Mayor V Divorce Update

Steve Lopez tells the Mayor to shut up. Lopez says that the Mayor can't both ask for privacy about his personal life and keep calling press conferences and giving interviews about his failed marriage.

Patt Morrison doesn't care about Antonio's breakup. But while she's at she alludes to an extra-marital affair during the term of former Mayor Tom Bradley.

Change in plans. The Mayor will stay at Getty House while Corina and the kids will move back to CD14.

WitnessLA.com wants to make the Mayor a deal. They'll give him the privacy he wants if he submits to an ankle bracelet or a security camera so we know where he is and what he's doing at all times.

Amid a swirl of television cameras and persistent reporters, Los Angeles City Atty. Rocky Delgadillo on Thursday continued to duck questions about who was driving his city-owned vehicle when it was damaged in a 2004 accident and repaired at taxpayer expense.

At a news conference promoting his work with at-risk youths, Delgadillo repeatedly refused to identify who was responsible for the accident or discuss other controversies involving his office.

"I'm here today to talk about these kids," he told reporters.

His silence on matters involving public funds was criticized by public policy and government accountability experts, and was seen by some as an effort to cover up potential misconduct on his part.

Under city rules, the vehicle assigned to Delgadillo cannot be driven by a family member for personal reasons.

Earlier this week, The Times reported that two sources, who spoke on the condition of anonymity for fear of reprisals, said Delgadillo occasionally has allowed his wife to use the city-owned GMC Yukon.

Another source close to the city attorney told of being informed that the Yukon had been backed into a structure in the parking garage of Cedars-Sinai Medical Center when Delgadillo's wife, Michelle, was there for a medical appointment.

"When it comes to city property, he should be an open book," said Robert Stern, president of the Center for Governmental Studies in Los Angeles.

Kris Vosburgh, executive director of the Howard Jarvis Taxpayer Assn., said he found Delgadillo's refusal to answer questions about the accident an untenable position for an elected official.

"How can you expect a top law enforcement official to compel others to obey the laws or city rules when he is unable to do so himself?" Vosburgh said. "Even if there wasn't a legal obligation, you would think he would feel a moral obligation to come forward with answers.

"I'm surprised he doesn't feel a sense of shame."

Delgadillo's silence comes as he and his office face increased scrutiny. This week, the Los Angeles Ethics Commission approved $11,450 in fines against Delgadillo for 30 counts of violating campaign finance laws.

On Thursday, The Times reported that Los Angeles County Dist. Atty. Steve Cooley had complained that suspects who could have been charged with felonies were charged by Delgadillo with misdemeanors.

And attention on Delgadillo's wife followed statements that the city attorney made last week to the judge presiding over the Paris Hilton case. Delgadillo had argued that the hotel heiress should spend more time in jail for driving with a suspended license and violating her probation on alcohol-related reckless driving charges. Later that day, Delgadillo acknowledged in response to inquiries from reporters that his wife had been ticketed for failing to obey a right-turn-only sign while driving her personal car with a suspended license in 2005.

Department of Motor Vehicle records show that Michelle Delgadillo's license had been suspended for nearly two years for failure to provide proof of insurance after an accident. Her suspension took effect a week before her husband turned the Yukon in to the city garage Aug. 2, 2004, for $2,120 worth of repairs from a collision.

At his media event at a Culver City park Thursday, Delgadillo arrived early but remained in his car for at least 10 minutes before getting out and walking past reporters. Without stopping, Delgadillo refused to address questions about his wife or the accident involving his city-owned vehicle. He said he would answer questions at "another time," but he declined to specify when. He then referred reporters to his spokesman, but the spokesman said Delgadillo does not intend to answers questions regarding his city vehicle or wife.

Antonio Villaraigosa had a famous fling in 1994. Here's a factually accurate comment from the mayorsam blog:

The name of the woman is Martha Reyna. Her name is mentioned here only because she was already mentioned in the Ricardo Torres mailers and in the Times. She is Tony's comadre which means Tony is godfather to one of her four children. In 1994, Tony was contemplating running for office. Pat Bond, Gloria Molina's late consultant and herself a cancer survivor, adviced Tony not to run because cancer affects the whole family, not just the patient. She said she wouldn't do the campaign but Tony soon found Parke Skelton ready and willing to do the deed. Tony, thinking of himself as always, went forward with the campaign.

As if the pressures of the campaign weren't enough, Tony soon starts to have an affair with a long time family friend. Parke would send Tony and Martha out canvassing for votes - only thing is, they weren't canvassing. They were going to a motel in Silver Lake and Bill Mabie and Richard Polanco got wind of this. Parke, fearing that they would send pictures of Martha and Tony at this motel to Corina had Tony's home mail forwarded to the campaign office. While Tony and Martha were out doing their thing, Richard, Martha's husband and Tony's compadre and former state bar study partner was in the campaign office making calls to raise money for his good buddy Tony while Tony was out doing his wife.

Corina, Tony's wife, wasn't too involved in that campaign because she was home recovering from cancer surgery and treatment. She noticed no mail was arriving home and Corina is not a stupid woman, despite always going back to Tony after his little adventures. One day she calls Richard, Judge Richard now, and asks if Martha is home. Richard tells her she is in Palm Springs for a labor convention - she used to work for the Painters Union. Low and behold, Tony is also at the same convention.

Corina and Richard put two and two together and Corina confronts Tony. And you know how she got Tony to confess, she questioned his manhood so Tony coughs everything up - can't question his manhood, you know. This was during election day weekend. On election day, Xavier Becerra is up on stage introducing the victorious Tony and going on about what a good family man Tony is. All the campaign workers and virtually everyone else in the audience knows what has been happening and the snickering grows to a crescendo. Xavier would later confront Tony and gets in his face about what a fool he made of him - they will never be good friends again.

Corina doesn't even join Tony up on stage - some family guy. The next day she files for divorce. The case is still open. As for Richard, well Richard's hobby is gun collecting and he starts to hunt for Tony. Tony can't go home anymore and starts to ask his friends to put him up. Most refuse, including Gloria Molina and Ron Martinez. Tony ends up staying at the campaign office before he and Martha hit the road and go up north. This was in June and Tony still has a November general election and a December swearing in.

While on the lamb and hiding from Richard the gun collector, Martha gets word that her 13 year old daughter, Tony's goddaughter, couldn't take the drama anymore and runs away from home. This knocks some sense into Martha and she leaves Tony and returns home. Eventually, Martha and Richard get a divorce anyway.

But, this wasn't some drunken mistake that just happened. According to campaign staffers, Tony had been aggressively pursuing Martha - damn the torpedoes, full speed ahead! After all, Tony is God's gift to women and power is the ultimate aphrodisiac.

Soon Tony is left without a lover, wife or family - even his sisters shun him. There is a fax that starts circulating - started at Gloria Molina's office, Martha Molina - Gloria's aid (no relation) couldn't stand Tony and gets this fax going - this was before e-mails and blogs. The fax is sort of a contest to give Tony a new name. With Corina Raigosa filing for divorce, Tony wouldn't dare use her last name, would he. Soome of the names are Villapendejo, Villapitosuelto, Villaprimadonna, Villahomewrecker, and on and on. I think the list got to over 100 new names for Tony.

Eventually, Tony and Corina get back together. Tony goes around giving his best mea culpa impersonation for all his bogus friends saying that he was such a bonehead. One of the arguments he actually used was that he was "in love" with Martha, as if Tony ever understood the meaning! As for Martha and Richard and Tony's godchildren, they are left by the side of the road like so many of Tony's other encounters. Hey, he got his rocks off right?

The Southwest Museum, the "jewel" of his district and home community for decades and one of its main tourist and cultural attractions is being consumed by the Gene Autry Museum (cowboys beating up the Indians again) and moved against the community's wishes to a new location, while ADV is twiddling his thumbs or sucking them, or something. He's been "supporting" its retention in Mount Washington (lip service) for several years now. They put a Goldline stop there just for the museum (remember... that's the mass transit ADV single-handedly saved?)

Gee, what well-known edifice will he have to stand in front of now for campaign mailer photos -- to prove he knows where CD14 is? He's been using the Southwest's picture for the last 3-4 races. Maybe he can still pose in front of the empty shell of what was L.A.'s first museum, now abandoned, and just tell people it's the new shrine to Antonio VIAGRA-gosa, patron saint of flaccid political support.

BERNIE, before we go any further, know that we're doing this because we respect you. You have too much to give (and the city has too many problems) to waste time and energy seeking personal vindication.

The problem, Bernie - is it OK if we call you Bernie? OK, Chief Parks.

The problem, Chief - scratch that. You're not chief of the Los Angeles Police Department any more. Haven't been for five years. You're now a member of the Los Angeles City Council, and that's a much better job, really. You were elected to this position by the people, not just appointed by a bunch of political hacks.

The problem, Councilman, is your obsession with Police Chief William Bratton.

Five years ago, Mayor James Hahn, acting gutlessly, refused to re-appoint you as chief and hired Bratton instead. And since you've joined the council, hardly a week has passed without your criticizing Bratton about something.

You blast the way he manages the department. You were indignant about the May Day melee. Whenever Bratton produces statistics showing how crime has dropped since you were chief, you quibble about the methodology.

And now you're trying to derail his reappointment to another five-year term.

On Wednesday, you urged the Police Commission to postpone voting on his reappointment. This is necessary, you say, so that "the community can do its own due diligence" on the chief, whom most observers agree has done wonders to improve the culture and the efficacy of the LAPD.

The problem isn't your concerns, Councilman, it's - well, it's you.

It's true that the Police Commission should do more than just rubber-stamp Bratton's reappointment. Indeed, in light of the May Day incident, some extra scrutiny may be in order. But coming from you, these objections ring hollow.

Let's be honest: You are not an objective party on this question. You have a personal stake in this issue. Getting dropped for Bratton had to smart, and it's understandable that you would want history to remember that move as a mistake.

But when we get consumed with history, we lose sight of the present.

When the public hears you criticizing Bratton, it thinks - fairly or not - sour grapes. In the court of public opinion, you've been deemed ineligible to sit on Bratton's jury, due to a conflict of interest. So do yourself a favor, and recuse yourself from this decision.

If the community has concerns about Bratton - which various groups have raised - let the community voice them for itself. Coming from the people, these questions carry more weight than they do from you.

You have much to offer Los Angeles, as a veteran of the LAPD and city politics, and now as a city councilman. There is too much good you can achieve to get bogged down in old battles.

So Councilman, do yourself and us all a favor, get over it. Let's get it on with the task of making L.A. work for the people.

The owner of the Los Angeles-based Numero Uno supermarket chain, his brother and two associates, alleged to be part of a racketeering conspiracy, have been taken into custody during a two-day operation that also resulted in the seizure of approximately $1.25 million in cash and more than 60 vehicles.

The supermarket owner, George Torres, was arrested at his Arcadia residence without incident. Mr. Torres, 50, was in United States District Court on Wednesday afternoon, making his first court appearance, at which time he was ordered held without bond pending another court appearance on June 20.

George Torres is accused in an indictment with providing an associate with a handgun and instructing him to murder a gang member who had killed a security guard at a Numero Uno store, among other criminal acts.

The 59-count indictment outlines a wide swath of criminal conduct allegedly committed by a criminal enterprise headed by George Torres. Those offenses include murder, solicitation of murder, bribery of a public official, harboring illegal aliens and tax violations.

According to the indictment, Torres and his brother ordered various murders and assaults to maintain control of the criminal enterprise. The murders allegedly ordered by Torres include a fatal drive-by shooting of a Primera Flats Street gang member in May 1993, which was ordered in retaliation for the death of a Numero Uno security guard.

The indictment also alleges that George Torres ordered the February 1994 murder of a gang member who demanded a "tax" from a Numero Uno Market and the murder of a former employee who allegedly stole $500,000 from a Numero Uno Market.

The indictment, which accuses a total of eight defendants of violating the federal Racketeer Influenced and Corrupt Organizations Act (RICO), was unsealed today and announced by George S. Cardona, Acting United States Attorney in Los Angeles; J. Stephen Tidwell, Assistant Director in Charge of the FBI in Los Angeles; Timothy J. Landrum, Special Agent in Charge of the DEA in Los Angeles; and Debra D. King, Special Agent in Charge of IRS-Criminal Investigation.

According to the indictment, George Torres currently owns 11 markets in the greater Los Angeles area and, to expand his business, allegedly exercised strict control of his organization and associates, intimidated and murdered potential witnesses against the enterprise, and used the markets to facilitate fraud and tax violations.

George Torres and his brother were arrested yesterday morning. Six additional members or associates of the Torres enterprise named in the indictment have been arrested or have agreed to surrender themselves tomorrow morning to federal authorities. The defendants charged in the indictment are:

* George Torres, who is charged with racketeering, conspiring to violate RICO, violent crime in aid of racketeering (VICAR), "honest services" mail and wire fraud and conspiracy to harbor illegal aliens;

* Manuel Torres-Ramos, 53, of Arcadia, George Torres's brother, who was also arrested and charged with racketeering, conspiring to violate RICO and conspiracy to harbor illegal aliens;

* Steven Torres, 26, of Downey, who is George Torres' son and is charged with VICAR, has agreed to surrender;

* George Luk, 58, of Beverly Hills, a member of the Los Angeles Convention and Exhibition Center Authority Commission, who is charged in the RICO conspiracy and five counts of "honest services" mail and wire fraud, was arrested;

* Steve Carmona, 39, of Pico Rivera, a former commissioner with the Los Angeles Central Area Planning Commission, who is charged in the RICO conspiracy and five counts of "honest services" mail and wire fraud as well as one count of loan fraud, was arrested;

* Gloria Mejia, 57, of Montebello, who is charged with conspiracy to harbor illegal aliens, has agreed to surrender;

* Mario Solano Garcia, 52, of Los Angeles, who is charged in the RICO conspiracy, has agreed to surrender; and

*Carlos Monterroso, 51, of South Gate, who is charged in the RICO conspiracy, has also agreed to surrender.

In addition to the arrests, law enforcement authorities executed five search warrants at residences, Numero Uno markets and warehouses.

"Corruption, fueled by drug trafficking and murder, penetrates all levels of our society, as exemplified by Torres' alleged use of public officials in attaining wealth for himself and in furtherance of his criminal enterprise," said J. Stephen Tidwell, Assistant Director in Charge of the FBI in Los Angeles.

"This case was unique in that multiple agencies penetrated separate facets of the Torres criminal enterprise, including narcotics and corruption, and worked together to gather evidence against Mr. Torres and his associates. The FBI and our partners are clearly committed to exposing public officials who offer privilege to those engaging in criminal activity in exchange for personal gain, at the expense of deserving honest citizens," Tidwell said.

The indictment specifically charges the Torres brothers with racketeering activity, a crime that, as charged, carries a statutory maximum sentence of life in prison. he Torres brothers, along with Carmona, Luk, Garcia and Monterrosso, are also charged with conspiring to violate RICO.

George Torres and Steve Torres are also charged in one VICAR count, and Steve Torres is charged in another VICAR count. Both VICAR counts carry a maximum statutory sentence of three years in prison

George Torres, Carmona and Luk are each named in six counts of honest services mail and wire fraud, a charge that carries a maximum possible penalty of 20 years in prison.

The Torres brothers, along with Mejia, are also charged with conspiring to harbor illegal aliens, a count that carries a sentence of up to 10 years in prison for each alien in respect to whom the violation was committed.

Carmona is charged with loan fraud, a charge that carries a maximum penalty of 30 years in federal prison.

George Torres and Mejia are also charged with conspiring to defraud the government by failing to file payroll taxes. And George Torres is named in 55 counts of failing to pay federal income tax on behalf of employees.

Debra D. King, Special Agent in Charge of IRS-Criminal Investigation in Los Angeles, stated: "George Torres' indictment on RICO related charges including violent crime and conspiracy, as well as immigration-related counts, mail and wire fraud, employment tax charges, and criminal forfeiture, is indicative of the success of a multi-agency task force approach in the investigation of criminal organizations. The indictment and arrest of Torres, as well as the substantial criminal forfeiture count included in the indictment, bring to a close a long-term investigation into his criminal activity and serve to disrupt and dismantle Torres' criminal organization."

The indictment also contains forfeiture allegations. The United States Marshals Service is in the process of seizing the Numero Uno supermarkets and other assets owned by Torres.

California Department of Justice, Bureau of Narcotic Enforcement, Special Agent in Charge William Telish stated: "The arrests of George Torres and his associates have resulted in a severe disruption to a multi-faceted criminal organization responsible for murder, racketeering, extortion and other felonious crimes. The eradication of this criminal conspiracy will improve the quality of life for numerous Californians."

THE TORRES-VIGNALI CONNECTION is explored in detail in a congressional report that resulted from Pardongate, when revelations surfaced that President Clinton granted clemency for Carlos Vignali Jr. — convicted of drug trafficking and sentenced to 15 years in federal prison in 1995 — along with other convicted criminals and one-time international fugitive Marc Rich. The granting of clemency occurred after payments were made to Clinton’s brother-in-law, Hugh Rodham, the brother of former first lady, New York state senator and 2008 Democratic presidential candidate Hillary Rodham Clinton…
The DEA documents, obtained by the L.A. Weekly, date back to 1976, when the elder Vignali allegedly negotiated with ATF agents to sell a machine gun and allegedly told them that he had smuggled heroin into the country using automobiles. In 1992, the younger Vignali is alleged to have driven vehicles connected to gangs engaged in drug smuggling. A 1993 DEA report states that the younger Vignali built hidden compartments into a truck for hauling cocaine, and that his father, known as “Pops,” was a supplier for his son. An additional 1993 report describes the Vignalis as heavy gamblers in Las Vegas, friends of the manager of Caesar’s Palace and associates of Numero Uno Markets owner George Torres. The report states that Torres, who like the elder Vignali has a rags-to-riches story and trades heavily in real estate, was worth between $200 million and $300 million.

According to 1993 and 1997 DEA reports, Torres allegedly maintained a warehouse full of luxury vehicles, antique low riders and tractor-trailers used to move cocaine by concealing drugs inside laundry detergent and jalapeño-chile cans. He and Vignali were identified as immediate targets of a drug-trafficking investigation, the report states. The report further states that the DEA had been informed of allegations by investigators from L.A. IMPACT, a joint-powers criminal justice agency, and by the Santa Barbara Regional Narcotics Enforcement Team, that the Torres drug-trafficking outfit came into existence in the mid-1980s, distributing 1,800 kilos by the early 1990s.
A 1998 DEA report states that the elder Vignali was believed to be a financial partner in the Torres organization, allegedly setting up meetings between Torres and “individuals with extensive criminal backgrounds.” They were moving 100 kilos per month, the report states. In 1996, the report states, Torres’ grocery stores had sales of $50 million. Investigators believed he was laundering drug money through his stores and real estate transactions.

Public records show Torres and Vignali engaged in numerous multimillion-dollar property transactions, either as partners or on opposite sides of a deal. While the elder Vignali was known as the well-heeled businessman who rubbed elbows with politicians, Torres was described in DEA reports as a tattooed heavy who flaunted Mafia connections and liked to intimidate his adversaries…
