Respect for the Valley
Speaking to more than 200 members of the Valley Alliance of Neighborhood Councils in Van Nuys, the mayor said the community groups serve as a forum where "ideas and views percolate."
Villaraigosa also said the councils could help him generate the momentum needed to reform the school district, which educates some 700,000 students.
"I would submit to you that the future is predicated on a great school system," Villaraigosa said. "The neighborhood council should be involved in that. A neighborhood is predicated on how well their neighborhood school does."

In a subtle snub to former Mayor James Hahn, whose administration created the neighborhood council concept, Villaraigosa said he would visit the Valley regularly. "You're going to see me a lot in the San Fernando Valley," he said. "You're going to see me here more than any other Los Angeles mayor."
If you respect them so much, how about that Valley Deputy Mayor you promised them?

Mayor Frank, please allow me to make an important correction. The Hahn administration did NOT create the concept of neighborhood councils. That came about under the Riordan administration which successfully changed the City's charter.
The neighborhood council concept had actually been around for a couple of decades and was being promoted in LA a good amount of time before charter reform.

Per your request, here's the background:
Guerdon Stuckey is the head of L.A.'s animal services department. When Hahn nominated him for the position, I, as well as others who want to make our city's animal shelters no-kill ASAP, attended public hearings and spoke against his nomination on the grounds that he had absolutely zero experience saving animals. As I recall, the guy never even had any pets.
As a Council Member, Villaraigosa voted FOR the appointment. A short time later, as a mayoral candidate trying to win over pet lovers, Villaraigosa promised that, if elected, he would fire Stuckey -- the same man he voted to appoint to the job.
After the election, Villaraigosa broke his promise. He failed to fire Stuckey and, on the contrary, now says he will not fire him.
So -- and at this point we're way over the limit for any punchline value -- I suggested Villaraigosa could keep both his promise to remove Stuckey and his promise to appoint a Deputy Mayor for the Valley by transferring Stuckey.
Sorry you asked? Maybe not. It's hard to come into a soap opera in the middle. I guess.

I'd like to also add that the neighborhood councils were not formed to appease secessionists either. That vote was in 2001 and the Charter was written in 1999. If I remember correctly, the neighborhood council concept was definitely in the works before secession.

Then AV went and changed the valley from the way the planning department runs (north and south) to the way he wanted it done (east and west).
This makes no sense and proves he doesn't know how the valley operates.
