spending on health care plus schooling for their kids instead of yours.
No one would object in the slightest if the Mexican illegal immigrants coming over were wealthy and/or professionals, heck we'd recruit them. Instead we get dirt poor people who's burden of social services is dumped on the LA taxpayer.
LA is falling into the abyss with AV; he's clueless and unable to see the organized crime inroads (Death Row Records etc) into the LAPD, the growing menace of the gangs which run most of the city, the need for a much bigger and reformed LAPD which agressively attacks crime, and the need for economic growth.

I am not an immigrant basher. I don't believe they are as much of a strain on our government as people think they are. In fact, I think that the sales taxes they pay probably make up for what some think they drain.
I believe that every single immigrant who lives here today should be allowed to stay, whether they are here illegally from Mexico, El Salvador, Russia, Armenia or Switzerland. Then I think we should enact the same laws that other countries have regarding their strict border laws. We would no sooner be allowed to sneak into France or any other country.

I haven't read the Treaty of Guadalupe Hildage since High School, but if memory serves me correct, it stated that a Mexican residing in the territories had the right to remain in the New World or return to Mexico. I think it was something like seven years. After that time period they had to make a choice: remain here or return to Mexico and retain Mexican citizenship. It they remained here they were free to travel back and forth.
However, after the 7 years (not sure about the time limit), they had to make a choice.
Of course, they had the right to the Spanish language. All part of the deal.
HOWEVER, that was in 1848.
The only legal way to enter this country since 1848 is to apply for and receive citizenship. THE TREATY OF GUADALUPE DID NOT GIVE CARTE BLANCHE TO MEXICO AFTER 1848!!!

BUT WE WERE CONSIDERATE ENOUGH TO ALLOW ANYONE HERE TO REMAIN HERE IF THEY SO CHOSE.
ILLEGALS ARE CRIMINALS WHO BREAK OUR LAWS EVERY TIME THEY CROSS THE BORDER.
However, there is such public outrage now aimed at illegal immigration that it is coming to an end. We will restore law and order to this country and get rid of the illlegal criminals.
