Los Angeles Politics Hotsheet for Friday

Jill Stewart of the LA Weekly asks a great question: "Is the Los Angeles City Council the stupidest political body currently active in Southern California?" And the answer is clearly yes when, as Stewart points out, with funding and staff near the level of the Obama White House, the LA City Council is facing a crumbling city yet spends it's time banning 7-11s from the hood.

The DWP is part of the City that's crumbling. Yet for now the Clowncil may have got it right for a change when they rejected a DWP water rate hike. In the meantime while some members of the Council are seeking what many community activists have long fought for, a DWP ratepayer advocate, newly re-minted DWP head David "Cowboy" Freeman is intrasigent insisting "I am the ratepayer advocate," evoking memories of Paul's TV owner declaring "I am the king!"

Remember shady Measure R? Lots of politicians were chomping at the bit to raise sales taxes in the middle of a recession to build choo-choo lines around LA. As many animals do, the electeds often eat their own and this is evident as its Zev against the Eastsiders who are attempting to divert funds the Supervisor wants for the Red Line on the Westside to the Gold Line for example serving the Foothills. If Zev doesn't get his way he's going to put another measure on the ballot to get his.

And finally looks like Gavin Newsom thinks he's Obama:

BUMBLING L.A. City Council

Is the Los Angeles City Council the STUPIDEST political body currently active in Southern
California?

LA City Council keep proving they are too DUMB to do their basic job of overseeing city infrastructure and wisely spending people's money.

Here's a thought: Do your real jobs, City Council.

With all due respect to the Weekly's wire-haired terrier of a columnist, also consider that the Calif. State Assembly is where even the most mediocre LA Councilmembers often go when they're termed out and jaded, or come back from when they're burned out and brain-fried.

It's become the "continuation school" for boneheaded and belligerant L.A. legislators.

Add to that the Assembly's inability to keep the country's once-richest state from near bankruptcy under both Dem and GOP governors.

Nope, L.A. City Council couldn't be any dumberer than that clueless body.

(But is there any truth to the rumor that Jill Stewart and Lance Ito have been signed to star in the futuristic biopic "Jon & Kate - The Later Years"?)

On October 4, 1961 Lenny Bruce was arrested for obscenity at the Jazz Workshop in San Francisco; he had used the word "cocksucker" and riffed that "'to' is a preposition, 'come' is a verb", that the sexual context of "come" is so common that it bears no weight, and that if someone hearing it becomes upset, he "probably can't come." Although the jury acquitted him, other law enforcement agencies began monitoring his appearances, resulting in frequent arrests under charges of obscenity. The increased scrutiny also led to an arrest in Philadelphia for drug possession the same year, and again in Los Angeles, California, two years later. The Los Angeles arrest took place in then-unincorporated West Hollywood, and the arresting officer was a young deputy named Sherman Block, who would later become County Sheriff.

On December 23, 2003, 37 years after his death, Bruce was granted a posthumous pardon for his obscenity conviction by New York Governor George Pataki, following a petition filed by Ronald Collins and David Skover with Robert Corn-Revere as counsel, the petition having been signed by several stars such as Robin Williams. It was the first posthumous pardon in the state's history. Pataki claimed his act was "a declaration of New York's commitment to upholding the First Amendment."

1:50 = typical Nuch-style thug who can dish out the dirt but can't take any legit criticism.

See the piece in this week's L A CityWatch, "Trutanich accused of being a bully," about how he bullied a sick woman who questioned him and Cooley focusing on closing down the pot shops instead of focusing on gangs, criminals who sell hard drugs and other more legit targets. She said that his claim to have found a dangerous chemical in a couple of samples is bogus because it would take 10 lbs. to prove serious contamination; also, the pesticide is approved for use in California agriculture. He shut her up and shouted at her that she was lying, and told the interviewer later that he wasn't sorry because she was a liar. He'd made her cry so she had to be comforted by the security guard.

Then there's Joe Mailander's article critical of the mayor and controller AND council and above all, Trutanich - who he'd likened to a mob pit boss vs. Weiss in his own blog, and blasts the Times for their bad endorsement, notes Jim Newton is out because of it.

Even Dennis Hathaway writes weighs in on another piece, about how Nuch demanded that PLUM and Council hold the ICO drafted last spring for his review (remember how he threatened the Planning Commission with a lawsuit for not bowing down in obeissance over it?) but since then, Trutanich has done absolutely nothing except make empty noises about suing any violators.

And this was a GOOD week for him, from a periodical friendly to him.

(Earlier, this NC blog had dubbed him "Carmen the Soap Opera." Kind of catchy, in the vein of Doug McIntyre's "Tailgunner Nuch in a Tailspin." These are his FRIENDS.)

Guess Trutanich is going to have to have to get those 200 extra secret police and harassment lawyers up and running REAL soon to sue and investigate EVERYONE critical of him, including Higby.

But then bullies ALWAYS hate free speech - it's supposed to work one way only, and if they can't control it they intimidate it.

A ratepayer advocate might just take the heat off the DWP and Council, so they can pretend they're listening. As Walter Moore says - even a blind squirrel finds a chestnut once in a while.

About the comments here, they are totally tacky but lame comments like that are less offensive than what has been allowed for years, or what the dogg said about electeds or what people like Kevin James and Zine say as allegedly publicly "respected" persons. If Nuch's people try to censor them, it will just be as an excuse to censor all free speech especially now that so many commenters and blogs are critical of him. It was fine to use them and plan lies in them as long as HE was doing it.

If he tries it, it will backfire hotter than him and Cooley picking on even so-far legal dispensaries. They always find an excuse to do what they really wanted all along, go after typical right-wing targets: gays, medical pot, gang prevention programs, free speech and transparency, gun and environmental protection laws, etc.

Often citing some court ruling - like a year-old one in the case of pot, which they knew about of course way in advance of the election, when they promised to uphold the pro-cannabis community's point of view over mean old anti-illegal pot shop Weiss. (A bogus claim of suddenly finding apesticide approved for agriculture provides an excuse to backtrack, too.) NOW they're waiting for a court to rule on the billboard ICO issue, after promising to crack down yesterday and throw those billboard scofflaws in jail.

Whattaya wanna bet the ruling will give them an "out" to defer enforcing the tabled ICO altogether, or in large part? Then they can placate their billboard donors while having fooled the naive anti-billboard people, mostly older conservative suburban types, into thinking that he actually gave a damn about their issue.

What is sad is that a lot of that was linked by the Times, Weekly and other mainstream papers. Ron Kaye and others have rudely treated the same targets, including Bratton himself, though not quite as bad, but gratuitously and repeatedly. It seems interesting timing that only now, does SLAP take notice if true. Maybe they should look in the mirror first.

The stuff Zuma has said over the years about people are even worse than the examples 5:00 uses: those are the R not X-rated ones.

He even routinely refers to "Viaga-rosa" in public comment as his idea of meeting the rules of decorum - but Nuch was only too happy to use him as a mouthpiece during the campaign, telling him last Thanksgiving that "you are the best thing that ever happened to me," promised him a job, right before cutting off contact. (From Zuma's own words in his blog. Which seems to be temporarily closed, so like Mailander's it's sign-in only now. Mailander, who is so urbane yet blasted the media for not taking zuma dogg seriously as a candidate.)

Whatever his exact words were he's the only one who knows at this point: but the gist of his current article, that the city is in disarray and divided against itself given the current structure of Nuch vs. Mayor, Controller and Garcetti, is indisputable. With the rest of the council on sides, leading writers like Jill Stewart fairly or not to call them the most dysfunctional legislative body in S. California -- I'd say the Legislature itself is a tie.)

Nuch used Berger for the sole purpose of attacking Weiss in gratuitous and often false ways throughout his "campaign appearances" i.e., kangaroo courts, stacked with and often hosted by the handful of people who had attacked Weiss for years (including prominently on this blog), often with lies. Then he rewarded Berger/ Rumpole with the "Head of Ethics" post in the most inappropriately designated job description ever. Ever since he arrived on the local scene the entire tenor of blog spinning sank to an unbelievable low and hasn't recovered since.

Now Bratton is getting a nasty helping on the blogs, from the very people who support Nuch and have bashed Weiss, even as he's held in the highest regard of any politician or official of any kind by the public and his colleagues alike. Yet you (claiming to speak for SLAP) hold him up as a bully club right next to Nuch, as though Nuch who started all this has a legit grievance, and turn a willfully blind eye to Nuch and Shallman? The Chief has always conducted himself in an above-board, gentlemanly, truthful if sometimes blunt fashion (as has Weiss): there is NO comparison.

The conservative blogs have become no better than talk radio. With even writers for the S Diego Trib and OC Register shaking their heads at how provincial the Times has become (taking its cue from these blogs, like harping on Nahai's contract but leaving it to those others to cover the BIG MWD story, staving off a salary increase that could have cost us each $1000), this is all a SAD legacy of the NUCH ERA.

Correction, zuma's blog is back up and features the YouTube video like on CityWatch of Trutanich menacingly trying to bully, shut up and ordering to sit down and feed her child lead, the public commenter who challenged his "random sampling analysis" of pot. Even Zuma notes this was nuts, anger management out of control. Talks about how Nuch once wrapped his whole big hands around his neck "and shook it a little," sure sounds like a thug to me. Talks like a duck, walks like a duck - though Zuma compares him to the Tiger that attacked Roy. However you slice and dice it.

Even Zuma "gets it," that the claim that legally sold pot is laced with pesticides (like making your kid eat lead, he told this woman) is just a manufactured excuse toward a pre-ordained end, and faced with the fact that it won't be as easy to fool the pro- cannabis community as it was the old people who bought his b. s. that he cared about their billboard problems, though even Hathaway is waking up if his CityWatch article is an indication (and their one-way Pico objections just to spite Weiss, who proposed a workable solution in his long-time district), Trutanich went all ballistic because he didn't have the PATIENCE to argue it out. He expects to ram it through. When the next speaker took the mike to say, "so you're being hard-ass about it," he screamed, "I'm not hard-ass! I'm compassionate!" Yeah, right.

What I also find appalling in the video is that the older people in the audience seemed to snicker at the speaker under siege, not at him for his behavior. And NOT A WORD of criticism about it on Ron's blog or OurLA, where the only comments were about what a "strong leader" he is.

This is only one of many (EVERY, really) issues playing out like this. People thought his nasty mail and dog-and-pony road show with Berger as the Pit Bull warm- up act was such fun when it was aimed gratuitously at an elected official, "the power structure," but now that he's the same against "ordinary people," showing what he's been like his whole life in court and in person, it's not so "funny" to them. And as his fans see this, they too get nastier and nastier on the blogs, intolerant of different opinions: even saying vile things on vile blogs who ask them to tone down the rhetoric and hit pieces on Chief Bratton. It's like their side is in a group panic at being exposed that erupts in greater and greater hostile repression. Like Stalinism. Won't work.

Why holding the comments about zuma posting the YouTube from CityWatch of Nuch going gangsta on the cancer survivor last Saturday who disagreed with his claims that a small sample of pot proves he has to shut down all legal dispensaries? How he walked right upto this woman's face (and the next one), ordered her to sit down and go feed lead to her kid, spray their salads with pesticides if she didn't care about others.

With his own recollection of when Nuch wrapped his hands around his neck "and kinda shook it a little." Even he's realized Nuch expected to use this as an excuse to shut down all pot shops "for the public good," as an excuse to abandon his promises to them when he ran, but caught with his subterfuge he has no patience with the pesky constituents who get in his way.

Plus, how it's nuts to claim that he's preventing the city from getting sued for being hurt by consuming pesticides at legal shops - something only HE made an issue. Like the woman said, there are NO reports of anyone getting sick from alleged pesticides. (The one he cites is legal for agricultural use in California and organic pot uses no pesticide.)

Nuch has brought a new low to the blogosphere since his nasty campaign, as well as to the mail and "debate" format where they really just played nasty and dirty to deflect from his real career. Anyone who compares Nuch to Bratton (or Weiss) who NEVER attacked him or anyone like he and Attack Dog Berger have Weiss and it's inconceivable they would, let alone a constituent, is desperate to salvage their last false dreams and hopes about their "leader."

And I just saw the L A Times Now piece about how he threatened Jan Perry and a B & S official with jail over the AEG signage issue. Perry says he was going to throw her in jail if she continued to just make her case about it. (She understood the August billboard ICO the council passed to not include certain AEG-site signs.)

Why can people get it that most of us are not against Medical Marijuana.

We are against the way it is being dispersed and the fact that everyone, including minors, has access to it. There are many communities in L.A. like Sunland-Tujunga, who has more than 14 stores within a two mile radius near schools and parks. Yes,it is coming across our borders without proper inspection by the FDA which is not safe.

Most of us do not have a problem with prescriptions from a legal physician and sold in a legal pharmacy like any other drug.
But, the drug cartel doesn't like that and will continue to fight those type of rules because it would take money out of their pocket!

October 17, 2009 2:57 AM

Anonymous Anonymous said:

Nina, the argument that selling pot in regular pharmacies would make it like any other drug has an initial appeal, but if you stop and think about it, would patients want this information on their electronic med records - which ARE known around the country and to law enforcement at a glance, AND are sold without our knowledge- one of those shi*ty privacy violations- to other co's who want to market drugs and products to us. Plus there are lots of kinds of pot - including the organic kind grown indoors like Sheftel had in his shop, which never even use pesticides.

(The whole pesticide issue Trutanich/ Falsetanich raises is a red herring anyway: the "random" testing sample of 3 tiny samples from 3 carefully selected spots is suspicious, it takes 3 1/2 lbs. to run a test accurately, and anyway the "dangerous" pesticide is approved for use in Calif. even for organic produce like spinach.)

Apparently there are many kinds and strengths and qualities of pot: the whole CVS or Rite-Aid would have to be taken over by it to get a fair variety. And would a legit patient want to be stared down by some old lady who looks at him as a pothead? I'm not a pot user myself, but these various issues make me understand why I'd NOT like to stand in line at the pharmacy behind the old lady getting her diarrhea meds.

Everyone on Council has wanted to undo the loopholes in Rocky's "Hardship Extension" law but these two rightwing kooks just made up a pretext to shut them all down. (Cooley and Nuch started just two weeks ago with the idea they could cite a Supreme Court law from last year but that's been proven to be too blatant a misinterpretation.)

The medical pot community is smart, they know when they've been rolled and used to campaign for Nuch and they're mad and vowing to make sure he's out of office more for his lies and how he's treating them like criminals and fools than anything. That YouTube of Nuch treating the woman cancer survivor and the one who followed like hostile witnesses he has to bully and intimidate on the stand is going around like wildfire. People are horrified. Their journals were already writing about the b.s. excuses and ethical issues but now they're fighting mad.

Dozens of shops have operated for years with no problem. Legit patients have no problem with stricter regulatin of shops and shady doctors. They certainly don't want to support the drug cartels and make a legit argument that it's these 2 who would push sales back into the underground hands of the violent Mexican cartels.

Nina Royal @ 2:57am,

Medical Marijuana will NEVER be sold in pharmacies because it is and never will be a pharmaceutical medication.

Only a synthetic drug is considered a pharmaceutical drug. Since marijuana is a plant it will never be sold in pharmacies. But that's not to say many of these pot shops are not in violation of state law.

So like drugs are sold in pharmacies and alcohol is served in bars, marijuana is distributed through dispensaries. So it's not about changing the venue but regulating it.

And please let us know where there is a dispensary serving minors. I do not think that is ever the case. If minors have access to marijuana that is because they get it on the street outside, not a collective.

But it is fun to throw a bunch of stuff out there like cartels are keeping it out of pharmacies and it is being sold to minors.

There is a prescription drug epidemic in many high schools in the county. So how are they getting it? Minors and people under 21 years can and do get alcohol.

There is always going to be abuse of any system. People drive over the speed limit but you don't shut all the roads down. You don't close down every Rite Aid because kids grab the meds out of their parents medicine cabinet.

Tone down the rhetoric. And you didn't even mention the real problem here. The doctors who over write prescriptions to anyone who walks in the door. That is what is allowing all these pot shops to open up. It's a matter of supply and demand.

October 17, 2009 10:26 AM

Anonymous Nina Royal said:

I think the last two bloggers have some valid points. However, no one has come up with a resolution on how best to control distribution and the doctors who give out prescriptions like candy.

I suggest people park down the steet in the area where I live and watch who goes into many of the more than 14 "stores in a two mile radius in Sunland-Tujunga. You will see obvious minors patronizing those establishments.

I am not afraid to say what I have said at both the City Wide Alliance of Neighborhood Councils and City Hall Council meetings. I support MEDICAL marijuana but, not for recreational use. We must work find a better way to control its dispursement. I understand that it is used to control pain, but, I would appreciate it if someone will tell me what disease it cures? Also what medical research data is available? Wouldn't it be amazing if MM actually could cure Cancer!

I have been a cancer patient for five years and fortunately I don't take anything stronger than asprin and only when absolutely
necessary. I have a adversion to all medicine and hospitals. But, I must admit that I don't do pain well at all and when they operate (I've had 12 and I'm about to have another) I make sure they knock me totally out because I'm a coward and practically pass out at the sight of a needle!

Although we may have opposing views, we all deserve to be treated respectfully. I am really put off by all the name calling and foul language. Those of you who are doing it... knock it off.
No one is impressed nor listening to you because it's disgusting!
