Why DWP Needs A Rate Increase When They Operate At Surplus
Of course it sounds outrageous that City Council voted unanomously for another rate hike. This time DWP (water side only). Everyone knows DWP operates at a surplus and the profits are supposed to go to the City's infrastructure. What's up with it, y'all? So, I called over to DWP and spent about 45 minutes on the phone with the best spin doctor I've come across yet. She presents some pretty compelling reasons why the hike was needed. So, I'll present them to you here and you can see if ZD got spun or not. And of course, people are already saying, "City of Los Angeles: The rate-hike capital of the universe. First, trash fee hike, now DWP increase and City Council ends up "transfering funds" and it ends up elsewhere. So, I'll tell DWP's side of the story, then you guys can post comments with your side. Maybe they make some good points that will lessen your anger.
Bottom line: According to DWP, an independent audit claims that without this fee hike; although they are currently operating at a surplus, with all the reconstruction costs and environmental upgrades needed, in a year or so, they'll be looking at a deficit.

The big problem with the moderated forum is the all day long delay before postings are made. By the time they get posted the stories are getting old and you lose the give and take spontaneity of respondig to items as they are posted.
Personally, I'd rather wade through inane banted that have the vitality of the blog killed by the ginormous delays we are seeing in the posts showing up. I think this could be the final nail in the blog.

I was curious as to what DWP's answer would be, and it all sounds good, but again, make sure you read all of Walter's stuff, too, so we can keep our eyes open.
I'm not going to NOT print it, just because it sounds good for DWP. After all, however corrupt, we are (better be) getting these things.
