"LA OBAMA TIMES" Q & A with the "GENERAL SECRETARY OF GANG INTERVENTION"
For months the newly appointed Gang Czar, errrr, "GENERAL SECRETARY OF GANG INTERVENTION"Rev. Jeff Carr, has been feeling out the "Homies" as he seeks clarity in solving our "Domestic Terrorism/Gang Problem".The Rev. Carr took timeout away from his "mission of clarity" to sit down with a scribe from the "OLD GREY HAG ON SPRING STREET" and this is the result.
Among the highlights are the Rev. Carr's support for the Laura Chick approach to gang intervention which place "centralize" control in the hands of the Mayor"s office.
In addition, Rev. Carr is bullish on faith-base groups having a key role in gang intervention. Thus look for "Fellow Traveler" Father Boyle to play a key role (some of you will have a bloggin responce to that).
But absence in this Q & A is an "A-U-D-I-T" discussion to show what has not worked in the past. That needs to be a part of the discussion.
I'm sure some will have comments on this topic.

It is clear to anyone that the Rev. Carr, appointed by AV will his bidding. That's what he is there for to implement AV's will.
The fact is 90% of the $240,000,000is wasted. Gang problems have grown consistantly.
When will these highly paid bureaucrats realize that gang crime is a law enforcement issue, and not a city problem but a regional problem.

Where has he been? He was appopinted last year? Who did he meet with beside Fr. Boyle?
He's clearly trying to avoid politics, there's enough of that from the pols. He was hired by the Mayor and reports to him already, and by now has found his "feet" getting to know all the different communities.
Which he admits he didn't know at the beginning, or L A -- hence his slow start, we guess, learning the field. Then again it may have made sense to get an outsider, since anyone from L A would have come with baggage and suspicions.
Good for Chick and the Mayor, after seeing Cardenas' grandstanding last week, and his and Hahn's usurping the Mayor and Chick day before this announcement by getting the Council to approve HIS non-plan intention, to fight gangs with open checkbook.
Daily News Opinion thinks this is a good thing and mentions Cardenas, Perry and Hahn as opponents. They also urge a NO vote for Hahn's tax on homeowners, absolutely right.
Homeowners are just 36% of the population now, but renters can form the majority to tax them. Unfair -- makes you see why the Founders only included landowners in the voting population.
Laura Chick has also said one reason to centralize under the Mayor would be to prevent these types of power-seeking Councilmen to put the money into their OWN districts. Mayor has to spread it where it's needed citywide.
Centralizing departments across the cith is a good idea in general to save money. She said that doing it with security detail was on her radar, right now, every agency can contract on their own, and this means wasted money and lack of central security information.
Then do it to the endless social
services programs which overlap, to the buying of software/ hardware citywide by pros, not each dept...
The mayor's privately paid spin doctor is spinning over everyone's head again. He reminds me of "The Emperor's New Clothes" in the sense that this spinner doesn't realize everyone sees right through him. Look for an IP address in Texas.

The small Asian population in California prisons is attributed to our steady deportation of Asian illegals who have been apprehended for gang crimes. Obviously we can't deport white and black American gang criminals.
Deporting illegal Hispanics in prison custody seems like a reasonable idea, on the surface, but our compromised border security would create worse problems. We'd be deporting murderers, only to find them returning through our porous borders to kill again. Unless we can be sure the most violent criminals can't get back in, deporting Hispanic gang members won't work as well to reduce the prison population of violent Hispanic gangs as it has with the Asian gangs.
You will say that Connie Rice would have been an awful gang czar. But at least she wanted intense scrutiny on thse gang "interventionists" that get federal funds but are fronts for the gangs and secretly are recruiting new members. And the hammer has to come down on federally funded drug rehabs that are drug dealing fronts for the gangs, too.
Unfortunately, Jeff missed the opportunity to convince the public that the Mayors office is best suited to manage a program like this.
His experience doesn't fit the expertise described in the audit.

Asian gangs are highly dangerous, as well as organized. The edge for police in reducing their prison numbers, and cutting their influence from incarceration to the streets, is with the deportation. With the whites and the blacks, half of the Hispanic gang population, is of American citizens.

Asian gangs are a ferocious problem outside Los Angeles, now, in Central and Northern California.

In fact, where there are Asian gangs, they're battling each other, whether Little Saigon/ Westminster, or the Central Valleys of Calif.
There are very few illegal Asian gangsters, and as poster said, when they're jailed, a check is run against overstayed visas and they're sent packing. Others are the descendants of true political refugees from the Killing Fields of Cambodia, Vietnam, Burma. There are also some Chinese. No one is excusing or welcoming them either.
These are a minor group, exist around the world including civilized Japan as the Yakuzi -- but these societies are "safe," because they don't go after non-combatants and not other races.

Another difference: No Asian politicans are screaming in favor of SP40 for Asian illegal criminals. No to the contrary, they want them out and deported if they're illegal, or to get maximum punishment if they're not.
They don't go around blaming whites on their gang problems, and screaming for endless of infusions of tax money from the "wealthy" because they've given up expecting parents to raise their own kids to stay out of gangs. You'll never see Asians, politicians or average Kims, absolving parental and family responsibility when kids go "bad."
They don't scream that "these are all our children, just like you and me." They shun such associations with their race and do what they can to eradicate their gangs.
Some Asians are considered insular, too heavy with parental control and keeping kids away from "people of color" in dubious neighborhoods. However poor, these kids tend to be good students and aren't dragged down by the street culture. The parents almost never take welfare or food stamps.
Sometimes the insularity goes too far and is unfortunate, and I see change when it comes to middle- class people who are Asian, brown or black. But you can't blame them for wanting to keep a close eye on their kids, that is a good thing.
When there are major gangs here, they are often adults from China or other Asian countries, like a car theft ring which operates with connections to the Ports, smuggling cars to rich Asians in poor Asian countries where expensive, imported cars are hard to come by. They may use young Asians for dirty work. But again, the Asian community and politicians want to deport and punish these criminals, not excuse and coddle them.

I agree with some of you that the gang problem is an issue that belongs in law enforcement. The Mayor with his stupid political ploys has wasted millions on gang "supposed" prevention tactics. What about the guy that was given $1 mil for a program that failed to divert gangmembers to a better lifestyle and instead got himself convicted for selling guns. Chick should audit the Mayor's office and stick with some of her ideas to tighten the city's expenses. She must be insane for even suggesting the Mayor's office control the money set aside for gang prevention and youth programs. I think the money should go to LAPD so they can use it in the community to direct kids away from gangs like officer Simmons did. Officer Simmons proved that time and dedication can steer children into believing they can do anything and be anything. The Mayor should learn from what officer Simmons did and get rid of this "supposed" gang czar and give the money to LAPD to combat crime. This city is a mess and as a city employee it is sickening to see the things that are going on daily. It's a sad time in LA and our Mayor and his appointees are making a mockery of the city. His self serving ass along with the asses of those he appointed need to go. He is an embarassment to us city employees. The city is a mess because of him and his failures.
