Mayor Sam's Hotsheet for Thursday

Explosive new charges at Zuma Times.  Zuma Dogg reports that tipsters are telling him that President Obama is fuming that Mayor Villaraigosa and the City Council took Obama stimulus money for "shovel ready" projects and funneled it to the City's general fund to plug up the budget gap.  Obama apparently has cut off the supply of spendalus money to LA because of this.  Even worse for the Mayor, Zuma's source says pensiongate indictments are coming down soon.

Phil Jennerjahn, Carlos Alvarez, Zuma Dogg, Joe B and Mayor Sam all support the taco trucks. And so do the county courts.  A Superior Court judge overturned a ticket issued to a taco truck owner for violating a City law that limited the amount of time a taco truck can park in a specific location.  Story at LAist and SaveOurTacoTrucks.org.

CurbedLA reports that residents around Dodger Stadium tired of game fans parking in front of their homes have taken to putting up their own no parking signs.  Now that it has been blogged about I am sure the City will take action against these folks.

Popular San Fernando Valley schoolteacher Mary Ann Farber will be retiring after 18 years in the classroom at Beckford Elementary.  Story at Beckford Parents Blog.

The dumbasses at LADOT are at it again.  In cities like New York, San Francisco, San Diego, etc. pedicabs are all the rage.  But LA has this odd paranoid control freak mentality and they've been illegal for years.  So when rules were written by the Department that would effectively regulate the cabs out of business the folks on the Transportation Commission had the sense enough to tell staff they were on crack and to redo the whole thing. Among LADOT's lame-ass rules not mirrored even in nanny state San Francisco were that the cab operators could not wear Hawaiian shirts and that passengers must wear helmets. FINALLY. . . I've been waiting to hear that Red Spot was bailing Mayor Sam's for just this kind of opening. He probably would have given "Two Fumbs Dwon" to this -- but it's going to be HUGE, summer hit - especially in CD14:

[Voice-over announcer: In grizzled, deep movie-trailer promo voice. . .]

"In a summer of blockbuster sequels, each hoping to outdo the original hit, comes a Distrito- Catorce/Huizar-Villaraigosa production of a not-so original script by Parque Esqueleto. A follow-on effort that could ONLY have been titled..."

SON OF 80 FAKE NEIGHBORHOOD WATCHES

Just when you thought there were no unsafe cul de sacs and urine-soaked alleys left on the Eastside. . . with no sign of ANY of the original "80 FAKES" that gave Antonio Villaraigosa minimal credibility as a councilman. . .

The FAKE NEIGHBORHOOD WATCH team is BACK in action. But THIS time, they'll leave nothing to chance with a new FIFTY-percent larger total of 120 FAKE NEIGHBORHOOD WATCHES -- and THIS TIME they'll come with visible "proof" that they exist (sort of), in the form of 120 metal graffiti magnets called "Neighborhood Watch SIGNS."

How can this be? How is it there's room for another 120 neighborhood watches in the VERY SAME community of El Sereno, where the original 80 FAKE NEIGHBORHOOD WATCHES were rumored, like Sasquatch, to exist -- but with less proof? (And how can I become a FAKE WATCH myself, quickly?)

Simple, attend a hour-long police information session (like the one held at BARRIO ACTION in EL SERENO, last month) get one of the Hollenbeck cops there to sign a slip of paper saying you attended, and PRESTO, Councilman Huizar will give FOUR new neighborhood watch signs to you and each and every CD14 community, HOA, or apartment building -- at a cost of $400 per sign.

And, they don't have to actually hold meetings, communicate with the cops (ever), run patrols, or even let anyone else in the neighborhood know that they're in the middle of one of the new 120 FAKE NEIGHBORHOOD WATCHES (just put up the signs, and walk away)

Why? Because the same communities where former CM Tony V. claimed to have started neighborhood watches 5 years ago still can't find any trace of them (and have been clammering for more?) NAH!

-- Because there aren't enough overpriced enameled scoff-laws signs on every lamppost? NAH!

-- Because, like his mentor, he needs to invent achievements before moving to a new job, to cover for not having any real ones while in office? (I'LL NEVER TELL!)

And hey, if starting 80 FAKE NEIGHBORHOOD WATCHES with no trace of where they actually existed -- except in "Chief Faker's" vault of top secrets at the time -- is enough of an "achievement" to help get a 2-year, 1-bill Councilman elected mayor, just THINK what 120 FAKE NEIGHBORHOOD WATCHES with REAL SIGNAGE can do for a 4-year councilman looking for his next gig.

(Back to grizzled movie-trailer voice...) Coming to a street corner light pole near you. Rated "PG-14" for "Promotional Graft (in) CD14"

[from City Council - June 10, 2009]:
UTILIZE $4,719.60 in the Council District 14 portion of the Street Furniture Revenue Fund No. 43D-50, to purchase and install 120 NEIGHBORHOOD WATCH SIGNS on street poles and other locations to improve street and sidewalk security in Council District 14. AUTHORIZE the Board of Public Works, Office of Accounting to prepare and execute any necessary documentation with, and/or to issue payment to, the National Neighborhood Watch Institute, or any other agency or organization as appropriate. -- Presented by JOSE HUIZAR, Councilman, 14th District.

From the “Voice” newspaper: NEIGHBORHOOD WATCH TRAINING
The LAPD’s Community Police Advisory Board along with Councilman Jose Huizar’s Office sponsored a Neighborhood Watch Leadership Training on May 30 at the Barrio Action Youth and Family Center. . . The Councilman’s staff were available to provide information and answer questions regarding the partnership between the Councilman‘s Office and Neighborhood Watch Programs.

All sorts of City Hall insiders are suddenly being much more vocal about their loathing for Tony V and his cronies.

If Obama is pissed at the mayor, then the mayor better be worried - did you see what POTUS did to the fly during that CNBC interview?

Who else puts their photo on everthing except Huizar because no one knows who he is. Did you hear Antonio get boooooooooed yesterday at the Coliseum? Twitters and emails were flying about that and John and Ken aired it.

DON'T EAT OFF THOSE TRUCKS. If you would see what is inside those trucks where your food is made you would throw up. Worms, dirt, urine. Keep eating there until to get hepatisis

These Taco Trucks are just one symptom of a much larger problem-- blatant defiance of the law by the operators, and perhaps even worse, the flat out refusal by law enforcement to actually enforce the law.

Whether they are unlicensed and uninspected Taco Trucks, or portable produce stands, or the plethora of "garage/sidewalk sales" that number in the hundreds (if not thousands) every weekend in the Valley, when people routinely thumb their nose at the rule of law, and the powers that be simply ignore it-- we have a big problem.

Phil... I would think as a conservative you would a major issue with this kind of thing.

I don't care who is doing it, or where they are from... but I would bet my shoes that if I set up a BBQ on the curb in front of a Sizzler and offered discount steaks, two things would happen: I would make a lot of sales, and, I would be shut down by the police.

A couple of weeks ago I was driving through an Encino neighborhood, south of Ventura Blvd., and saw this guy who had set up this huge produce stand on the corner, among all these million-dollar+ homes. Now if that was my neighborhood (and it is definitely not) I would be PISSED. But there he was, selling bananas and melons... no license, no permission, no quality control-- yeah, that's not a problem at all.

On any given Saturday or Sunday in the Valley, you can't drive down any main street, without seeing dozens of improptu "sidewalk sales." These "operators are in the same place every weekend, selling second hand crap to whomever will buy it. The stuff is littered all over the sidewalk, hanging on fences... I even saw one brave soul that had set up shop in the parking lot of the DMV on Sherman Way! This is clearly a business for these people, and the fact that is an eyesore for everyone in the neighborhood, is beside the point to them.

The more we ignore these seemingly petty infractions, the more we become we invite larger, more difficult problems. This is classic "broken window" stuff... if you ignore it (which we already are doing), it's only a matter of time before larger "violations" follow.

If you want to live where people can't park in front of your house, live in a gated community. The LAPD or DOT should ticket or fine anyone who thinks they have the right to personally restrict parking on a public street.

You need buidling and safety, health dept. lapd etc. Its the idiot council members like Huizar, Reyes, alarcon who tell the officers NOT TO TOUCH THEM. LEAVE THEM ALONE CAUSE THEY ARE TRYING TO MAKE A LIVING. City attorney has a task force around the schools in South LA. Everytime they do a sweep with illegal vendors they find criminals after doing background checks on them. LA has become Mexico since the Mayor has come into office. Zuma is usually a loon, but he is correct about Obama being pissed at stimulus money being diverted. But Zuma was wrong on a critical piece-the money isnt going into the general fund directly-rather, its sent to the proprieties ( Airport, Port, DWP) to provide money for projects already approved and money provided. It does not create or retain jobs, as was the mandate of the stimulus package. Antonios team has tried to hide this from the Obama folks, or get into a semantic argument, but the administration isnt buying it.

Huizar's field staff is really pushing those neighborhood watch signs. All you have to do is raise your hand at a community meeting and say "I'm concerned about crime" and they nail you down, get your signature, and turn you into a one-man Watch group.

I reminds me of when Wacko Walter declared himself a one-man "think tank" back before he ran for mayor the second time.

I called in a tagger one time. I think I now qualify as a one-man "gang task force" and can apply for some of Barrack's SKIM-ulus money, through Mayor AV.

I'm "ready" to start "shoveling" taxpayer money into my IRA account.

Yes, and that way ALWAYS works out well-- with the non-obsolete, nice, naive, novice in the driver's seat of the world's most critical economy.

Can you say "Jimmah Cah-tuh" (with a toothy, Georgia SMILE)?

Can you say "record unemployment, crippling stagflation, gas lines, "wear your sweaters in the house and set the thermostat for 47-degrees," hostages in Iran for more than a year, military impotence, and diplomatic futility"?

Works for me, though. I can handle 3.5 more years of that, if after it, we once again get to elect a "Ronald Reagan" to start an 8-16 year Republican reign.

I love it when the Democrats prop up one of the smiley-faced rookies just long enough to make sure it only happens once every couple decades.

"I love to buy my fruit from the guys who set up there. I know it's local, at least... they don't bother the residents who live here"
... You have no idea whatsoever where that fruit came from-- the guy at the corner is reselling it from another source. You have no idea how old it is, how clean it might be-- nothing of the sort. You say they don;t bother the residents-- great, so aas long as I'm polite, I can break the law at will-- right? Here's soemthing... I don't know if you own the home you live in, but I guarantee you that if you were selling that home, and a prospective buyer saw your "local grocer" on the corner, it would DEFINITELY have an effect on your property's value.

"I don't see what that has to do with a taco truck, which I've never eaten from but would like to."
... terrific-- you won't have any trouble finding a taco truck these days. Here's a little experiement... when you find one, ask the operator when the last time is the Health Department inspected his truck-- and then order your taco.

With any luck, you won't be staple-gunned to your toilet seat at home, after eating off any of those trucks.

I used to work at a Ralph's when I was a teenager. Believe me, I'd take my chances with the corner fruit guy any day. The produce manager at Ralph's would urinate in the produce wash sink because he did not want to walk all the way across the store to the men's room. As for washing his hands, his sopa dispensor never had to be refilled.

And all taco truck have to be inspected by health inspectors, you moron. All those trucks are licensed by the cities they originate from and they have to be inspected by a health inspector - right there on Figueora Street near the 101 - before they are granted an operating license. These trucks run anywhere from $50,000 to $150,000 - a respectabel small business investment.

Why don't you say what you really feel - these dirty mexicans are unhealthy. So don't eat there - no sweat off our huevos. It is not like they need your business anyway.

Vinnie,

I agree with you on the "broken windows" theory, but you have it reversed.

Most of the crisis situations in Los Angeles stem from our liberal governments refusal to enforce immigration laws.

Once you start letting hundreds of thousands of people openly violate the law, then you create a recipe for anarchy, chaos, and the eventual collapse of society.

Smaller things like graffiti, lowered quality schools, and unlicensed food vendors become a joke, because people realize that the government is unwilling to enforce the big laws, so they probably won't do anything about the smaller laws.

There are over 600 Marijuana dispensaries in the City now. Many of them illegal.
The City does nothing.

Expect that number to grow.
