Reading Into Things...

Mayor Sam followed up this weekend on the City Attorney's opinion regarding Valeria Velasco on Friday saying she can be appointed to the Airport Commission given she recuses herself from all things related to the LAX lawsuit. While I have my opinions about how well that would work, I will leave that angle to Sam. I'm going a different direction.

August 25th, the Daily Breeze wrote an article entitled "City attorney is taken off LAX case". Here's a key excerpt:
The decision to move Culling was part of an internal shuffling of staff inside the City Attorney's Office, Diamond said. She will retain her title as senior assistant city attorney, but will work directly with the chief deputy attorney in a more administrative role. "I don't think that you can read anything into the move," he said.
Well, why not read more into it? Claudia Culling had been doing a spectacular job representing the city in very complex settings regarding the airport expansion issue. Why remove her mere months before the case goes to court? Why risk putting the city at further risk regarding the case by forcing another attorney to get up to speed? Why upset the nature of the negotiations that finally seemed to be moving to everyone's satisfaction?

Now, I've got nothing against Assistant City Attorney Raymond Ilgunas, Culling's replacement. But the numbers just don't add up on this one in my humble opinion. It doesn't make sense.

Why move Culling to a more "administrative" role? I wonder what her opinion on the Velasco opinion was, or was headed? Enquiring minds want to know...

Don't forget all the transfers of funds AV is moving from CD 14. He's transferring $550,000 from the Captial Expenditure Fund to the El Sereno Constituent Center.

Let's see who has the guts to VOTE NO on Valerie and go against Antonio.

Well, when you write a draft opinion that is rumored to have page upon page of conflicts and your boss needs the support of the Mayor to move to higher office, deals are cut and you end up being moved with no warning or reason and the new official position of the CA becomes that "conflicts are hard to prejudge." Yes sir, that's why the CA's get the big bucks to make those really tough decisions.

LOS ANGELES-The Los Angeles Unified School District will occupy 117,054 sf of office space at 1055 W. Seventh St. in downtown L.A. in a $25 million lease with San Francisco-based Bristol Group Inc., according to CB Richard Ellis. The school district, which now occupies approximately 255,000 sf at Wells Fargo Tower in downtown Los Angeles, will relocate a significant portion of its operations to the 1055 W. Seventh address in July of 2006.
Eric Duncanson of the downtown L.A. office of CBRE represented the Bristol Group in the 10-year deal, with LAUSD represented by Onno Zwaneveld of Trammell Crow Co. The school district’s new space is a 33-story, 615,000-sf class A office building at the corner of Seventh and Bixel streets in a growing downtown residential district. It is close to the 1100 Wilshire and Medici condominium projects, adjacent to the Harbor Freeway.

The Los Angeles Unified School district is one of the nation's largest, with a K-12 student enrollment of more than 746,800. The district comprises 704 square miles, including the City of Los Angeles and all or part of 28 other cities, as well as some unincorporated areas of Los Angeles County.

According to the lawsuit, Edgar Prado, 12, who is confined to a wheelchair, was severely injured in September 2004 while being transported to school on a LAUSD school bus.


The lawsuit was filed on behalf of Adriana Prado, Edgar's mother, against the LAUSD as well as Atlantic Express of L.A., Inc. and Atlantic Express of California, Inc. Causes of action cited in the lawsuit include Motor Vehicle, Negligent Hiring and Negligent Supervision, and it seeks general and compensatory damages as well as hospital and medical expenses.

The ghost of political conventions past returned to haunt the Los Angeles City Council last week in a memo tabulating the final overall costs to the city for the 2000 Democratic National Convention.
The tab? A net loss of $34.1 million.

The city was estimating a loss in the $30 million range back in 2000, but the final figure is now available because the city just recently settled the last of several lawsuits stemming from the convention, said Ray Ciranna, chief administrative analyst for the city administrative office.

The bulk of the costs were for general support, safety and Convention and Visitors Bureau services - but it also cost $5.7 million to settle lawsuits filed as a result of the handling of various protests.

The convention did bring in an estimated $5 million in hotel, sales, parking and business taxes. And the figures do not include the economic multiplier effect of the convention on the city's private sector.

The calculations have not discouraged city officials from wanting to host other such events.

Today, Greig Smith had his first ad hoc committee meeting on alternatives to landfills.

One of the [Q] conditions of the contract stated that BFI had to use alternative fuel and phase out their diesel trucks.

At the Technical Advisory Committee meeting a few weeks ago, Con Howe and BFI decided that the diesel trucks simply weren't available for them to purchase, much to the dismay of the AQMD, Smith and Jan Perry. So, they are able to ignore that condition and they opened the city side of the landfill anyway.

Today at the ad hoc meeting, the City Attorney's office said that the contract "actually" said that they had to eliminate diesel fuel "or" look into purchasing and that as far as the City Attorney's office was concerned, they had fulfilled that obligation.

Rocky Delgadillo is without a doubt, the most corrupt, disgusting, bought off City Attorney we've ever had. He doesn't deserve a higher office. I hope he gets stomped. BFI, Dan Palmer, the Rubalcava's and that ilk won't be able to give him enough money in a state race.
