Daily News' "LAUSD" Article Scares Zuma Dogg

LAUSD takeover work in progress, Mayor's staff making plans

DAILY NEWS: With Mayor Antonio Villaraigosa hoping to take over Los Angeles Unified in just four weeks, city officials say they're working hard to streamline operations while school district leaders are bracing for the changes. Villaraigosa's education team - led by his chief of staff, Robin Kramer; Deputy Mayor Ed Cortines; and attorney Tom Saenz - has been studying public-school districts nationwide and debating how to raise student achievement and make the LAUSD more efficient.

ZUMA DOGG: Yeah, and the first problem with AB 1381 reveals itself: Damn it, was Antonio elected Mayor of the City of Los Angeles, and is the City paying the salaries of City Hall staffers like chief of staff (Robin Kramer), Deputy Mayor, attorney and other staffers -- to educate themselves of other national school districts and figuring out how to help run LAUSD?

I think running the City of Los Angeles is kinda a full time job in itself; especially as an elected official, like Mayor of the second biggest City. And when the Mayor is attending to LAUSD business, is he wearing his "Mayor of Los Angeles" hat; or "Mr. LAUSD Bigshot" hat? For example, if he slips on a banana peel while attending a meeting with Brewer, does the City pay his hospital bills and working comp, or does the school board? How about any lawsuits against the Mayor resulting in his actions over LAUSD business?

DN: But it will be newly hired Superintendent David Brewer who will feel the biggest change in his role. Beginning Jan. 1, he'll assume the authority to make budget, management and contracting decisions and take over the district's massive school-construction program.

ZD: CITIZEN'S ALERT...One person (however upstanding) will be in charge of all budget, management and contract decisions, under AB 1381. Including the over $20 Billion dollar repair and construction budget. Why is the school superintendent bogged down with running a $20 billion dollar construction/real estate empire? Isn't he supposed to be working with teachers, parents and kids (running and improving the school and curriculum)? Overall, it sure does put a lot of power/authority in the hands of one person. And under AB 1381, there is no requirement of an Inspector General position. Hmmm?

DN: Villaraigosa and Brewer also want a management audit conducted of the LAUSD as part of their reform effort.

ZD: Hell yeah! No offense to anyone at LAUSD...The new guy needs to know exactly what is currently being spent, and where, in order to assess future spending needs; and possible waste, that exists in any big system.

DN: And the mayor also must formally designate the three high schools and their feeder campuses for which he'll accept responsibility - two beginning July 1 and the third in September 2008.

ZD: There was talk of making sure some of the schools were "better performing" tier-two schools (so as to spread around the Mayoral blessings), however ZD says, you got go for the lowest performing schools, which unfortunately for Mayor haters, is also what Villarigossa would want to do. (In radio, it was always better to get hired at a station with low ratings, cause it's easier to boost it up/there's more room for improvement.)

DN: Kevin Reed, the LAUSD's lead attorney, said a Jan. 1 implementation of AB 1381 will result in an upheaval in the district's budget process and its $19.2 billion construction program. I think you can expect a lot of disruption with the operation of the schools, primarily related to the great ambiguity that exists in the bill and a lot of unanswered questions in AB 1381," Reed said. "It will be costly, and it will be a substantial disruption to the operation of the district."

ZD: And guess what? I was watching an LAUSD Board meeting on TV, and the guy handing out state cash to the school districts was there to inform the Board, "Sorry, due to conflicts with AB 1381 (bureaucracy), the LAUSD/AB 1381 schools won't be on Santa's list, this year. That's O.K., LAUSD didn't need the yearly handout of state money for the schools. It just went to the richer, better performing schools across the rest of the state. Cool!

DN: In its lawsuit, the district claims that AB 1381 violates constitutional mandates separating the operations of cities and the education system. The suit also says the law violates the Los Angeles City Charter, which does not grant the mayor specific authority over public schools; and that it disenfranchises voters who don't live in Los Angeles but are served by the district.

ZD: Hellz Yeah...Very excellently said. And remember, although it should be easy for the Mayor to take those three lowest performing school clusters and boost up the statistics (the way Zuma Dogg used to quickly boost up ratings of low performing radio stations), the rest of this messed-up deal, that is almost impossible to execute, and will be tough for him to take any credit for success; only blame for failure, could still sink him come re-election.

And remember: If you are experiencing any needs in your district, currently being un-attended to, please stand by...The Mayor and his staff are preparing for "Back to School" season and had to put all THAT work on hold, for now. Thank you.

Sorry for long post, but what can be more important than the under-discussed LAUSD school system/future of our kids?

You should be scared. If you had a kid, you'd be feeling numb and not scared. We (as in parents) already got sold out by our mayor, city council, state assembly and state senate representatives. There is nothing left to be scared of. We're screwed. Although, it probably won't take too long for some sort of scandal to come out of LAUSD IF the mayor takes it over.

However, there is a decision to be rendered by a judge regarding whether or not this takeover is legal on December 15. I'll be scared on December 16th.

Did everyone hear Richard Alarcon gave San Fernando Mayor Nury Martinez the boot. She did not make the cut for the new assembly team. Alex Padilla didn't even value her loyalty. I hear he even laughed when she asked for a job with his senate office.

Where oh where will the mortgage come from. Surely not from the San Fernando council salary of $674/mo.

Wait let me check...I think Gerry Guzman (her husband) is putting up the for-sale sign on their San Fernando home. Yup, she's moving back home to mommies and she's pissed at Alarcon. She's gonna run against him in her hometown ghetto, Pacoima (or as she so lovingly refers to it "Pacas") Watch out the CD 7 seat is about to get heated. The "ghetto princess" and the parasitic "Savior of the poor" are about to duke it out!

Cut to scene 7: The ghetto princess sits her fat ass-atate on the parasitic Savior. He eats. He explodes!

Cut to final Scene: March 2007 election night....Montanez's celebration as she wins the CD 7 council seat by a landslide...monica rodriguez begging for Montanez's endorsement for the LAUSD school board seat, felipe fuentes runs to fill the vacated Assembly seat.

Nury will try to make a run for Julie Korentstein's seat however so will Monica Rodriguez but I also hear that Cindy's sister may take that seat. If that happens Monica and Nury can kiss their dreams goodbye.
