Baca Retreads Fundraising Tire Guy, Others with Badges
Last week, LACityNerd, an often elliptical blogger who professes bottomless love for the City of the Angels, spoke to the fact that Police Chief Bratton espouses "Broken Window Theory" as a law-enforcement strategy.
Though it's not known what kind of law enforcement theory Sheriff Lee Baca espouses, he certainly seems to favor spending money to achieve it. For starters, Baca is calling for $300 million to open the shuttered Sybil Brand facility.
In the search for a Baca unified theory of law enforcement, we should also look to his ideas on badges. He seems to favor putting a maximum number of badges on the street---whether they belong to actual full-time officers or not, in fact:

But Nalbandian [who got a badge from Baca] is not a professional cop. The only paid law enforcement position he has held is as a volunteer reserve deputy with the Los Angeles County sheriff — salary, $1 a year. His real job is running a tire store in Glendora.
He is, however, a major political fundraiser for Southern California law enforcement officials. Over the last nine years, Nalbandian has tapped a network of businessmen and acquaintances, most of them from the Armenian community, to raise tens of thousands of dollars in political contributions for Los Angeles County Sheriff Lee Baca, Riverside Sheriff Bob Doyle and San Bernardino County Dist. Atty. Mike Ramos.
A Glendale dentist who also received a Baca Badge says:
"I knew, sooner or later, this conversation would happen," Khachatrian said. "Too many people were having badges…. Too many regular people like me, a simple dentist, can use those badges in many different ways."

Baca is stupid and ineffective. the supervisors cant stand him. he makes bonehead move after bonehead move-remeber when he wanted to release criminals because he said he didnt have money, then it turns out he has an Air Force!
Baca is a republican and latino so he will probably not be taken to task as much as he should.
He is stupid!

You gotta love Baca. He's like G.W Bush in that he can't admit when he's screwed up.
Baca has sold the sheriff's department and as a former sheriff I am not happy.

He does it all!!! Business as usual.
Do you recall Vignali Letter.
How much was he paid?
We already know how much AV was paid for the same letter.

Baca made his poor deputies humilate themselves on tv apologizing for the shoot out they had in 'Compton. After those deputies went door to door and say "We're sorry" those idiot morons said they didn't believe they were sincere. Baca got blasted all over LA for that. Then he cries about not having money and has a private jet worth $10 million. The Vignali letter was the last straw for me. How can anyone trust a top cop like that??/ Thank god we have Bratton.

A 10 mill dollar jet? What the heck, have I been asleep at the wheel?

I am not always happy with Mr. Baca but reopenning Sybil Brand is a good idea. Inmates serving time in the County Jails only serve a fraction of their sentences. This is do to a shortage of staff and shuttered jails.
As the Board increases funding to reopen jails and potentially expand jail bed capacity, to ensure inmates serve their whole sentence, it makes more sense to rehab a jail than to build a new one.
Jails are generally governed by the rules that existed when the jails were built.
For example an older jail may require less staff to inmate ratio.
If an older jail is rehab properly it may be cheaper to run than a new jail.
If Sybil Brand can be operated cheaper but in a safe manner, it may be the right thing to do.
Now the comparison of Baca and Bratton. Bratton has done a great job and it is about time. LA has deserved better for a long time. Yet in a recent comparison of response times, Baca's Department gets there before the LAPD.
Baca must be doing something right.

AND guess who is Baca's consultant, none other than Parke Skelton. It was really hard to get him elected, what with a dead opponent and all. Baca is a dumb fuck, just the way Skelton likes them. BTW, Baca was Ricardo Torres Sr.'s court deputy for many years.

Baca sounds like Ka-Ka which is a childish euphemism for Shit.
And what he's spewing is shit!

Baca has more deputies and his officers aren't getting shot at responding to calls. Baca is another crook diguised as a Sheriff. His deputies hated Baca for embarrassing them and writing a letter to free a convicted drug lord the biggest cocaine dealer. His deputies are risking their lives to arrest these morons and Baca is setting them free. Shameful!!!

The Sheriff's Dept was cut to the bone by the BOS for years. They control the money. When that happens the Sheriff has no choice but to cut county services, meaning patroling unincorporated areas and jails. The early release program by Baca is directly related to a cut in funding. Block faced the same problem when he was Sheriff and also reduced sentences. It was the BOS who caused this mess and as usual they are flying under the radar.
