Long story short: if City Clowncilman Padilla gets elected to the state legislature on November 7, then only people already living in District 7 on November 9 will be able to run for the City Clowncil seat he vacates.

So if YOU have any thought of being the next Clowncil Member from District 7, make arrangements to rent an apartment -- or at least a hotel room -- effective November 8.
