Mayor Sam's Hotsheet for Tuesday

Rick Orlov reports that the City is considering a vote by mail program. Cities such as Burbank have used this method for years. While it presents some interesting ideas and cost savings, does it open the door to voter fraud? I think the way to increase voter turnout is to hold elections over a two day period a Sunday and a Monday. This would give most people who work on weekdays a chance to vote and those who would not vote on Sundays for religious reasons could just vote on Monday. It would increase costs some to have two days of voting, but through innovative management the cost could be held down.

The Westside White Guy is on his game. In less than 40 words, he's able to craft a screed telling you he's an affluent, influential and culturally with it Angeleno AND do a little hating on the LA Times.

I've said before when it comes to civic pride and creating community, Santa Clarita gets it and so does Pasadena. The Pasadena Star News takes to task the decision to end the 75 year old Hollywood Christmas Parade and places the blame squarely where it belongs: lack of imagination by civic leaders. Welcome to Los Angeles!

I was initially impressed with CityWatch but as of late its getting sloppy. Scribes at Martini Republic made a good point that their "Blog Soup" feature doesn't really feature anything from any blogs. A more recent post on a land-use debate in North Hollywood is supposed to be a point-counterpoint to the issue as covered by the LA Times. However, one side of the issue is giving an extensive amount of ink and is text; the other side is a poor quality JPEG of the writer's text. And, the alleged link to the LA Times story only goes to the main page. Maybe some blogging classes are in order.

And finally, Zuma Dogg may need to do some mediation. Apparently a major issue in the Palms area is placing ads in neighborhood newsletters.

My platform, at MooreIsBetter.com, includes what I consider a superior proposal regarding low voter turnout:

16. Consolidate Elections And Use An “Instant Run-Off” Ballot: No More 7.7% Turn-Out

City elections should take place in November, on the same day as federal and state elections, not in March and May.

Also, we should have voters designate their first, second and third choices for an office, to allow for “instant run-offs” without a second election.

These simple reforms would save tax dollars and increase voter turn-out.

The public interest is not served by holding elections that 96.3% of the voters ignore.

City Watch has certainly gone down hill lately and I don't know what happened. Besides the fact that the worst planning and land use self-proclaimed "experts" in the field started advertising and then hi-jacked any and all planning/zoning issues, they (JPL) are not the kind of "experts" neighborhood councils should want to pay attention to. Unless they are the builders, developers and contractors of the city who wan to get around zoning laws. That was the beginning for me. Now they give Brady Westwater a little too much importance and they don't focus on anything but the stupid Congress anymore.

They used to be a great source of information, but something happened and it's not good.

LOOKS LIKE ANTONIO'S TAKEOVER PLAN MAY BE FIZZINGLY...LA TIMES

JUSTICES SCRUTINIEZE MAYOR'S SCHOOL PLAN...A state appellate panel asks Villaraigosa's legal team tough questions about a takeover of L.A. Unified.

A law that would give Mayor Antonio Villaraigosa substantial authority over L.A.'s schools came under stiff scrutiny Monday from justices who will rule on whether it is constitutional.

The two-hour morning hearing, before a three-judge panel of the 2nd District Court of Appeal in Los Angeles, was a near replay of arguments before a trial court late last year. In that round, Superior Court Judge Dzintra Janavs tossed out the statute just days before it was to take effect.

Channel 4 Playa story
http://www.nbc4.tv/news/11497100/detail.html
PAUL MOYER:The environmentalists' lawsuit challenges the safety of Playa Vista, a massive project on the Westside that's built atop flammable methane deposits. But their attorney, Richard Fine, has just filed a new legal brief that raises a larger issue -- whether campaign contributions from Playa Vista have given the developer too much influence over the LA City Council. Fine says Council members who've supported the developer over the past two years while accepting campaign money from him have in fact broken state law.

RICHARD FINE: This is illegal under the California Political Reform Act. $126,000 of campaign contributions have been given to the City Council members who have voted in favor of the Playa Vista projects. The only reason these votes came down the line is because of the massive amount of contributions that went into their campaigns.

Vote-by mail is a very bad idea. It eliminates the secret ballot, opens the door to electioneering, privatizes the sorting and handeling of the ballots, and eliminates the precinct system. This and other problems with VBM, prompted me to start a blog on the issue:
