Bickhart's Siesta?
First it was Council Member Greig Smith, perhaps now Deputy Mayor Jim Bickhart is the latest City official to get caught sleeping through a meetiing? This video alleges Bickhart slept through a recent community meeting. Judge for yourself.

Sleeping on the job is not a disorder.
It is a disgrace, and reflective the man's inability to get his job done.
If Mr. Bickhart could stay away, the threats and intimidation that the employees are accusing ed boks of might not have happened.

This wasn't a community meeting.
It was THE ANIMAL SERVICES COMMISSION where they discuss important shelter policies that impact animals' lives. You can hear Deborah Ann Knaan the commissioner and future Ed Boks general mgr speaking in the background.
Hello, Ed Boks was running his cons, and sowing the seeds of the intimidation that is now baring rotten fruit for the entire city.
Maybe if Jim paid more attention to things, the problems wouldn't be so severe today with hundreds of employees and rescuers showing up to complain that Boks is a "snake oil salesman."
Maybe the Mayor wouldn't be putting out lies perpetrated by Ed Boks if Jim was on the ball, paying attention and awake.

Sure, L.A. shelter workers have petitioned for the ouster of Ed Boks as head of the city Department of Animal Services, but that doesn't mean Assemblyman Lloyd Levine, a Van Nuys lawmaker, is looking to fill the job.
So why do the rumors persist?
Levine has built a good reputation with many animal rights activists for his push for a law (which didn't pass) to require that most of California's dogs and cats be spayed or neutered. He also introduced a bill to ensure that zoo elephants walk an average of five miles a day. But Levine leaves office next month due to term limits, so he'd be free for the job.
Levine's on his honeymoon in Greece right now, having tied the knot last month with Edie Lambert, a Sacramento television news anchorwoman. Lambert, meanwhile, renewed her contract with KCRA-TV, an aide to Levine disclosed. All of which, which makes it unlikely that the newlywed legislator would take a job in Los Angeles while his wife is tied to her anchor desk in Sacramento.
And that's not a shaggy dog story.

Higby is so dumb that he can't even read the date on the youtube video. It was from a year ago. So you think it's okay to make fun of someone with a medical disorder? You're probably the same person who makes all those revolting "anonymous" obscene racial comments.
He looks like Higby.
I love the snoring sounds, bobbing head -- but the meeting sounds boring enough to put anyone to sleep. What was it about? Was anything lost by his taking a nap?
However I think those trying to excuse it as a sleeping disorder are off-base. If he can't stay awake, he shouldn't be assigned a job that requires him to. I just don't think it was a big deal here unless he's generally unable to perform his job of supervising Boks, which is a separate issue.
Look, if this guy is supposed to be in charge of Boks, and he's sleeping on the job, regardles of the cause, you can see what it resulted in.
Both the LA Times and the Daily News said that there were between 150 and 200 people there to complain about Boks.
You don't have to be as smart, sexy and accomplished as Sarah Palin to see that this man is responsible for that.
He is sleeping on the job. If you can't see it on your own, trust your Haikula.
Higby you should include this in your morning briefing report. Let the rest of the city see this before it's buried by other posts.
The only way to combat villaraigosa is by exposing the slackards and bag men he has doing his bidding.

Higby deleted post about Bickhart having a medical sleeping disorder so he wouldn't look like the jerk that he is. That is a two year old video.
Not only two years old, but Bickhart is ot a Deputy Mayor. He is not in charge of Boks, or anyone else.
He simply monitors meetings and reports upon them.

Jim Bickhart is the Deputy Mayor of Transportation and is "THE" point of contact between Boks and the Mayor's office.
It is no coincidence that he just happened to be sleeping in this meeting.
He slept in every meeting, and no one cares WHY he was sleeping. The man is a mess, with tomato sauce stains on his shirt.
He is asleep at the wheel and this week showed why the department of shelters or whatever you call it is in such disarray with a packed room of people calling for Ed Boks' ass.
Jim Bickhart is the man who should have alerted the mayor about this problem. He's a deputy mayor. Or associate mayor, or one of those things.
Deal with it. Bickhart is the guy who should have told the mayor or Jimmy Black'tard about the problems.
He's not a stand up guy. He is a lay down and go to sleep guy. Watch the freaking video. No one cares why he's sleeping. The media didn't show up en masse yesterday for no reason.

Is that the same Debbie Knaan that played up to ADLLA by having a strategy meeting for them at her home and was their legal observer at protests and lied to them about others to keep the attention off herself and stabbed Bickhart behind his back while kissing up to him in his front until she won the support of the animal community so she could get the AGM post, at which point she turned on the community and bribed the employees with certificates of appreciation and pizza while eating steak with the "higher ups" in front of them and is the other AGM Dr Rainey complained about at the Personnel meeting last Tuesday, and used the whole bunch of them to get the better job she wanted all along?
Is that the same Knaan?

None of this has anything to do with what happened at the meeting. Zine seemed to egg on the anti-Boks critics. Zine does not like Boks. Zine is always a loose canon these days and is mad that his paparazzi law isn't getting support. Rocky's office just told him it was a formula for class action lawsuits because the legit media would be barred from some of their "work" also. I don't like paparazzi or the media but Zine is a one-man band.
That he doesn't like Boks is neither here nor there. Like Zine, Boks lacks formal education and can't understand legal ramifications of orders he gives his staff, that does concern me. Boks' plan for the Hooters for Neuters tells me al I need to know about his judgment.
I may be too new, but what is hooters for neuters?

I called over there to the main city hall telephone number and they said he is an Associate Mayor. I hung up and called back and a different person said that he's a deputy mayor.
These sound like fairly random titles, wherein they're a deputy of one like thing, and a different title for some other subject.
Like CMs who chair some committees, but are members of others.
Regardless, the man was asleep meetings and should have gotten coffee if he was tired. but it was sounding like this isn't the first time this has happened. Whatever. It looks unacceptable to me so maybe less trying to excuse it is called for. That's what is so wrong with everyone in city hall nowadays.
This slob epitomizes everything wrong with city hall in 2008.
