Well, it looks like
the freedom-hating liberals at Los Angeles City Council have decided that they are a little tired of listening to the rabble-rousers of this City. A new motion made by mini-tyrant Richard Alarcon states that he wants the City Council to move the pesky "Public Comment" part of the meeting toward the end of the days agenda. There are
many problems with this.... where do I begin?
First, let me state that I understand City Council Members and their frustrations with the Public Comment process. There are several players in this City who I feel are a bit abusive of the process. Zuma Dogg, Matt Dowd, and Arnold Sachs will sometimes put in a comment card on every, single subject up for discussion at City Council meetings, even if the subject is uninteresting or non-controversial.... like building a parking structure or paving a street. There are also some very odd public comment speakers who go there day after day and complain about the same off-topic subject without ever changing their monologue. There are, indeed, times when I question the sanity of some of these more "abstract" public comment speakers.
HOWEVER, as elected officials, it is their job to listen to the people of this City, however irritating it may be.
If they don't like it , they can resign and find employment elsewhere. Here's another original thought... maybe they should find some solutions to the problems so they don't have to see these people day after day.
Incredibly, they don't see the hypocrisy in themselves. These same City Council members who don't want to listen to you, the voters, have no problem going off on long-winded rants that go nowhere...then they turn around and vote for something that they themselves were protesting against just five minutes earlier. Some of the Council Members are truly egomaniacs who love to hear themselves talk.
Their behavior on Fridays is truly repulsive. They waste hours of official City time on obscure personal items and nonsensical, capricious behavior. They kiss the asses of every person who owns a donut shop or an auto body shop...Flowery speeches to praise average citizens... City Certificates of Recognition... There is no doubt in my mind why these people continue to get re-elected. They are Democrats. They buy votes with other peoples money.
As much as they hate some of the nuisances associated with Public Comment, it doesn't cost them any extra money to listen for a few minutes. Their behavior, on the other hand, costs the taxpayers millions.
The value of public comment is to put these officials feet to the fire and force them to do their jobs. Representative Democracy is what it is called, and it has served this country well for over two centuries.
Moving the Public Comment to the end of the day is not right. It should be the first thing on the agenda.
Sometimes I thank God for the presence of a Zuma Dogg, or a Matt Dowd, or an Arnold Sachs. Sometimes they are the only people in the City of Los Angles who are trying to catch the City when it does deceitful and underhanded things with our money. Things just like this motion.

NO PHIL, mi amigo! I do not put in cards for every single subject up for discussion. Sometimes there are 50, 60 items on the agenda, and I still only get a certain amount of time. So it only SEEMS like I have cards on EVERY ITEM up for discussion, because if I didn't put in a card, it wouldn't be opened for discussion.

And if they move it to the end, then that will hurt the non-regular speakers,because Matt/ZD/Arnold stay for the whole meeting, anyway. So it will end up driving away everyone else, but it will still be ZD/Matt/Arnold at the end of the day (literally).
But what this really says is Alarcon is a frustrated clown and Janice Hahn, is that YOUR name as a "second" on that motion.

When you used to come to city hall, you may have been boring and annoying with your high pitched voice, but even you weren't so stuupid as to deliberately swear in front of CHILDREN.
They may be our elected officials, and they do have to listen to all REASONABLE comments. But saying the F word in front of children is NOT what they're there for. In fact, it is their sworn duty to make sure that the meetings are safe and reasoanble for everyone, especially those who aren't able to stand up and protect themselves, such as children, the disabled and the elderly.

You say you "take care of" children, so I don't know if that means you're referring to your own children or those of someone else, but I doubt that you would be happy if they were to be exposed to the behavior of people like Matt. A few weeks ago I asked Zuma Dogg whether he is mature enough to get along with the others on city council and he said that IF elected,he WOULD behave and get along. But he doesn't seem to know that in order to get there in the first place, one has to demonstrate maturity IN ORDER TO GET THE VOTES TO GET THERE. The time for mature behavior is in the present, not just in the future.
If people didn't want motions like this instituted, then they should have organized and found better candidates in the first place.
Case in point is that as lousy as villaraigosa is in office, all the public did was complain and then REELECT the guy.

That is exactly what Council should do on Fridays for the Dog & Pony Show session. Those people are heard first, and an hour or more is the usual delay for real "business" to begin. What was learned there, other than what a cool bit of calligraphy can buy some favor with people?
THAT sequence should be what they change.
Public apathy is what they want to cultivate. Remember that Tony V. was elected only by a majority of voter who actually voted for "Mayor" and that only about 18% of the city's registered voters showed up, with a lot NOT voting for anyone in the "Mayor" category. Not that popular, but enough to win. Wendy Greuel collected more votes running for Controller than did Tony V.
Tony was elected by LESS than 9% of the registered voters, and nearly all the odd-numbered CDs were settled with similarly weak showings. They count on people being UNINVOLVED with city matters and the Alarcon Motion will help that result.
Alarcon's motion is typical of his bullying style, and Cardenas as a second fits, too. Hahn is again showing how she miscalculates the public involvement in the process. There is where your "danger" lies.
You might "blame" Zuma Dogg and other regular speakers, but without them keeping their feet in the door on many subjects, the CMs would cruise to even more self-serving, special-interest-paybacks than they currently manage AND you wouldn't know about it.
The "rules" will apply to ALL not just Zuma Dogg or Matt Dowd. If you think visting City Hall is not frustrating enough with losing quorums and many CMs not paying attention, this might accomplish the purpose of making the burden of addressing city hall too onerous to bother with.
And I sure don't think saying "fuck" is the end of the world for children hearing it. I doubt if most have never heard it before, but the remedy is punishing the offender for the specific offense and not to create a preposterous remodelling of what is already a theater- not for commenters- but for the pompous CMs who daily top each other with their windbag talents.
The fact that people don't like ZD, Dowd, or any other less prominent voices should not be an excuse for the City Council to be taking these steps to be even less accessible for the relatively small amount of time taken by public comment- especially when the CMs will have more opportunity to slip out early, which will happen.
Doing things BETTER or CORRECTLY should be what these "representatives" do for us. Instead, they build more barriers to any inquiry. If this action was happening close to the next council election, they would probably not act so boldly to restrict public involvement with the council meetings.
In CD-14- where my CM has always practiced non-confrontational representation himself.

With Weiss their favorite nemesis gone, they're now singling out Alarcon, Huizar and no one knows who's next. Even crowd-pleasers like Hahn are not safe. Suddenly they don't think it's so much fun. They thought they could "sacrifice" Jack and join Zine in the bully dept., but the gadflies are after ALL of City Hall, going after the least obsequious first. Alarcon shows he's bothered by at least some of them, so he's an easy mark and hence chief author of this motion.

Phil, can you create a page on the site that keeps a summary of "Council's Stupid Ideas" so that your readers can check in on the status? There are so many issues to track, I'm looking for a simple solution.

Alarcon doesn't want anybody there to comment on the appointment of incompetent daughter Andrea to the $115K Public Works Commissioner job. With idiots such as these on the commission is why there is crumbling infrastructure and sinkholes everywhere. All the corruption and neglect of all these mini-tyrants that so clearly demonstrate their contempt for the public with this motion is clearly surfacing now. Can't we sink them all in the bottomless pit on Coldwater Canyon that probably wasted millions of gallons of water. How many millions will be spent on claims for damages for all the homes & apartments that were flooded? But, no problem we have Alarcon's daughter going to the PW board to straighten everything out and we have La Bonge and Rosendahl cavorting with dancers in chambers for Latino Heritage Month like drunken conventioneers at a stripper bar. That isn't what our tax dollars were to be used for. A clean sweep of this council is needed. WAKE UP VOTERS!!!
