Rocky Assails City Council's Term-Limit Ballot Measure

City Attorney Rocky Delgadillo issued a legal opinion stating that the so-called "City Government Responsibility, Lobbying and Ethics Reform Act" is improper because it does not just regulate lobbyists, but also amends term limits to let politicians stay in office an additional four years. (We noted the misleading nature of the measure in a prior posting here, which presumably alerted an astute member of Delgadillo's staff.)

The L.A. Times explained Rocky's rationale as follows:

"The reason, Delgadillo wrote, is that the term limits provision — permitting council members to serve a maximum of three terms instead of two — requires voters to amend the City Charter. But the ethics provisions would be more appropriate for the council to directly enact, which it could do at any time."

Query whether he would have issued the same opinion if the measure had included extending his potential term from eight years to 12. Maybe he feels . . . left out?

Anyway, I say good for him! This should make it harder for City Council to dupe inattentive voters into missing the measure's real mission. Go, Rocky, go!

Lots of stuff in the paper this morning including the black racist asshole Tony Mohammed not being charged for assaulting a police officer and now he's going to sue LA. Great, if you're Black, threaten to burn down the city, threaten violence against our officers, and YOU commit a crime you won't be arrested. If you're BLACK and support convicted felons like Ludlow and support corruption you can be president of the police commission like John Mack. What the hell happened to the ethics of this city???

The Breeze article quotes Delgadillo as saying that many of the so-called "reforms" simply restate existing laws and that some proposals actually weaken existing laws, e.g., the proposed revised reporting requirements for independent expenditures and member commnications.

Whatever the case, if this measure makes it to the ballot it deserves a BIG NO. Eight years is enough for this mediocre city council.

Let us be honest, the only reason the ethics “reforms” were included was a cynical move to give the extension of term limits a ghost of a change. I do not like term limits. In fact we have always had them, they are called elections and we can throw the bums out! But even I have a problem with how the proposal was framed.

Sort of a lesson in the "live-by-the-sword-die-by-the-sword" school of politics.... The Council tried to get the Chamber to carry their water on this and to con the public into thinking this was "good government" coming from the "people." Rocky got 'em good: showed the measured to be what it is, badly flawed, deceitful, etc...

I hope that the Kitty will swallow Zine next time around, and show no mercy on him like the first time. He stabbed them in the back, after they let him off the hook just for the lawyers’ fees.
