Mayor Sam's Hotsheet for Wednesday

Press coverage is finally kicking in on Jamiel's Law. I corresponded earlier with Jamiel Shaw, Sr. who has been quite busy with interviews. Unfortunately, the behavior of some of our City Council members to the appearance today by the Shaw's in chambers was quite disturbing. Not daunted, the Shaws will continue on in suport of Jamiel and Jamiel's Law.

Joe Mailander has an excellent piece that touches on something we've been saying for a while but he puts it better - the Mayor is scared to death of a conservative populist movement in the City and it may find it in the anger over gang violence that is motivating the Jamiel's Law campaign.

The Daily News takes to task some Clowncil members who are also hoarding millions of dollars of taxpayer money that should go back to the general fund during the budget crisis. Chief among the hoarders is everyone's favorite "George W. Bush of LA" Zuma's friend Tom LeBong who says he has to hold on to the money so he can "deliver for his district." Is there a bigger clown on the Clowncil than LeBong? You tell me.

NIMBY/CAVE/BANANA types normally fight against condos, stores and other nasty things near their homes. I didn't think it was possible but we have a new monster in LA, the NIYBY - not in your backyard! Busybody Westside White Guys and Gals from Holmby Hills, Brentwood, et - including Wacko Jacko - al are protesting construction of an electronic billboard miles away in South LA. The billboard is supported by the local residents and the local Clowncilman because it will generate funds for much needed parkland in the area. Let's hope the South LA'ers tell the WWGGs to go to hell.

Fellow Mirthala Banger Fabian Knucklehead Nunez is holding onto $4 million meant to support Democratic candidates and the unions want it back. A spokesman for the disgraced, termed-out Assembly Speaker said nuts to you, "We don't question how labor runs its operations. It's unfortunate they don't offer the same consideration to the speaker."

I've reported on the nutty security cameras Clowncil people are squeezing Neighborhood Councils for. Many of them wind up broken due to a lack of maintenance. Our favorite ex-motorcycle cop turned Councilman Dennis Zine makes an excellent point: arrests deter graffiti, not cameras.

Stuart Waldman has yet again nabbed more big name endorsements as he rolls to the Democratic nomination for the 40th Assembly District. This time, among more unions, he picks up the support of two current Assembly Members he'll work with - neighboring seat holders Paul Krekorian and Anthony Portantino.

IT was shameful the lack of respect the clowns in city council gave people speaking in support of Jamiel's law. They are the joke of the nation. Yet, they had plenty of time to discuss dumb ass Jan Perry's corrupt Clear Channel settelement saying it was for a park in South LA. HELLOO0 JAN your district is only 14 miles and you already have, South Park, Slauson Park, Trinity Park, Gilbert Lindsay Park and the smaller wetlands park. Something smells really bad and again those morons on council passed having the billboards. We need to find out how much money Clear Channel has given in campaign donations to these fools

Here you go field staffers. Make a copy and give to each clowncil member to study especially Rosendahl. How embarrassing that they had no idea what Special Issue 40 was but its surprising considering the source.

Obeying the order
What does Special Order 40 say?
The LAPD policy states that "officers shall not initiate police action with the objective of discovering the alien status of a person."

How does the LAPD interpret it?
LAPD officials said that Special Order 40 prohibits officers from questioning people with the sole reason of determining whether they are illegal immigrants. Police officers are allowed to inquire about the legal status of suspects as long as the immigration question is not what prompted the contact.

How has Special Order 40 been misinterpreted?
Some people believe the rule prohibits officers from in any way asking about the legal status of suspects.

Zine is a fucking IDIOT!!! He wants to protect celebrities from paparrazzi. Is he crazy??? Oh I forgot his staffers are saying he's become obsessed and a groupie of Britney Spears. Instead of educating the train wreck pop tart Zine is showing favortism to rich actors. Zine's reputation with women is deplorable. He is known to have screwed anything with legs. His retirement dinner was trashy and sleazy. His sons were in the audience and humilated by their father's lack of class. They had to hear the torrid details of Zine's affairs.

If nothing else, yesterday's exposure of the inept, incompetent, uneducated, declasse, arrogant, indifferent, amoral, city council members was worth it's weight in gold!

Thanks in great part to Kevin James, a great American, the Jamiel story will not die with Jamiel's tragic murder by an illegal alien. In fact, Jamiel will ultimately be the force that rids this city of the Mexican mafia downtown!

Villar must be shivering in his boots! Alarcon, Huizar, Cardenas, and especially REYES...must know that their days are numbered!

I don't know how much more corrupt this city can possibly become! Between the illegal gangbanger murdering terrorists, the drug traffic, and the white collar crooks in city hall...this city is WORSE than Mexico!!! But then again, most of the crooks ARE Mexicans!!! Is everyone connecting the dots????

We need to start haunting city council meetings...we need to march en masse to city hall, and above all, we must start gathering our posses....we must drive these crooks and criminals out of our city!

The timing is perfect...Villar is out next March, and after Villar is gone...the coalition of crooks and criminals will start to crumble.

God bless Jamiel's family...and God bless Kevin James...the People's champion!

On Council Stage- Play’s the Thing
DWP Drama-Act III

Last Wednesday’s City Council deliberations on the DWP rate increases was one for the books... ...using the tragic loss of a firefighter to justify increases costing the ratepayers over $272,000,000 annually when fully implemented in little more than a year.

With drama befitting a Shakespearean performance, one Councilman held a section of electrical cable as his scepter, warning that unless DWP gets additional money the city could see more incidents like the one in Westchester.

The Councilman spoke of 12,000 to 15,000 miles of 60 year old lead cased cable. As his oration continued, “take every mile of cable...and replace it the next few years!” and the dutiful response was, “we could”. But is that to be or not to be? That is the question.

Explaining Special Order 40

The myths surrounding it may hinder real action on criminal deportations.
April 9, 2008

The emotional heat of the immigration debate finally grew so intense that it opened up several alternate dimensions, where fact evaporates and folklore guides what passes for policy discussion. In one parallel Los Angeles, police officers see violent gang members whom they know to be illegal immigrants but can do nothing to stop them because of a politically correct edict known as Special Order 40. It has become common knowledge in this world that the order doomed young Jamiel Shaw II, the high school student gunned down by an illegal immigrant gang member who roamed the streets with impunity after being released from jail because local law protected him from deportation.

Back in the real world, where fact still holds sway, Special Order 40 had no role in Shaw's killing. Illegal immigrant and 18th Street Gang member Pedro Espinoza was arrested in November by Culver City police -- not the LAPD -- and jailed on a weapons charge. Espinoza should have been held by U.S. Immigration and Customs Enforcement pending deportation. Instead, he was released, and an innocent and promising high school student was shot to death. The tragedy exposes deplorable failures in the jailhouse processing of illegal immigrant criminals, but it has nothing to do with the LAPD, much less with Special Order 40.

The order was adopted in the late 1970s by then-Chief Daryl F. Gates, hardly a soft-on-crime liberal, who knew that the LAPD would be more effective if undocumented witnesses and victims felt free to speak with officers without fearing deportation. The order prevents officers from questioning people solely to determine their immigration status or arresting them solely for violations of immigration law. It does nothing to stop officers from arresting a violent suspect or calling in federal agents to investigate a person they believe illegally reentered the U.S. after deportation. It was good policy then and remains so today.

But officers often aren't aware that they're allowed to call in ICE when they see a criminal they know was deported. The LAPD began clarifying guidelines for officers to comply with the order, but it dropped the effort because it was so politically volatile. This fact opens up yet another parallel universe, one in which denial dictates policy. In this world, it is convenient to ignore that up to 25% of the Los Angeles County jail population is here illegally, or that police and the sheriff could take better advantage of the paltry federal assistance that is offered.

Espinoza escaped federal detection when sent to jail and when released, according to sheriff's officials, simply by lying when asked where he was born. Any procedure that easy to evade is no procedure at all. When officers don't know what they can and cannot do, and when other official procedures for protecting the public remain so flimsy, it's hard to fault critics who incorrectly believe that Special Order 40 lets felons run rampant.

All sides of the immigration debate must reject the folklore about Special Order 40 and get real about removing violent criminals who can and should be deported.

special Order 40 is based on a false premise...that illegals won't report crimes for fear of deportation; THEY WON'T REPORT CRIMES BECAUSE THEY FEAR RETRIBUTION...They know they will be gunned down sooner or later if they squeal.

Sam, you're a brainless idiot when it comes to the Billboard Issue. Shows why bloggers are so dangerous -- they go off without any information. So you're taking your leadership on this issue from Jan Perry and Ed Reyes.

Read Jill Stewart and Christine Pelicek's articles in the Weekly on how ClearChannel is using this issue, of "parks for the poor in exchange for giant billboards," to milk the seriously stupid. They've owed the city hundreds of millions of dollars by violating even the excessively favorable deal they got from Rocky a couple of years ago -- they're putting up illegal billboards without paying the $300/ billboard inspection fees they're required to. Times 11,000. Can you add that high, Highby?

THEN in addition to depriving the city of this money -- while you lay on the Council for hanging onto a mere $11 mil they sensibly don't want to unload when RE is lowest, and have plans for -- they've stuck it to the City and MTA with a "deal" that they'll kick a few bucks to Perry's park,

IF the city allows the 5-story -- that's 5-STORY -- digital billboards blinding freeway motorists from both sides. AND this opens the door to their illegal digital billboards on the westside (their prime targets).

Jill Stewart, Zahniser (whom you're always quoting) have the smarts to sort out that this is what Stewart calls in her current blog "Clear Channel's Shakedown," and Ch. 4 TV news got it last night.

But you're behaving in the Jan Perry/ Reyes School of Seriously Stupid, where both dumnuts blame the westside for their people being fat.

Another Perry-ism for Stupid People (listen up, Sam) from yesterday: She ripped into people who went to PLUM opposing this Shakedown and Deceit by ClearChannel, for saying they could see past her Dog & Pony Show: "See, this is what I've had to contend with, comments like that and what we've heard today -- which was NOTHING "offensive" while the offense was the gratuitous attacks on the opponents --

"People you call you Dogs and Ponies. What kinds of people call their fellow human beings, dogs and ponies?" Then she apologized to some pastor by name.

Higby, your heroine of Stupidity Jan Perry has never heard the expression "Dog and Pony Show!" And attacks those who used this innocuous term of inhumanity! LOL!

Higby, you'll probably censor this so no one will know who's leading you by the nose. OR you'll man up and read up on the real issues.

Jamiel's Law is based on a false promise...that it would've prevented Jamiel Shaw's murder. It's quite unlikely that his family will continue to rally for it, after learning the truth. But 9:45 should still take his vitriol to this family and maybe they won't mind being used as pawns, first by Villaraigosa and then by Moore.

The Times article as reprinted by 8:45 is wrong: SP40 IS part of the problem, not just lack of enforcement or even knowledge of it by LAPD cops.

WHO is behind lying to the beat cops, about how they CAN and should inquire about legal status when stopping someone for another reason? It's like if they stop a driver for being erratic, then see guns or open booze in the car, they can bust him for that.

WHO told them they "are now allowed to ask," which is what Jamiel Shaw, Sr., said in council yesterday -- that is the public's understanding AND the cops'.

But the SP40 itself is a problem: the belief that it protects illegal criminals makes potential witnesses MORE afraid to "rat" to the cops, because they believe it means the illegal criminal will be back on the streets in no time to exact revenge. And that IS the reality: whether because cops THINK they can't cooperate with cops, or whether they can't by law, the result is the same thing.

As for Rosendahl: His call for a full inquiry on SP40 should be welcomed as an opening to answering who's been telling the Chief NOT to tell this cops their rights and duties.

I just wanted you all to re-read the following paragraph again. Back in the REAL WORLD--SPECIAL ORDER 40 HAD NO ROLE--CULVER CITY POLICE, NOT LA POLICE--SPECIAL ORDER 40 ADOPTED BY GATES.

There is no mention by the poster about Bratton reworking part of Special Order 40 to allow LAPD to ask if they are illegal or not. Why? It was in the Times. Post it.

Stop blaming the city of LA and encourage them to turn them over to ICE if they suspect they're illegal. IF they are criminals.

For You Haters To Reread:

10:54: Third para was supposed to be, "Who told them (the cops) they were not -- not NOW -- allowed to ask..." about immigration/ legal status.

This is key: Many cops believed they weren't/ aren't allowed to ask this even when they stop someone for another reason -- so WHO lied to them because the situation is "too politically volatile," i.e., might hurt their numbers with the pro- illegal lobby?

Was this ALL the Mexicans, or ...?

These person(s) have blood on their hands, and have cost us extra billions. Even this Times article quotes estimates that 1/4 of all jail inmates are ILLEGALS, and the situation became much more critical a few years ago when criminal illegals from Central America kept returning soon as they were deported, more vicious than ever.

When SP40 was implemented in 79 he there were less than 3 million illegals in the whole country, now there are upto 30 million, with more than 3 million in L A alone.

The Amnesty of 86 came with broken promises to enforce borders, and lies to us that there would be no more. NOW these illegals in L A are the only ones supporting more illegals, including criminal, gangbangers vicious murderers.

San Fran can afford to be a sanctuary city somewhat more, because they have so few Mexicans actually IN San Francisco. They're liberal all around -- look at their public support for Tibet vs. China. The Cholo Loser Councilmembers and Assembly People and Rocktard don't even know WHERE Tibet is, they haven't mentioned it. They're only obsessed with protected illegal, international terrorists coming here from their homelands in Mexico, Central American, Columbia.

Whoever the Alarcon/Reyes/Huizar cholo pro- illegal murderer apologist is on this blog, he's an idiot no one takes seriously. He's desperate, and a despicable excuse for a human being. STOP spinning against the Shaws: your greaser Alarcon jumped up trying to silence them before they spoke by calling them misled, confused, racially divisive and stupid. He made himself look like an idiot, and did it again today. Perfect!

Do you not care about this family's peace and sanity at all? You surely don't expect the Shaws to support Wacko's lie that Jamiel's Law would have prevented their son's murder now that the city knows the truth. That is just wrong and mean.

After showing the Shaws, and Judy/ Mrs. Moore, giving a background, they cut to the one person who's PERFECT!

That moron of the Cholo Apologists Death Ray/ TJ in the Hills Reyes, stammering with his big, fat face, that the city is "against this law because it's divisive. It would single out our Latino community. And they're so much a part of our society, the economy isn't ready for this."

An incredulous Dobbs said, "For that man, that city councilman, to stand there and tell a family grieiving over the death of son, which could and should have been prevented, that 'our economy isn't ready to do anything about this,' is unbelievable...That is one of the most difficult to watch interviews I've ever seen."

Then they had Bratton, stonefaced, defending SP40 for the protection of illegals. Dobbs said he knows Bratton and used to respect him but for him to say this at the request of local politicians has lost him the respect he used to have for him.

Dobbs said some other stuff, about the whole City Council and all the L A politicians defending this point of view are less than...
Ya-hoo! Your scumbags are cooked!

The decent members of the Council told CNN privately that they wanted to review these policies. They've been intimidated by the racist, stupid Mexican cholo scum like Reyes and Alarcon -- all we have to do is, get them in their own words on YouTube, stick a fork in you all!

You-hoo! Finally! Snakes can't hide under a rotten log anymore.
