OH NO...FIRST WE HAD TO STOP THE VILLARAIGOSA CREW FROM "HI-JACKING" THE LAUSD SCHOOL CONSTRUCTION BUDGET (AB 1381) -- NOW WE GOTTA PREVENT THEM FROM "HI-JACKING" A $400 STATE PARK BOND MONEY (AB 31)!!! (Oh no, it even sounds the same.)

An act to amend Sections 5640, 5642, and 5647 of, and to amend the hearing of Chapter 3.3 (commencing with Section 5640) of Division 5 of, the Public Resources Code, relating to Parks and Recreation.
ZD LEGISLATIVE SUMMARY (BASED ON De Leon's 4/20/07 Summary): California voters approved a $400 million bond for state parks, to be given away to non-profits, in the form of grants (over the next five years), to buy the property and build the parks. Assemblyman Kevin De Leon, author of the Assembly Bill, reminded ZD that if the money is divided up by population density, with consideration to "park poor areas" (park space acreage per capita), the fifteen districts of Los Angeles should get 70% of that $400 million, y'all.
ONLY PROBLEM...ZD's CD 14 "Watch Doggs", who tipped ZD to the shady meeting they told Zuma Dogg was "private" (BROWN ACT VILOLATION, Y'ALL...AND FAR WORSE/see "ZD Weekend Update" below) feel that a "sunset clause" will allow shady non-profits the opportunity to "squat" on the projects till the sun sets on the clause; then they can use the land for anything...like a high density luxury condo.
HERE ARE SOME proposed amendments from Assemblymember De Leon's "private" meeting in the public building. (Elected officials can't hold private meetings, y'all...tell that lady in red and thug volunteer who thought he was running the door like a bouncer at some Mayor Antonio "Town Hall" Meeting, or hot LA nightclub:
* The project's service area has greater obesity and asthma rates relative to other area of the applicant's jurisdiction. [So if you want a park; some of you eat unhealthy and don't excercise; and the rest of you start smoking. MEANWHILE, those of you who eat healthy and don't smoke...go f*ck yourselves!]
* The project's service area has a greater rate of unemployment and poverty relative to other areas of the applicant's jusrisdiction. [Hey Santa Monica residents!!! Wanna park...quit your job and go on welfare! Get a free park to hang out in all day!]
* The proportion of residents in the project's service area who are WITHOUT a college degree EXCEEDS that of residents in other areas of the applicant's jurisdiction. [???, !!!, ???, !!! COMMENTS PLEASE...I'm too flabbergasted to fire off a comeback remark..my brain just went into "comedy-comeback" overload!!!"
So if you care about your community...quit college, eat too much unhealthy food, don't excercise, start smoking, quit your job and drive up the poverty level, y'all. You'll be rewarded with the "Kevin De Leon Community Acheivement Award" (A new park!)
SOME ADDITIONAL QUESTIONS INSPECTOR ZUMA DOGG WOULD LIKE TO KNOW. (PUBLIC INPUT SESSION, PLEASE):
a) Who is accountable/responsible for all the spending of these dollars, once they are "granted" to the non-profit organizations? (How do we know the community is getting their money's worth and aren't getting bamboozled by shady vendors, now that the California Supreme Court has ruled against the "False Claims Act" in a recent San Fran case?
b) What if one or more of these non-profits can't get the job done, or "folds" before completion of the park and recreation area?
c) Who audits these non-profits for fraud, waste, abuse and improper campaign contributions - BESIDES ZD and his CD 14 Watch Doggs?
d) WHAT'S UP WITH THE SUNSET CLAUSE, Y'ALL??? IS IT TRUE THAT AFTER THE SUN SETS, THE NON-PROFITS CAN USE THE LAND FOR WHATEVER THEY WANT, LIKE HIGH DENISTY LUXURY CONDOS, INSTEAD OF A PARK? Zuma Dogg hears, "yes".
Gotta go search the Bill for that sunset clause, y'all....Too bad that shady cop wouldn't let ZD sell incesnse on Venice...now look at what I've done with all my spare time, today...More coming, right 'cheer on Mayor Sam's Sister City blog.
