No Wonder The City Can't Plan Effectively -- The Mayor and City Council Are Opponents, Not Teammates



I KNEW MAYOR ANTONIO VILLARAIGOSA AND CITY COUNCIL HATED EACH OTHER. And now the LA Times confirms what everyone who attends Council meetings (or saw Garshady's Video Roast of Antonio) already knew. City Hall has the same problem in '07, that The Eagles and KISS had in the 70's. A bunch of coked out maniacs who all want to be lead singer. (Just kidding about the "coked-out" part -- I HOPE!) But in City Hall's case, it's not so much that everyone wants to be lead singer -- just that everyone want to be lead "campaign contribution" point person.

Dr. Deming and I.G. Dogg could see this coming all the way from Neptune's Net at Ventura County line. (As close as I like to get to City Hall on Sunday.) The system is set-up to pit these desparate, jealous and greedy people against each other, in a spirit of competition instead of co-operation. Because each of the 16 fraud, waste and abuse generators are rewarded for their independant actions, instead of working interdendently on City projects.

For example, you wanna sell air space rights, to circumvent protections against density downtown. We'll with all that campaign contribution money rolling in over the item, that becomes like a commission. And we all know how commissions will divide a sales staff and annoy the customer because the salesperson doesn't care as much about doing what's best for the customer (constituent), but what's best for the commission check. So when you have commissions like those up for grabs -- the cat claws come out.

For some members of the Los Angeles City Council, the ruckus over a recent visit by the Airbus A380 jumbo jet crystallized a gnawing tension between them and Mayor Antonio Villaraigosa. [Aka: The Mayor's $28,000 photo op.]

The mayor, celebrating the plane's inaugural trip to Los Angeles International Airport, toured the craft with the media in tow as four council members on the runway below were momentarily blocked from joining the entourage — and later complained mightily about it.

"The plane holds 550 people, and yet I didn't think it was going to hold the mayor and a couple of council members at the same time," Councilwoman Janice Hahn quipped later. [No Doubt has that problem with Gwen Steffani all the time, too. Meanwhile, I wish the mayor would have let all 15 Councilmembers on the plane...AS IT FLEW AWAY!]

The relationship will be tested even more this month as Villaraigosa unveils his budget for next year — a financial blueprint that is expected to greatly rein in spending and hinder any initiatives the council may have in mind. ["Rein and hinder" -- EXCELLENT strategy, Tony, mi amigo! Let's have some free Persian shrimp again, sometime soon, and discuss it!]

Villaraigosa, who sat on the council for two years before he was elected mayor in 2005, has built a coalition of reliable votes on the council, including Jackass Weiss, Wendy Greuel, Dennis Zine and Jose Huizar, and to a lesser extent Ed Reyes and Bill Rosendahl. [Lesser extent, due to lesser effective CMs.] Most of the others have been willing to break with the mayor when they saw fit. [DENNIS!!! Say it ain't so. You stick out from that list of shady f*cks like Lucianno Pavaratti at an American Idol audition. Take a look around you bro, and BREAK!]

"This is a city government working together," Garcetti said. "We're coexisting harmoniously." [It ain't the Mormon Tabernackle Chior -- no one is coexisting harmoniously on Spring Street. Didn't you read this LA Times article? Y'all keep vetoing each other, and vote against the mayor on the biggest things. THAT AIN'T HARMONIOUS Y'ALL. Way to answer the question Mr. Softball Diversionary Tactician. Like when I aksed you the biggest challenge with LAUSD, and you said, "School Site Placement."]

Privately, however, elected officials and aides in both camps tell a different story. Some council members voice jealousy over the media attention Villaraigosa and Zuma Dogg gets, and the mayor sometimes grows frustrated with the council for not thinking in bold strokes and failing to implement Deming's 14 points.

Villaraigosa's recent council difficulties stem from individual differences of opinion and ego-driven clashes. [The constituents of Los Angeles thank you for showing up to work each day in a mindset of jealousy that produces ego-driven clashes. I think Deming should add a point. Point 15: Create constancy of purpose toward creating a work enviroment of jealousy and ego-driven clashes.]

Defying the mayor's wishes, for example, the council last fall voted against settling a lawsuit brought by the American Civil Liberties Union over a city effort intended to better control where homeless encampments are established on skid row.

About that time, the council placed a $1-billion affordable-housing bond issue on the November ballot even though the mayor thought the timing might be wrong. [And when it lost by only 4% (a statistician's "margin of error"), people said that "timing" was Zuma Dogg at City Hall on TV and radio for three months, seven days a week. He even ran a barrage of public access shows on "H" to counter their lame commercials. (And all over a Venice Beach incence and t shirt ban that didn't work, or gentrify the area, as planned...badly.)]

And last month, Villaraigosa surprised even some of his most hard-core allies on the council by vetoing legislation intended to help downtown developers build more lofts and condos while raising money for new infrastructure projects.

Villaraigosa said he wanted only to ensure that he would have an adequate say over the direction of downtown growth, adding that the veto had nothing to do with his sometimes turbulent relationship with Councilwoman Jan Perry, who represents much of downtown. [What human being WOULDN'T have a turbulent relationship with Jan Perry. She's suffers from halitosis of the personality. Too bad they can't invent a cure for dispicableness, bad planning and overall pompous arrogance.]

"I think that Antonio started with the best of intentions in working with us," Councilman Greig Smith said. "But I think his staff really dropped the ball on this." [Greig...You win ZD's worst to first campaign! Even though your Chief of Staff runs a shady/shill Jaycees group in the Valley, you've really won me over in the past few months with comments like this. PLUS, very savvy...Slam the mayor and say he has bad intentions and is screwing up the City -- BUT BLAME IT ON THE STAFF! That's ZD FAVORITE tactic. Of course it's the mayor's fault if the staff drops the ball, because he's responsible for the staff -- but it allows the mayor and out, in case you can spin him. He can blame the staff, then flip-flop!]

Council members say that Villaraigosa and his staff sometimes do a poor job of communicating their priorities and plans [Why...was LA Times on vacation that day] — and that the mayor's office has become an imperial fortress. [That's what evil emperors do -- they take orders from Broad/Riorend from their imperial fortress.] One council member, for example, learned that Villaraigosa was vetoing the firefighter settlement only after the mayor's office issued a news release. [They should have just read Mayor Sam's blog, or tuned into John & Ken.]

But others praise the mayor for reaching out and sharing the spotlight. "On any issue related to a committee I chair or in my district, this mayor has been very inclusive," Councilwoman Greuel said. [I never did like Wendy. Neither does anyone else, except contractors. She'd let an apartment full of little old ladies get kicked to the curb, rather than confront the City Charter regarding vacancy rates and condo-conversions. ZD, Noel Weiss and Chuck Tennin have put HER ass on the record. ]

And Weissass, the mayor's closest ally on the council, said the attention that Villaraigosa commands has been good for the city. "If that means it deprives others of their opportunity to be in front of the camera, that seems a small price," said Weissass, who is running for city attorney in 2009. Villaraigosa is chairman of his campaign. [Jack, you are a walking PR disaster. Tony, don't spend too much on his campaign -- this guy is un-electable as City Attorney at this point. There's no hope. You squeeze a lemon you get lemon juice. You squeeze Jack Weiss, you get arrogant sounding bad PR. Jack, if you wanna suck up to the mayor because he's gonna try and buy you the City Attorney job, say THIS, "The Mayor is so charasmatic and energetic, it really keeps us on our toes. Life sure would be easier if Riorend or Hahn were still Mayor." But Jack will always tell you why it's just too damn bad. Voters don't like meanies, y'all.]

Last year, the mayor unveiled his first budget on the steps of Van Nuys City Hall — part of Councilman Tony Cardenas' district — without inviting Cardenas to the event or even telling him about it. [Why would the mayor invite Cardenas. The Mayor practically campaigned AGAINST him. The hate each other more than Tito Ortiz and Ken Shamorck. Everyone knows that. That's because Cardenas runs his district like an island, cause he has his own Broad/Riorend style muppet master himself. So it's like Mickey Mouse vs Kermit the Frog. (Competiton for your entertainment dollar, or in this case construction dollar.]

But things have changed. Cardenas and the mayor have met privately several times in the last six months to discuss city business. [Strike a deal to cut the Mayor into Cardenas' action, so they can BOTH profit. Hey guys, Deming is proud of you: He recommends cooperation among competition, so BOTH parties can benefit, instead of beat each other out of buisness. But I think Deming needs to add Point 16. "Eliminate shady fraud, waste and abuse with a ballot measure that puts an end to shady campaign contributions/lobby reform." That's something Council has never put on the ballot.]

The presence of the Ku Klux Klan at a Minuteman Project protest Saturday in Rancho Cucamonga might seem out of place to those unfamiliar with the history of the Inland Empire.
But for those who know, it's likely not a surprise.

KKK members regularly held marches until the 1980s on Sierra Avenue in Fontana.

The white-supremacist group in the 1920s held regular meetings in Ontario, Pomona and Corona, according to articles published by newspapers at the time.

In July 1924, the KKK held an initiation ceremony in the hills south of Pomona on Garey Avenue. About 3,000 spectators attended to watch the organization initiate 185 new members, according to Pomona Bulletin newspaper archives. Two crosses were lit with electric lights and a third cross was burned above a parking structure that had 1,000 cars, the paper reported.

About two months later, an Ontario chapter of the KKK initiated 150 people during a ceremony at the Chaffey High School football field. A cross was set alight as the focal point, according to an article published by the Daily Report.

During the 1920s, the KKK claimed a national membership in the millions. Their actions were largely aimed at Jews, Catholics and blacks. At the time, KKK members openly ran for political offices in states such as Colorado and Maine.
