Mayor Sam's Hotsheet for Wednesday

Press coverage is finally kicking in on Jamiel's Law. I corresponded earlier with Jamiel Shaw, Sr. who has been quite busy with interviews. Unfortunately, the behavior of some of our City Council members to the appearance today by the Shaw's in chambers was quite disturbing. Not daunted, the Shaws will continue on in suport of Jamiel and Jamiel's Law.

Joe Mailander has an excellent piece that touches on something we've been saying for a while but he puts it better - the Mayor is scared to death of a conservative populist movement in the City and it may find it in the anger over gang violence that is motivating the Jamiel's Law campaign.

The Daily News takes to task some Clowncil members who are also hoarding millions of dollars of taxpayer money that should go back to the general fund during the budget crisis. Chief among the hoarders is everyone's favorite "George W. Bush of LA" Zuma's friend Tom LeBong who says he has to hold on to the money so he can "deliver for his district." Is there a bigger clown on the Clowncil than LeBong? You tell me.

NIMBY/CAVE/BANANA types normally fight against condos, stores and other nasty things near their homes. I didn't think it was possible but we have a new monster in LA, the NIYBY - not in your backyard! Busybody Westside White Guys and Gals from Holmby Hills, Brentwood, et - including Wacko Jacko - al are protesting construction of an electronic billboard miles away in South LA. The billboard is supported by the local residents and the local Clowncilman because it will generate funds for much needed parkland in the area. Let's hope the South LA'ers tell the WWGGs to go to hell.

Fellow Mirthala Banger Fabian Knucklehead Nunez is holding onto $4 million meant to support Democratic candidates and the unions want it back. A spokesman for the disgraced, termed-out Assembly Speaker said nuts to you, "We don't question how labor runs its operations. It's unfortunate they don't offer the same consideration to the speaker."

I've reported on the nutty security cameras Clowncil people are squeezing Neighborhood Councils for. Many of them wind up broken due to a lack of maintenance. Our favorite ex-motorcycle cop turned Councilman Dennis Zine makes an excellent point: arrests deter graffiti, not cameras.

Stuart Waldman has yet again nabbed more big name endorsements as he rolls to the Democratic nomination for the 40th Assembly District. This time, among more unions, he picks up the support of two current Assembly Members he'll work with - neighboring seat holders Paul Krekorian and Anthony Portantino.

Obeying the order
What does Special Order 40 say?
The LAPD policy states that "officers shall not initiate police action with the objective of discovering the alien status of a person."

How does the LAPD interpret it?
LAPD officials said that Special Order 40 prohibits officers from questioning people with the sole reason of determining whether they are illegal immigrants. Police officers are allowed to inquire about the legal status of suspects as long as the immigration question is not what prompted the contact.

How has Special Order 40 been misinterpreted?
Some people believe the rule prohibits officers from in any way asking about the legal status of suspects.

Is everyone connecting the dots????

We need to start haunting city council meetings...we need to march en masse to city hall, and above all, we must start gathering our posses....we must drive these crooks and criminals out of our city!

The timing is perfect...Villar is out next March, and after Villar is gone...the coalition of crooks and criminals will start to crumble.

God bless Jamiel's family...and God bless Kevin James...the People's champion!

The emotional heat of the immigration debate finally grew so intense that it opened up several alternate dimensions, where fact evaporates and folklore guides what passes for policy discussion. In one parallel Los Angeles, police officers see violent gang members whom they know to be illegal immigrants but can do nothing to stop them because of a politically correct edict known as Special Order 40. It has become common knowledge in this world that the order doomed young Jamiel Shaw II, the high school student gunned down by an illegal immigrant gang member who roamed the streets with impunity after being released from jail because local law protected him from deportation.

Back in the real world, where fact still holds sway, Special Order 40 had no role in Shaw's killing. Illegal immigrant and 18th Street Gang member Pedro Espinoza was arrested in November by Culver City police -- not the LAPD -- and jailed on a weapons charge. Espinoza should have been held by U.S. Immigration and Customs Enforcement pending deportation. Instead, he was released, and an innocent and promising high school student was shot to death. The tragedy exposes deplorable failures in the jailhouse processing of illegal immigrant criminals, but it has nothing to do with the LAPD, much less with Special Order 40.

The order was adopted in the late 1970s by then-Chief Daryl F. Gates, hardly a soft-on-crime liberal, who knew that the LAPD would be more effective if undocumented witnesses and victims felt free to speak with officers without fearing deportation. The order prevents officers from questioning people solely to determine their immigration status or arresting them solely for violations of immigration law. It does nothing to stop officers from arresting a violent suspect or calling in federal agents to investigate a person they believe illegally reentered the U.S. after deportation. It was good policy then and remains so today.

But officers often aren't aware that they're allowed to call in ICE when they see a criminal they know was deported. The LAPD began clarifying guidelines for officers to comply with the order, but it dropped the effort because it was so politically volatile. This fact opens up yet another parallel universe, one in which denial dictates policy. In this world, it is convenient to ignore that up to 25% of the Los Angeles County jail population is here illegally, or that police and the sheriff could take better advantage of the paltry federal assistance that is offered.

Espinoza escaped federal detection when sent to jail and when released, according to sheriff's officials, simply by lying when asked where he was born. Any procedure that easy to evade is no procedure at all. When officers don't know what they can and cannot do, and when other official procedures for protecting the public remain so flimsy, it's hard to fault critics who incorrectly believe that Special Order 40 lets felons run rampant.

All sides of the immigration debate must reject the folklore about Special Order 40 and get real about removing violent criminals who can and should be deported.

Another Perry-ism for Stupid People (listen up, Sam) from yesterday: She ripped into people who went to PLUM opposing this Shakedown and Deceit by ClearChannel, for saying they could see past her Dog & Pony Show: "See, this is what I've had to contend with, comments like that and what we've heard today -- which was NOTHING "offensive" while the offense was the gratuitous attacks on the opponents --

But the SP40 itself is a problem: the belief that it protects illegal criminals makes potential witnesses MORE afraid to "rat" to the cops, because they believe it means the illegal criminal will be back on the streets in no time to exact revenge. And that IS the reality: whether because cops THINK they can't cooperate with cops, or whether they can't by law, the result is the same thing.

As for Rosendahl: His call for a full inquiry on SP40 should be welcomed as an opening to answering who's been telling the Chief NOT to tell this cops their rights and duties.

When SP40 was implemented in 79 he there were less than 3 million illegals in the whole country, now there are upto 30 million, with more than 3 million in L A alone.

The Amnesty of 86 came with broken promises to enforce borders, and lies to us that there would be no more. NOW these illegals in L A are the only ones supporting more illegals, including criminal, gangbangers vicious murderers.

San Fran can afford to be a sanctuary city somewhat more, because they have so few Mexicans actually IN San Francisco. They're liberal all around -- look at their public support for Tibet vs. China. The Cholo Loser Councilmembers and Assembly People and Rocktard don't even know WHERE Tibet is, they haven't mentioned it. They're only obsessed with protected illegal, international terrorists coming here from their homelands in Mexico, Central American, Columbia.

The decent members of the Council told CNN privately that they wanted to review these policies. They've been intimidated by the racist, stupid Mexican cholo scum like Reyes and Alarcon -- all we have to do is, get them in their own words on YouTube, stick a fork in you all!
