Obama's LA Appointments?
Since the Irish Sweepstakes as well as Joe B and Karl Rove have all declared that Barack Obama has already won the Presidency it might be time to talk about what local pols, if any, could find a place in the Obama Administration.
Loyalty usually has something to do with it and Council President Eric Garcetti and City Controller Laura Chick were early adopters of Barack Obama, while Mayor Villaraigosa cast his bets with Hillary Clinton.
Some chatter we've heard, as mentioned before here on the blog, is that Garcetti is on a short list for Secretary of Housing and Urban Development in an Obama Administration. Certainly Garcetti's longtime role as Council President and experience handling housing issues in one of the most challenged areas in the nation qualify him for such a position. Garcetti, who has designs on national office, is young and multi-racial like Obama and could be a real star of his administration.
Chick on the other hand - given her penchant for audits and chasing down budget-busters in City government - she could be a natural to be Obama's Director of the Office of Management and Budget. Sensitive to Republican charges that Obama plans massive spending increases and deficit raising initiatives Obama might be wise to put in the populist sounding Chick who has managed to make audits sexy but would still be in line with Obama's liberal policies.
But when it comes to Villaraigosa, looks like there's no role for him in Washington which is really too bad for LA.

There is no short list for HUD secretary or any of these positions yet. The Clinton people have prepared a transition plan for him that involves the process through which people and found, resumes collected, and appointments made. Some names are being collected and people approached about the possibility.
Chick would never work as OMB head. The reason is that what's needed is not a bunch of audits that go nowhere, as is the case here in L.A., but the ability to get things done.
That involves an intimate knowledge of Washington and the people in it.
Al Gore put a lot of work into his Reinventing Government effort as VP. Still, he couldn't get the big ticket changes implemented because of the resistence from the departments and unions. And he knew Washington better than Chick.
Regarding AV, would you rather have him in Washington or as Mayor for another 4 years? If I didn't like AV, I'd start a drive to get Obama to take him away from here.

What's the deal with a city spending hours on debating resolutions that don't have any legal effect at all, like they did last week. Meanwhile the rest of city business gets put on the back-burner.
Even Jack Weiss, with his race getting to the fish-or-cut-bait time, continues to keep the Jamiel's Law as low a priority as possible. Now, he's a complete fool as far as reading the "How To Look Like A Responsive Politician" manual. You will find no D.C. plane reservations in his future. But even his blunders are all but completely camouflaged by the numerous poor choices of actions of others of his council colleagues.
Obama has done fine keeping Tony out of the game and on the bench, or more accurately, in the stands as a seat warmer. Why take any risk now with him? Tony can't even stay in L.A. doing own his job, why would Obama need Tony as any appointee to foul up things for him?
I would tell Obama to skip L.A. officials for his own sake.

I've heard him at meetings and love the way he tells the illegals to start obeying the law, learn to speak English and know that ICE will be coming to LA often. Good for Xavier. Regarding my Deming training:
1) Read an article in a local newspaper about Deming, who had one of his "four day seminars" coming to the area via satellite.
I liked what I read about him, and it summed up ALL the problems I was experiencing as a radio executive working for one dysfunctional radio station after another.
2) I signed up and attended the four-day seminar, with about 500 people in the room.
There were facilitators/Top Deming consultants that ZD had access to. (It's really, really hard to understand what Deming is talking about (kinda like "legalese") so it's up to the facilitators to explain.
Before the seminar, I DID read a book called, "Deming, The American Who Taught The Japanese About Quality" by Rafael. Aguyo (check spelling) --- AND IT'S A MUCH EASIER/MORE PRACTICAL BOOK TO READ than Deming's own, "Out of the Crisis" that I have used as a reference manual, as well.
The BIG thing that helped, too, was after the seminar, the seminar sponsor (Jim McInvale of a big furniture company in the city I was living in/Houston), hired Deming's top instructor/heir to the Deming thrown (K. Yoshida) to stay in town and give classes for his staff, and opened it up for the public (free).
Of course, there was ONE person in Houston who showed up for the free Deming instruction from his top instructor...ZD!
AND THAT WAS INVALUABLE. AND, like I do with my City Hall stuff...I would follow up with Yoshida on certain things I was having trouble understanding. And the whole thing was very enlightening.
THEN, when I was trying to get a job in NYC at a radio station, my future boss asked me to type up what I learned at the seminar.
That turned out to be "Interpreting Deming's 14 Points."
I sent a copy of the article to Deming, before I sent it out, because it was so complex, I wanted to make sure I wasn't getting a bunch of stuff wrong.
So I expected a return fax with a bunch of red ink (corrections).
Deming DID fax me back saying it was "well done" and that he appreciated it.
I was stoked...but didn't realize the magnitude of the supportive letter, until everyone told me how rare a letter like that was. And some folks had me fax it, for them to confirm.
I ended up getting the job at the NYC radio station, too.
And ended up getting to use the Deming stuff throughout my day on the job.
So to sum it up: Read some books, attended his four-day seminar, was tutored by his top instructor AT the seminar, and I followed up on my own with college style classes held by K. Yoshida while living in Houston.
PLUS, the hours of videos on Deming and videos of his seminar. (See: Quality or Else by Bill Moyer...A GREAT video series. Or get the transcript.)
And, according to Deming, I have a knack for it.
Read the article, that's all that matters anyway.
