Hahn's ALMOST Parting Gift to the City

Yesterday I posted this.

Villaraigosa's passage in the Daily Breeze included:

"There is no action that (Villaraigosa) would take on this. This item will not come back to him," Ramallo said. "This is not something that is ultimately forwarded to the mayor. As far as I understand it, there's no veto power over this action."

Well, not so fast. Turns out it is his problem now.

Daily News:

Department of Water and Power commissioners put off approval Tuesday of a controversial five-year contract with their 8,000 union workers as Mayor Antonio Villaraigosa raised concerns it would set a costly precedent for other city unions.

With criticism over the deal mounting over its cost and escalator provisions if inflation rises, the commission backed away from rubber-stamping the contract -- a move that likely will leave the issue for a new commission that the mayor is expected to appoint this week.

LA Times:

It started when Los Angeles Mayor Antonio Villaraigosa's aides criticized a proposed contract for Department of Water and Power workers. It was too expensive for the city, they said, but added that there was nothing that the new mayor could do about it.

They blamed former Mayor James K. Hahn's administration, which had negotiated the deal with the municipal utility's union.

That apparently irked Hahn's Department of Water and Power commissioners, who had been expected to approve the deal Tuesday.

Instead, they turned the tables on the new mayor.

In a surprise move, the board declined to act on the new contract. That decision could shunt the controversy to Villaraigosa, who is on the verge of naming his own commissioners to the board.

Daily Breeze:

Commissioners Annie Cho and Gerald McCallum II said the pay package should be left to the new appointees of Los Angeles Mayor Antonio Villaraigosa, who voiced his disapproval of the agreement Monday and is laying plans to announce a new slate of DWP commissioners.

GREAT MOVE BY COMMISSIONERS. Now let's see how Antonio gets out of this one. Will he go against his friends D'Arcy from the union or side with council members who are against this pay hike? Either way he's screwed.

You know How Villaraigosa will get out of it. He'll play the media sources like the LA Times and Daily News into keep believing that he has no control over it and that this is all Hahn's fault in the first place.

If AV (as a City Councilman) could stop a motion to ask LA city voters for 1/2 cent tax for more Police and Stop LAX, there's a pretty good chance he COULD have stopped this at it's tracks before it's even leaked to the press.

Let's see what Antonio does. If he stays out of it he'll look like he's avoiding the issue and doesn't want the controversy. If he supports the pay hike he'll get nailed by the council. Police officers don't even get that type of pay hike. All the other unions will jump down Antonio's throat. Not a good position to be in this early on.

Was this before or after Villaraigosa won the election?

I thought in that LA Weekly article Bernard Parks declined to comment.

Watch SEIU 347 in early September - say the Wednesday after Labor day, to take action about the DWP contract. Julie Butcher is smart as they come and she and her members are going to mobilize and break down the "class distinction" between DWP and the rest of the City. IBEW 18 and D'Arcey may have overplayed their hand on this one. They loved the anonymous secret that was kept them from the public spotlight, but now the cat is out of the bag. What union isn't going to want partity now; especially EAA and AFSCME? And why shouldn't they. Same job classes; same work. Its a no brainer.
