LA 32 Neighborhood Council debate over emergency preparedness....

We received this e-mail from Anthony Manzano of the LA 32 Neighborhood Council. In the interest of fostering community dialog, we reprint his e-mail and hope that we can engage El Sereno residents and others to comment.

On Wednesday our Los Angeles 32 Neighborhood Council held a meeting in which the next years budget was approved. As your Neighborhood Preparedness Ambassador, I requested that the Budget reflect the need to consider Emergency Supplies that would assist our communities in the case of a disaster. I have the proper training needed to make the decisions that best reflect the needs of the entire community.

I would like you to know that the Budget Committee did not consider addressing Emergency Services and denied any funding for Emergency Supplies. This will greatly impact the community and perhaps cause loss of lives to residents that will depend on local Government to help them out in a disaster. Headed by Sadra Larson, the Budget Committee declined to support a line item on next years Budget that was past without thinking of you...... the Stake Holder. Lauren Garcia, a member of the Budget Committee also felt that it is not in the best interest of the Neighborhood Council to reach out and be prepared in the case of a disaster. It is clear that neither of the members on the Budget Committee have Fire Department training and they are the ones that suggested that we DO NOT allocate any money for Emergency Supplies.

Several members of the Neighborhood Council questioned WHY...... the Budget should be approved without thinking of the people. A stake-holder has told me...... "I think it goes without saying that in case of a natural disaster people are going to need supplies, you just can't leave them hanging. That's what their there for."

Please make it a priority to inform your Neighborhood Council Members that opposed saving lives, that you are not pleased with the decision to exclude Emergency Supplies as part of the Budget for this upcoming year. Remember that the Budget Committee (Sadra / Lauren) are not qualified to make competent decisions regarding Public Safety and have little regard to follow what is suggested by the City Emergency Management Department as the video indicates.

The rational behind the objection to place Emergency Supplies on the Budget is that the Members of the Budget Committee said that "They did not like the location of the Storage Bin" and have animosity toward the community of Rose Hills and they feel it is not in a centralized location. Backed up by the President of the NC (Hugo Garcia) discussion such as location and the fact that a local church will house the itmes is the reason given to deprive the residents of services and supplies by voting to oppose placing an item on the budget for supplies. When neighbors are in danger, this blatant disregard for Public Safety will certainly effect those in the time of a disaster. Think of your children at Farmdale, El Sereno Elementary, Huntington Drive Elementary and Multnomah Elementary that will not have any important supplies that can make things safer and more comfortable during a disaster.

Contact your Executive Board for clarification about why they will not included Emergency Supplies into the Budget. You can also attend the next NC meeting on June 3, 2009 to ask questions and speak your opinion. The meeting is held at 6:00pm at the El Sereno Senior Citizens Center off of Eastern Ave. in Los Angeles.

Anthonly is making a good point. The Neighborhood Council is set up to look after and protect neighborhoods. The monies should be budgeted ... who cares where the storage bin is located! It should still be budgeted.

I guess you haven't done your homework and also don't have kids in LAUSD. Years ago each schoo lwas required to have an emergency plan and also to have basic emergency supplies. Rest assured they have water , 1st aide , and things to maintain the kids there for several days if need be.
