Heard in the City Halls
Item #9 on Tuesday’s council agenda puts Cynthia Ruiz before the city council for a vote, as she looks to finalize her appointment to the Board of Public works. This is the second time around for Ruiz who was a Hahn appointee, but was removed after she endorsed AV for Mayor. If approved, Ruiz will be paid $108,179.
The search for a new Chief Legislative Analyst is forging ahead tomorrow as the ad hoc committee will convene in order to receive input from “The Mercer Group” and other interested parties. A letter from “The Mercer Group,” was circulated around city hall mentioning that 47 resumes resulted from their recruitment effort, 20 have been deemed most qualified and may be scheduled for interviews. The position, which was vacated by now DWP General Manager Ron Deaton, has been filled by Gerry Miller, who is reportedly one of those 47 resumes.
Word has it that Leslie Pollner of Wendy Greuel’s office has been promoted to Deputy Chief of Staff. No word on who will replace Janelle Erickson who left Greuel earlier this month to become spokeswoman for MAV.
UPDATE: Also, tomorrow the city council will consider extending a contract with Browning-Ferris Industries (BFI) to continue use of the always popular Sunshine Canyon landfill for five more years.

Sure Antonio promised he would clean up city hall and not appoint his friends. Let's see, he's already appointed friends like John Mack to police commission, Larry Frank got a good paying Deputy Mayor job, and now Cynthia Ruiz who was on Antonio's campaign committee. Yep, sure looks like he's paying off his friends for the job they did for him throughout the campaign.
The word is that all six members of the Airport Commission were shown the door today. Not much surprise there.
It is all corrupt. My family and I voted for Antonio, as we see him appoint family members to key positions, we are disgraced by his actions. We do not know who to believe in now if we had so much hope in Antonio abiding by ethics and honor, he has lied to all of us.
Where is this Cynthia Ruiz from? Is she from East Los Angeles, or just a person leaching off the area?
I heard she grew up around Antonio's childhood area, is this true?

LOS ANGELES – Deputy Mayor Troy Edwards today announced that he is
leaving the Mayor’s Office. Edwards’ resignation is effective April 9. “Troy has been a long-time key advisor to me,” said Mayor Jim Hahn.
Mayor Hahn also announced that he will appoint Phillip Depoian as Senior Advisor on Aviation. In this capacity, Depoian will serve as Mayor Hahn’s liaison
for the Los Angeles International Airport Master Plan and other aviation issues.
He is currently deputy executive director for external and government affairs at
Los Angeles World Airports and served as special counsel under former Mayor
Tom Bradley. “I have enjoyed working with Phil over many years,” said Mayor Hahn.
“Phil brings with him a detailed understanding of city government and LAX’s role
in the future of Los Angeles’ economy.”
Ms Ruiz is not the sharpest tool in the shed, but they don't appoint BPW Commissioners like they used to.
Whatever happend to Commissioners like Ed Avila, Myrlie Evers, Kathleen Brown, Felicia Marcus etc.

The reason Cynthia was kicked out was for purely partisan reasons. Many councilmembers even stood up for her because they felt she was doing a good job. This only rectifies the error.

BULLSIT!!! Cynthia was out actively campaigning for Antonio while she was a commissioner the last time round and got busted for it. Community members were furious that she was at meeting talking about how great Antonio was instead of doing her job and talking about public works. Antonio is showing how hypocritical is he. In 1996, Villaraigosa made the mistake of seeking a presidential pardon from President Clinton for convicted cocaine dealer Carlos Vignali. Villaraigosa wrote that Vignali had "no prior record" -- which wasn't true. He argued that Vignali, whose family had contributed some $6,000 to his campaigns, was the victim of guilt by association.
After Clinton freed Vignali seven years into a 14-year sentence, Villaraigosa's letter became news. Villaraigosa made it worse when he denied writing Clinton -- until a copy of the letter surfaced.
At best, the fiasco made Villaraigosa appear inexcusably sloppy. At worst, he looked dishonest. Hahn went with the worst, running political ads on television depicting the letter and some crack cocaine, as a narrator intoned, "Los Angeles can't trust Antonio Villaraigosa."

The problem I have with Cynthia Ruiz is that she is not qualified for Commissioner of Public Works. Because she is Antonio's kid's godmother she got a high paying job in city hall making $108,000. Staffers all over city hall will tell you she has a bad reputation and dressed very sleazy. I think she's cleaned up a bit. Her ex-husand Arturo Chavez in Ed Reyes office was going to run for CD14 but pulled out.

The recent "Pardons for Sale" corruption scandal in the highest levels of the Democratic Party apparently reaches all the way to Los Angeles elected Latino politicians. It appears that the former Speaker of the California Assembly Antonio "Tony" Villargairosa, Congressman Xavier Becerra, and State Senator Richard Polanco all received money to lobby Bill Clinton for the pardon of the notorious cocaine trafficker Carlos Vignali. All three wrote letters and Becerra personally called Bill Clinton on January 19, the last day of Clinton's presidency, for a pardon. Vignali, who had been convicted of distributing over 800 pounds of "crack" cocaine from Los Angeles all the way to Minneapolis, was released the next day from federal prison.
This is shocking to former members of La Raza Unida Party because repeated calls to Congressman Becerra's office to look into the framing of political prisoner Ramsey Muniz have all been ignored. How naive of La Raza activists who may still believe that "right makes might" in the present political system. Instead, the reality is "money makes right" and justice is now bought. Congressman Becerra received $11,000 from Vignali's wealthy Los Angeles businessman father and Tony Villargairosa received $2,795. Both Becerra and Villaraigosa are running for mayor of Los Angeles. State Senator Richard Polanco who is running for Los Angeles city councilman received $26,000 from Vignali's father. The money figures are amounts that were reported by the three politicians.

Cynthia Ruiz is related to Villaraigosa's family. As a commissioner she used her position to attend community meetings and openly campaign for Villaraigosa on city time. She should have been removed. And if any of you think that Villaraigosa, Herztberg or Parks wouldn't put their own people around them if they were Mayor, you don't know politics. Why hasn't anyone said anything about Parks son being his Chief of Staff and has absolutely no experience? About his family being on the board of directors with the DARE program? Look it up!
The main point is that Villaraigosa completely broke line with one of his main campaign issues by appointing Cynthia Ruiz to a key City commission (let alone one that pays a lot of money).
Her removal from the Board by Hahn was pure politics. I'm sure that the second that the media started rolling video feed from 2001 and Cynthia Ruiz came out with Villaraigosa, Hahn wanted her out. When she was ousted, Garcetti and Zine were both really upset when this happened, because they felt that she was serving their districts well.
Had Cynthia Ruiz not been as involved in Villaraigosa's campaign, the claim that this wasn't payback to her for her loyalty would be mute. But after she was ousted, she went into campaign mode for Villaraigosa and went out to raise money and help organize in the field.
I would have expected this from Hahn, but after all the campaign promises of cleaning up the pay-to-play politics of City Hall from Antonio, I surely didn't expect it from him.

Let's stick to the issue. Cynthia Ruiz campaigned for Antonio while holding down the job of public works commissioner. You don't go to community meetings and not do your job but campaign for a candidate. I understand she's related to Antonio's family but since AV is the one who has come out strong on Ethics and stated he would not putting his friends on commissions he's all of a sudden done an about turn. It just doesn't look good coming out of the gate. Hopefully we'll still get the good services the city provides.

The City Ethics Commission (CEC) has a duty to investigate and enforce violations of the laws it administers. The enforcement program consists of the following:

In each of the 4 years that I have been a member of the state Assembly, we have had many "celebrations" on the Assembly floor. These "celebrations" are orchestrated by the Democrats who control the House and often involve singing and dancing. Every one of my 4 years have seen substantial celebrations of Cinco de Mayo (Commemorates the Mexican victory over the French at the Battle of Puebla), St. Patrick's Day (for the patron Saint of Ireland) and Chinese New Year's Day, among others. But never once have we celebrated America's Independence Day, the 4th of July.
So, this year, Republican Assemblyman Jay LaSuer of San Diego arranged for Vietnam war hero Admiral Jeremiah Denton to come to California to be a part of a 4th of July ceremony. As you may know, Admiral Denton was a Navy pilot in Vietnam who was shot down and spent 8 years in a Vietnamese prison...
The Democratic leadership refused to allow him on the Assembly floor and there will be no 4th of July celebration. A memo from the Democratic speaker's office said "problems have arisen both with regards to the spirit, content and participation of various individuals with regard to the ceremony." Apparently, they said that he did not believe in the "separation of church and state" and they didn't like the policies he supported as a United States Senator and therefore they would not allow him to be on the Assembly floor or to speak.
Upon hearing about this, Governor Schwarzenegger offered his meeting room last Monday for a ceremony with Admiral Denton. The room was overflowing with people. Only one elected Democrat was in attendance. A number of veterans of the last 4 wars were present. Admiral Denton gave a very moving speech about the 4th of July and about the undeniable commitment of our founding fathers' to their faith in God. He talked about how the war on terrorism may be the most difficult war we have yet fought. And he went on to say that he fears that partisan attacks on our mission and our troops in Iraq and Afghanistan sound too familiar to what he experienced in Vietnam. Following his speech, The Governor came out to personally spend time with him.
And, here's the email sent out by Democrat Speaker Fabian Nunez:

Part of the Democrat's problem is certainly caused by partisanship. However, confusion probably also plays a role. Many of these Democrats are simply confused over which country they represent.

Some men never break away from their past, while others try to correct missteps made when they were less mature. No person is without a closet, unless you're a Democrat. Then the task of concealing a separatist history is made easier by a socialist media more impressed by progressive ideology, bleached teeth and expensive suits than with facts and views and quotes that reveal an appalling level of anti-Americanism.
Who Is the New Mayor?
For starters, Mr. Villaraigosa's real name is Tony Villar. He was born Antonio Villar; the name is a combination of his birth name and that of his second wife, Connie Raigosa. No big deal; many people change their names. But a routine search of Tony Villar illustrates that almost no mainstream media source has dared touch an apparently sensitive body of accumulated history.
According to the Los Angeles Times, which endorsed Villaraigosa: "A Mexican American child of City Terrace, a largely immigrant community on Los Angeles' Eastside, Villaraigosa was raised by his mother after his father abandoned the family. He grew up in poverty and has said he saw his father beating his mother.
"After bouncing in and out of high school, he went on to graduate from UCLA and earn a law degree at People's College of Law."
While the report creates a positive impression, it's also grossly misleading. He bounced in and out of UCLA too, arriving in 1972 from East L.A. Community College and leaving in 1975, without graduating until 1977.
Villaraigosa is not an attorney. He failed the bar exam four times. Nor does the Times explain that the People's College of Law, a communistic institution, is not accredited with the California Bar, and applicants are required to have completed only two years of college education or to have passed a college-level examination. And of the LSAT, a standard entrance test to any law school, the college states that "PCL recognizes the cultural and sociological limitations of tests such as the LSAT."
Villaraigosa became a teachers union organizer, later won a state Assembly seat in 1994, and then was speaker of the state Assembly. He was termed out in 2000, ran for mayor in 2001, losing to James Hahn. He then won a seat on the L.A. City Council, assuming office in 2003, and now has been vindicated in his pursuit of the L.A. mayoralty, beating Hahn in a rematch.
As with most liberal politicians who are mouthpieces for teachers unions and against vouchers or school choice, his kids attended private schools.
The new mayor has a colorful track record. He still bears the tattoo "Born to Raise Hell." While at UCLA he took pride in being an affirmative action admit, later stating to students, "Some people have said I got in through the back door, but I left through the front."
He also has a radical background as the leader of the UCLA chapter of Movimiento Estudiantil Chicano de Aztlan (MEChA). In fact, he would be forced to renounce his association with MEChA on May 12, 2005, after pressure from the UCLA Bruin Alumni Association.
MEChA is pure and simple a separatist organization. It doesn't negotiate. Its founding document, El Plan Espiritual de Aztlan, states, "We do not recognize capricious frontiers on the bronze continent," and declares that "For the very young there will no longer be acts of juvenile delinquency, but revolutionary acts," and introduced the motto "Por la raza, todo. Fuera de la raza, nada." (For those of the [Hispanic] race, everything. For those not of the [Hispanic] race, nothing.)
He was a leading speaker at the January 1995 Latino Summit Response to Prop. 187 at U.C. Riverside, where Latino politicians, professors and activists gave racist, seditious speeches to about 500 attendees pledging noncompliance with the controversial law that would have denied public education, social services and health care to residents in the state illegally.
Mr. Villaraigosa is charismatic, handsome, and a great speaker. He can work a crowd, knows how to be humble in the right circumstances, and has effectively been able to keep a wider public unaware of his incendiary past.
