SECOND Friday Morning Update

My second cup is kicking in, and there is MUCH more news you need to know today:

1. Berating Bratton: Five L.A. City Council Members signed a three-page letter to complain about Chief Bratton's "unprofessional and unnecessary" criticism of them. Example: when Parks and Zine said LAPD should not hire former drug users, Bratton apparently said they should mind their own business. Er, isn't running the city their business?

2. Losening Local Term Limits: There is a move afoot to let City Council Members, the Mayor, the City Attorney and the Controller stay in office for THREE terms -- 12 years rather than eight. Yeah, because you really need the eight years of prep before you can accomplish things. Heck, it takes seven years just to learn how to launder money! What a friggin' nightmare it would be to leave these people in for over a decade at a time.

By the way, how about if some of you geniuses out there with all the solutions start running for City Council RIGHT NOW? The election is in March 2007. You have till November 11 or so to register, but why wait? Come on! It's the even-numbered districts that are up for grabs.

3. Affordable Housing for Professors: The University of California loaned $702 million of YOUR money to executives, faculty and staffers at below-market rates. Way below, as in .5% a year; not 5% a year, .5%, as in half a percent, as in less than inflation.

4. Permit Fee Gouging: Chick says Building and Safety has been overcharging people for permits, something like 13% to 16%. Hey, you want affordable housing? Stop overcharging for permits. In fact, why is the city charging for permits at all? Don't we already pay enough taxes without subjecting builders to a la carte pricing? People seeking permits are people providing housing and jobs. The fewer taxes we impose on such activities, the more of them we will get.

I think you are right that Bratton was out of line, but there is nothing wrong with the City charging for services such as permits and there is nothing wrong with the UC lending money at below market rates to help staff buy moderate income housing. Especially because they have to pay it back immediately if they stop working for the UC system. How else are we going to compete to get quality educators in a city where housing costs are outrageous?

Do you know how little these folks make? An adjunct makes $6000 per class and usually only is allowed to teach 1-2 classes.

It's our money, but its our eduacation system and it's one of the best in the country because they are not afraid to invest in people.c

The Joint Commission on LAUSD Governance made some surprising recommendations: (1) preserve the seven-member elected school board as the "primary governing body" of the school district; (2) decentralize district; (3) place term limits on school board members; (4) hold school board members to same campaign fundraising rules as council members; and (5) increase board member annual salaries to that of LA city council members.

Our illustrious council member has decided to champion recommendations nos. 3, 4 and 5. Why? First, and foremost, they don’t run afoul of the Mayor 2. Huizar will never stand up to the Mayor even where doing so is in the best interest of CD 14.

Second, Huizar’s move to increase Board salaries is just plain wrong. This do-nothing Board should not be rewarded with increased salaries. Monica Garcia, a sitting school board member and Jose’s former chief of staff, is introducing a motion at the District to increase her own salary and that of other board members. This is the ultimate back-scratching that many voters detest.

Jose: Why not champion the recommendations that actually have some meat and substance, like nos. 1 and 2? Take your marching orders from the voters, not the Mayor.

With the track record city council has around the nation they should pay more attention to being on time for meetings and taking care of all the murders going on right now in the city instead of this crap,.

What we need is a good french revolution. Get rid of the elites and royalty. Loosen term limits you got to be kidding. Their heads will be so big they can hardly walk through the council chamber double doors.

Let's start a grass roots revolution. The SF valley vote should not deter us from making goverment more accountable and less arrogant.

Parks cannot stand that not only is he liked by his fellow officers, but he is actually getting the job done. Something Parks could never do. There are more important matters the City Council needs to attend to rather than crying to the Police Commission over their bruised egos! Get your heads out of your a--es and get some real work done City Council!

These guys are more concerned with their pocket books, egos, and power than actually helping the City of LA. They resort to picking on Bratton just because he tells it like it is. I say we kick them all out of City Council and start all over.

The Ethics Commissions website shows numerous public accusations and illegal contributions from notable scoundrels such as Casden Properties and 14 subcontractors, Cody Cluff, Able Sheet Metal, Woods & Assoc., etc. Her war chest is so large that for her second term she ran unopposed. They become so entrenched and powerful that no one can defeat them. Isn’t this what term limits was supposed to combat? With a salary of $163,000, 3 offices, staff, and numerous perks maybe we could put this job out for bid and attract someone who cares for all the citizens and not just their special interests. I’ll start the bidding at $150,000. Maybe public election financing isn’t such a bad idea.
