Hahn's Parting Gift to the City

Our not so beloved ex Mayor Hahn has managed to place yet another feather in his cap, securing him as one of the most unpopular local pols to still live in the city. In a desperate bid for an endorsement and a get re-elelcted at all costs attitude, he caved and negotiated a deal with labor that reaks of payola that only Hahn is capable of.

The Deal: Los Angeles Department of Water and Power workers would see their pay increase at least 17% and perhaps as much as 34% over the next five years

LA Times:
Villaraigosa does not plan to intercede by pressing the DWP to renegotiate the contract, his spokesman said, noting that the deal was negotiated under the administration of former Mayor James K. Hahn.

"He would not have negotiated the same deal," said Joe Ramallo, a spokesman for Villaraigosa, noting that the mayor has concerns about escalating labor costs. "He knows we cannot fiscally sustain this kind of growth."

But Ramallo explained that Villaraigosa believes the city could be accused of unfair labor practices if it tries to scuttle a deal that has already been approved by the union membership.
Daily News:
Mayor Antonio Villaraigosa is unhappy with the contract, but city officials have told him that at this point he is powerless to stop it, said Joe Ramallo, the mayor's press secretary.

"He made it clear to the managers that this is not a precedent and is no indication of how he will conduct labor negotiations," Ramallo said. "He would not have negotiated this deal."

DWP General Manager Ron Deaton and the city administrative officer told the mayor in a July 4 briefing that the contract had already been sent to IBEW members and so any new action would be an unfair labor practice, Ramallo said.

While Villaraigosa "did not interfere with this process after it had begun," his spokesman said, "he believes throughout the city that we need to have a new approach to negotiating our labor agreements and that we can't sustain these labor costs in the long term."
Daily Breeze:
Councilman Dennis Zine questioned the terms of the deal, saying it could set a precedent that leads other municipal labor unions to seek similarly generous arrangements.

"Once it happens, everyone else is going to want the same provisions," he said. "That's what we're obligated to do -- provide fair contracts for our employees, not just certain groups."

Joe Ramallo, spokesman for Mayor Antonio Villaraigosa, described the pay agreement as financially unsustainable but said the mayor cannot undo a pay package crafted by appointees of his predecessor, former Mayor James Hahn.

"There is no action that (Villaraigosa) would take on this. This item will not come back to him," Ramallo said. "This is not something that is ultimately forwarded to the mayor. As far as I understand it, there's no veto power over this action."

The agreement would benefit members of the International Brotherhood of Electrical Workers Local 18, which spent roughly $107,000 on Villaraigosa's mayoral bid. The union's national committee gave $200,000 worth of radio ads to Villaraigosa and $99,476 worth of fliers to Hahn.
And he wonders why he is no longer in office. Hmmmm, let me think...

I'm sorry, but the whole "blame Hahn" line from AV is complete and utter bullshit. Especially when he was on the council at the time, too. He absolutely has the power to intervene and if he had any balls, he would. The only ones with balls seem to be Smith and Cardenas (one ball).

Sweet contract proposal once again raises questions about who’s running L.A.’s public utility

A hush-hush contract extension between the Department of Water and Power (DWP) and the International Brotherhood of Electrical Workers (IBEW), Local 18, went to a vote of the union’s 8,000 members Tuesday. The pact, which guarantees a minimum 16 percent and a maximum 30 percent in salary increases over the next five years, should pass easily, widening an existing salary gap between DWP workers and other city workers, many of whom recently settled for much lower increases.

Villaraigosa has kept his distance from the DWP, at least publicly, during his campaign and since taking office. The IBEW spent $307,432 on his campaign. Villaraigosa has a long and close relationship with the IBEW’s business manager, Brian D’Arcy. And while respected former legislative analyst Ron Deaton was brought in to manage the DWP last year, his progress thus far is difficult to identify. To some, he has been a disappointment. “I suppose even a giant is no match for the politics of the department,” says a veteran employee at the DWP.

Villaraigosa also met privately with D’Arcy, according to news reports, right around the time the council was approving bargaining instructions and a deal was getting done. “Given the face-to-face meeting Villaraigosa had with Brian D’Arcy during the negotiating period, it stretches one’s belief to think they did not discuss IBEW salaries,” says a former member of Hahn’s office. D’Arcy did not return calls for comment.

Jose is doing the same. Taking credit for everything positive about LAUSD (Not much) like the school construction stuff which he did nothing on. Did not propose it, help get it passed or even properly administered it. Schools would of been built with or without Huizar.

Then when it comes to stuff like racial crimes, drop-out rates and mismanagement of LAUSD he says I did not create them but never did anything to address them.

He was the invisible School Board President and will be an invisible Councilman who is just passing through waiting for another seat to open up.

At least Anotnio is not invisible. He is a hard worker and Huizar your are indeed lazy.

The LADWP Board failed to ratify the deal yesterday, due to lack of a motion.

The pundits are saying that the Board "turned the tables on Villaraigosa" by requiring his new Commissioners to act on the proposal by staff and the Union.

My take is different.

I think that each member of the Board (other than Dominick Rubalcava, who has already resigned) know that Mayor Villaraigosa has been following a pattern of re-appointing one member of the current Baord in order to assure some continuity.

Each wants to be that member who is re-appointed, thus none were willing to make the motion.

Interesting out for Sid Stolper (acting Chair), who would have been in a quandry if the motion were made.

As Union (Pipefitters) leader, he'd have had to second it, thus setting up for a two to two vote, with no resolution, anyway. But he'd have been screwed for re-appointment.

As it is, he is probably now the favorite to be re-appointed, as he is the best member and the most likely to be supportive of Antonio in the long run.

If there is a holdover, I'll bet on Stolper, who is a good man, to boot.

There is no way in hell that you can give a 30% increase to this bargaining unit and cry bloody murder when it comes to negotiating with the other unions.

A 30% increase to SEIU 347, LAPD, LAFD, and so many others would completely bankrupt the City. If you let one group get it, all should get it. I see no difference in the security guards represented by SEIU vs. those represented by IBEW. To give one unit something and not the other is a cold slap in the face - even though 347 went with Hahn.

This contract MUST be renegotiated! No collective bargaining unit anywhere in the State will be receiving this big of a pay hike - not even the Prison Guards!
