REAP Program Used to Flip Properties for Developers?
Mayoral candidate David "Zuma Dogg" Saltsburg hints that there could be a coming Federal investigation of the City's Rent Escrow Account Program (REAP). The program's original intent was to allow renters of housing with deferred maintenance to direct rent payments towards the cost of repairs.
In an interview with the Sister City, Saltsburg said that properties are put into the REAP program because the City claims some level of repairs must be made. However, the law does not allow owners to make modest increases to rent to cover the cost of repairs. Saltsburg said "Most of these renters are paying about $400 a month in rent. They'd likely have no issue paying $500 a month to make the repairs and guarantee they have a place to live. If the property is seized and the residents evicted they're not likely to find replacement housing in LA anywhere near what they were paying."
However, Saltsburg claims that City leaders could be using the program to force mostly middle class and elderly investment property owners into selling the older properties at a song to politically connected developers who are seeking the land for constructing upscale income housing. In the last several days owners of these properties have come before the Council stating that their properties have been essentially stolen from them under the program.
Saltsburg has been saying for several days that for some reason Council President Eric Garcetti has become frustrated when the Mayoral candidate attempts to discuss the REAP program during open public comment at City Council meetings and has taken steps to silence Saltsburg.
Saltsburg also told me the Mayor and Council President often claim to be pro-business and advocates for low-income housing. Some people ask why I cover Zuma Dogg and not so much the other candidates.
It's the same reason why I cover anything - the content is out there for me to use.
So far the Mayoral candidates have given me very little information but when I get it, I post it.
So when I asked Walter Moore why I hadn't heard from him nor had seen any postings on my blog he told me that because he assumed I was supporting Zuma Dogg (who he referred to as "the economist") he stopped sending me his campaign newsletter.
That's Walter's choice and a poor one in my view but it's up to him.
So if Walter isn't doing like other folks such as Zuma Dogg, Nick P, Wendy Greuel, Adeena Bleich, Phil Jennerjahn, Robin Ritter Simon and others sending me their press releases how the hell can I cover him?
I've also put out that if any candidates have media appearances they want to plug, send them over.
I can't help it if Zuma Dogg is on top of his game when it comes to marketing.

I told Doug before the segment started that I wanted to discuss Measure B., but again, it turned out to be pretty short.
I'm not going to turn any new listeners into ZD voters off that short segment, but as someone who Doug's KABC audience already knows, after years of calls into the station, across all dayparts, it at least let all the people who already know ZD, and what he stands for as a public advocate (city hall gadfly, radio caller, blogger, etc.) that I am on the ballot. AND I DEFINITELY WAS OPENING UP WITH THE GENE SIMMONS, "Ohhhhhhhhhhh yeaaaaaaaaaaah..." from the Gene Simmons mask, era. I've done more to alert the masses on the issues you are saying I didn't have time to mention today, as a private citizen, than any single individual in the history of this city, from what people tell me...so don't trip crybaby...Meanwhile, I still got in a plenty good "heat" rant, and Doug followed up on what I said (saying I was right) in the next segment.

The record of who buys, who sells, and who develops these former REAP properties is one of the easiest public records to come by.
If there was any truth to this malarky from Zuma, then it would take someone with real research and communications skills about three days to track a pattern and report it.
I've keep checking the real news sources for the next 3-4 days, and see what turns up.

I don't quite understand all these landlord/renter laws, but it sure seems like the city paints the landlords as the evil grinch and the tenants as victims.
Maybe there are a few slum lords, but my guess is some of these property owners are just trying to keep afloat? How could they make improvements if they cannot raise rent a little? Or, are these are ploys for the city to take over these properties?
It sure doesn't seem to pay off as a property owner to rent a room or unit. Any such venture in this town is probably a recipe for disaster.

DUMMY, it was comedy...When Doug was cutting away, I kept ranting away saying, "Hey, I spent all that money for gas for this short a segment...tell Joe Scarobourough he's being bumped in his first hour, Zuma Dogg is on a roll." Then added, "I could have called it in on the phone."
Doug was laughing and was really happy with the segment.
So if you call that saying, "I thought we had until 10..." that's how you spin, I guess. But clearly I said it as I quoted it above and didn't say what you said, AT ALL, liar crybaby-loser.

I havc called into KABC for hours and hours of calls, hitting hard on the issues over the past three years. Maybe you just tuned in to hear me. If you eliminated that segment from yesterday, it wouldn't even make a .0000001% of a dent in the amout of time I have spent calling into radio on my own time, spending 45 minutes or an hour on hold, for a couple minutes of on-air time...and many times, for longer than I was on 'in studio' yesterday.
