The Tyranny of Richard Alarcon
Well, it looks like the freedom-hating liberals at Los Angeles City Council have decided that they are a little tired of listening to the rabble-rousers of this City. A new motion made by mini-tyrant Richard Alarcon states that he wants the City Council to move the pesky "Public Comment" part of the meeting toward the end of the days agenda. There are many problems with this.... where do I begin?
First, let me state that I understand City Council Members and their frustrations with the Public Comment process. There are several players in this City who I feel are a bit abusive of the process. Zuma Dogg, Matt Dowd, and Arnold Sachs will sometimes put in a comment card on every, single subject up for discussion at City Council meetings, even if the subject is uninteresting or non-controversial.... like building a parking structure or paving a street. There are also some very odd public comment speakers who go there day after day and complain about the same off-topic subject without ever changing their monologue. There are, indeed, times when I question the sanity of some of these more "abstract" public comment speakers.
HOWEVER, as elected officials, it is their job to listen to the people of this City, however irritating it may be.
If they don't like it , they can resign and find employment elsewhere. Here's another original thought... maybe they should find some solutions to the problems so they don't have to see these people day after day.
Incredibly, they don't see the hypocrisy in themselves. These same City Council members who don't want to listen to you, the voters, have no problem going off on long-winded rants that go nowhere...then they turn around and vote for something that they themselves were protesting against just five minutes earlier. Some of the Council Members are truly egomaniacs who love to hear themselves talk.
Their behavior on Fridays is truly repulsive. They waste hours of official City time on obscure personal items and nonsensical, capricious behavior. They kiss the asses of every person who owns a donut shop or an auto body shop...Flowery speeches to praise average citizens... City Certificates of Recognition... There is no doubt in my mind why these people continue to get re-elected. They are Democrats. They buy votes with other peoples money.
As much as they hate some of the nuisances associated with Public Comment, it doesn't cost them any extra money to listen for a few minutes. Their behavior, on the other hand, costs the taxpayers millions.
The value of public comment is to put these officials feet to the fire and force them to do their jobs. Representative Democracy is what it is called, and it has served this country well for over two centuries.
Moving the Public Comment to the end of the day is not right. It should be the first thing on the agenda.
Sometimes I thank God for the presence of a Zuma Dogg, or a Matt Dowd, or an Arnold Sachs. Sometimes they are the only people in the City of Los Angles who are trying to catch the City when it does deceitful and underhanded things with our money. Things just like this motion.

This motion will allow the council members to leave once the agenda items are rubber stamped. They will not have to stay for Public Comment.
That way they will be able to make the curtain call at the circus in plenty of time to get tofu dogs and Imported water.

I'm afraid to say that Zuma, Dowd and the guy in the KKK outfit have brought all this on us. But I don't think Alarcon has realized that this proposal probably violates the Brown Act so it's about as effective as voting to end the war in Iraq.

NO PHIL, mi amigo! I do not put in cards for every single subject up for discussion. Sometimes there are 50, 60 items on the agenda, and I still only get a certain amount of time. So it only SEEMS like I have cards on EVERY ITEM up for discussion, because if I didn't put in a card, it wouldn't be opened for discussion.
I NEVER PUT IN A CARD TO BE TRIVIAL. Out of 30, 40, 50, 60 items...I can hit about three to five items. THERE ARE ALWAYS WAY MORE SHADY ITEMS.

And if they move it to the end, then that will hurt the non-regular speakers,because Matt/ZD/Arnold stay for the whole meeting, anyway. So it will end up driving away everyone else, but it will still be ZD/Matt/Arnold at the end of the day (literally).
But what this really says is Alarcon is a frustrated clown and Janice Hahn, is that YOUR name as a "second" on that motion.

I think the childish behavior of Matt and Zuma far exceeds that of the other craies that go to city council with such regularity.
When you used to come to city hall, you may have been boring and annoying with your high pitched voice, but even you weren't so stuupid as to deliberately swear in front of CHILDREN.
They may be our elected officials, and they do have to listen to all REASONABLE comments. But saying the F word in front of children is NOT what they're there for. In fact, it is their sworn duty to make sure that the meetings are safe and reasoanble for everyone, especially those who aren't able to stand up and protect themselves, such as children, the disabled and the elderly.
I hate Richard Alarcon as much as the next person, but I applaud them for making square that the town square is a place where even our youngest neighbors can go and listen to virgorous debate without being exposed to obnoxious behavior.
You say you "take care of" children, so I don't know if that means you're referring to your own children or those of someone else, but I doubt that you would be happy if they were to be exposed to the behavior of people like Matt. And how old is O'Dowd now? He must be closing in on 50. Time to know when you can or cannot speak that way. Bar, yes. City Hall, where children are present, no.

A few weeks ago I asked Zuma Dogg whether he is mature enough to get along with the others on city council and he said that IF elected,he WOULD behave and get along. But he doesn't seem to know that in order to get there in the first place, one has to demonstrate maturity IN ORDER TO GET THE VOTES TO GET THERE. The time for mature behavior is in the present, not just in the future.
If people didn't want motions like this instituted, then they should have organized and found better candidates in the first place.
Case in point is that as lousy as villaraigosa is in office, all the public did was complain and then REELECT the guy.

This makes perfect sense since nothing can actually be done at that given meeting about anything new raised in public comment, so why front-load it in the first place -- it's just for future action, if any is warranted. Council staff can take notes, respond, and deal with it in the days that follow.
Set aside the paranoia that the council is just trying to wear out the dozen or so peavish, profane gadflies. That's just a side benefit to actually handling this stuff in a logical order -- for once.
Maybe it could also be the case that City Council would like people who come downtown to speak during the general PC to sit through the actual business meeting and learn how City Hall works, rather than saying their small piece -- which can't be acted on or discussed at that time -- and then bailing out themselves.

That is exactly what Council should do on Fridays for the Dog & Pony Show session. Those people are heard first, and an hour or more is the usual delay for real "business" to begin. What was learned there, other than what a cool bit of calligraphy can buy some favor with people?
THAT sequence should be what they change.
Public apathy is what they want to cultivate. Remember that Tony V. was elected only by a majority of voter who actually voted for "Mayor" and that only about 18% of the city's registered voters showed up, with a lot NOT voting for anyone in the "Mayor" category. Not that popular, but enough to win. Wendy Greuel collected more votes running for Controller than did Tony V.
Tony was elected by LESS than 9% of the registered voters, and nearly all the odd-numbered CDs were settled with similarly weak showings. They count on people being UNINVOLVED with city matters and the Alarcon Motion will help that result.
Alarcon's motion is typical of his bullying style, and Cardenas as a second fits, too. Hahn is again showing how she miscalculates the public involvement in the process. There is where your "danger" lies.
You might "blame" Zuma Dogg and other regular speakers, but without them keeping their feet in the door on many subjects, the CMs would cruise to even more self-serving, special-interest-paybacks than they currently manage AND you wouldn't know about it.
The "rules" will apply to ALL not just Zuma Dogg or Matt Dowd. If you think visting City Hall is not frustrating enough with losing quorums and many CMs not paying attention, this might accomplish the purpose of making the burden of addressing city hall too onerous to bother with.
And I sure don't think saying "fuck" is the end of the world for children hearing it. I doubt if most have never heard it before, but the remedy is punishing the offender for the specific offense and not to create a preposterous remodelling of what is already a theater- not for commenters- but for the pompous CMs who daily top each other with their windbag talents.
The fact that people don't like ZD, Dowd, or any other less prominent voices should not be an excuse for the City Council to be taking these steps to be even less accessible for the relatively small amount of time taken by public comment- especially when the CMs will have more opportunity to slip out early, which will happen.
Doing things BETTER or CORRECTLY should be what these "representatives" do for us. Instead, they build more barriers to any inquiry. If this action was happening close to the next council election, they would probably not act so boldly to restrict public involvement with the council meetings.

They don't need a motion for this. They already move public comment to the end of the meetings on Friday. The only reason they usually do public comment at the beginning of the meeting is because of public pressure. So maybe Eric Garcetti can have Richard Godfathercon explain to all the people who show up at 10am, they have to wait until 1pm or 2pm to speak, cause Janice doesn't know how to stop talking once she gets started, all the other long-winded madness.

Phil I agree with Joe that the "freedom hating liberals" comment was unnecessary. Truth is that almost all politicians are "freedom hating" and its only coincidence in California that most of them are liberals.
When most people get into office they become arrogant and contemptuous of the people and that includes not only Democrats like Alarcorn but Republicans like Bush, Arnold, Greig Smith, Abel Maldonado, etc.
City politics are officially non-partisan which makes it easier for us to partner with our Democratic friends who also oppose the shadiness, even from their fellow Democrats. Anyway back in the day public comment was crazy old retired men like Howard Watts and Leonard Shapiro who were often right but had little impact.
Some of the people like Matt Dowd and Michael Hunt are at times over the top. There are some crazy people like Miriam, that old homeless lady and the young lawyer who always talks about Malibu pier.
But I think when it comes to Zuma Dogg who is undoubtedly the king of public comment its not his antics that bother the pols. Its the fact that Zuma puts a spotlight on the shadiness. And since Zuma has information on Alarcon its no wonder Alarcon is trying to put a stop to this. Zuma has been very effective in bringing media attention to City Hall, unlike his predecessors, and has raised awareness of shadiness to new levels. Even if you don't like Zuma you can't deny that. How often was Howard Watts on talkradio (other than a caller), in the local press or even national news?

Jim and the mayor have a serious "perception vs reality" problem, because the second I looked at the sign with "Successful" across Villar's picture, I immediately thought, "Wow, he obviously feels that Los Angeles magazine "FAILURE" issue must have hurt him, so he has to try and do damage control.

I live in Los Angeles City and went to city hall to get help on a problem and was aghast at the public comment antics that are laced in antics and theatrics.
A few abuse the system and the privilege of speaking to our City Council. They stand between us and our elected officials.
Zuma Dogg and a few others are the the worst - he rants and screams and carries on - on EVERY item, most of which have nothing to do with then whatsoever.
I do not blame City Council for taking steps to adjust public comment so they can hold their meetings in public and not have to suffer the same screaming and ranting at them from people who truly abuse the system of open City Council meetings and the chance to speak to the whole council.
Do the people who comment on anything not care that their antics and comments on everything steal time from the Council and are contributing to the decline in governance?
Do they not stop and think what their antics cost the other City residents?
They routinely insult people we have elected, they disapprove of everything, its all theatrics, it is abuse of the system of public comment time.
Despite their antics, we all owe a debt of gratitude to Matt Dowd and Zuma Dogg. I have listened to them and they are right on point. The City Attorney's rep, Dion O'Connell, is a real jerk with his interruptions of public speaking at will. He even made a point or two during one council session held in Van Nuys which was totally out of line when he made "for the record" remark in response to a speakers comments about the City Attorney's office.
The City Council under Eric Garcetti as their leader has already dramatically restricted free speech rights and the CA Brown Act. The City can break these types of laws unless challenged by specifically lodging objections on the administrative record and then spending money on a lawyer (spending money and effort thanks to our elected reps)
This shouldn't be a partisan issue (making public comment easier, not harder). It is these core constitutional rights that need to be enforced for those with the least power.
We need to elect City leaders who look out for the public and allow public comment in a way that is convenient for those making the effort to go to meetings to speak up on issues.

The most insightful social science professor I ever had made a good point once -- that politics isn't a straight horizontal line, where conservatives line up on the right and liberals on the left.
It's a circle that just looks like a line at any one perspective. In other words -- just like when you head "east" around the globe you eventually get to the "west" -- once you move too far to the left, you eventually end up side by side with the people on the extreme right, and vice-versa.

Phil, if I said "freedom hating Catholics" because Catholics give moralizing movie advisories and therefore don't respect freedom of speech, you'd probably tone down your hate speech. This kind of Palinist-Limbaugh rhetoric is the kind that keeps those who champion civil rights and civil liberties (which we perceive to be a significant cause of freedom) away from this blog. This kind of rhetoric makes those of us on the left who still continue to apologize for it appear ridiculous. Why should we even bother to promote it with ridiculous rhetoric like that?
Zuma Dogg is even according to Orlov the chief reason for this move. First he, Matt and KKK/Mike "my" Hunt say it fast as Matt likes to, pushed the limits of decency, civility, vulgarity and swearing and just plain berating, even personal attacks. They inspired others like Sachs, Miriam (who Higby singles out as being off her rocker but she shares that honor with many of them) etc. to do the same, showing them how to talk on everything and anything for upto 5 minutes/ day. The also inspired others disgruntled with some particular councilmember how to show up and harp on the same things every day.
Or, in the case of the more clever, to come in groups that were actually political lobbies like for Trutanich and pose as "grassroots" opposition, to get written up by the papers as though they WERE a grassroots group.
All under the guise of public comment. Trutanich and Zine also used Dogg, but now he's off his leash and they're afraid of what he'll say, that he embarrasses them and exposes what they did, is a constant reminder of how low they went in their campaign.
Matt-Hunt use it to gloat over suing the city and winning, trying to goad the council into paying them off just to get rid of them.
Zuma, Phil (who's not rude but self-serving) use it extensively to campaign or try to establish their creds as bloggers.
All these councilmembers and Orlov thought they were funny and encouraged them before, but NOW that these gadflies haven't gone away and are now attacking THEM all, they don't like it. With Weiss their favorite nemesis gone, they're now singling out Alarcon, Huizar and no one knows who's next. Even crowd-pleasers like Hahn are not safe. Suddenly they don't think it's so much fun. They thought they could "sacrifice" Jack and join Zine in the bully dept., but the gadflies are after ALL of City Hall, going after the least obsequious first. Alarcon shows he's bothered by at least some of them, so he's an easy mark and hence chief author of this motion.
It's a shame a few people including elected officials like Zine himself had to ruin it for the REAL constituents who'd now have to come and wait for hours or, if things wrap up early, find they've arrived too late. Does the council even have to stick around for public comment, or would they regularly lose quorum? And if people talk to an empty chamber, what's the point?
Have CM's considered the fact that if they have to stick around til the end, instead of being allowed to leave when their key issues have been voted on, it could take them all even longer - since the gadflies have determination and endurance on their side?

Thanks Zuma for letting loose on Alarcon and his Bully of a beast staffer Jose Sigala who battered me a disabled woman immediately after an Echo Park NC meeting april 28, 2009. After 6 sunmitted complaints to DONE, NOTHING HAS BEEN DONE TO PROTECT MY RIGHTS OR TO JOSE SIGALA FOR THE ASSULT. THANKS DOGG FOR PUTTING IT OUT PUBLIC, I FEEL DISCRIMINATED, and looking for an attorney who will take my case, battery, sexual harrassment, violations of brown Act, operating procedures,VIOLATIONs of americans with disabilities act, embezzelment of funds all from the GREATER ECHO PARK ELYSIAN NEIGHBORHOOD COUNCIL and the CITY don't give a flying fudge bar. Police reports have been filed.
