Coliseum, Bitter Bernie and Shadow Governments

Boi from Troy counts up the votes with the coming decision required by the Coliseum Commission on the matter of the USC lease. In less that two days, this group of boobs which include Bitter Bernie, Zev Yarovslasky and Yvonne Burke could chase the Trojans to Pasadena.

Along with the LA Times, I continue my call for the Commission to vote themselves out of business and turn over management (not the pink slip for some of you dummies who don't get it) of the stadium to USC.

In other news, in light of the Commission's nonsense, the Former Fishwrap of Record takes a look at joint powers authorities (of which the Commission is one), a unique Frankenstein monster of governments that allows multiple jurisdictions to take control but avoid accountability to a single group of voters for various government or marginally government functions. The OLD GRAY HAG ON SPRING STREET however fails to note the most notorious and evil of JPAs, that shadow government known as the Mountains Recreation and Conservation Authority which consists of the Santa Monica Mountains Conservancy and various local agencies.

SACRAMENTO -- Politicians who use their campaign funds to buy gifts, dine and travel the world would have to prove those expenditures are related to governmental or political business under new rules proposed today by state political watchdogs.

The Fair Political Practices Commission also proposed requiring nonprofit groups that get involved in political campaigns to reveal their donors.

Together, the proposed reforms aim to better inform voters about who is bankrolling ballot measure campaigns and tighten vague laws under which some politicians, including Assembly Speaker Fabian Nunez (D-Los Angeles), have spent lavishly on travel, meals and gifts with explanations limited to "meetings" or "office expenses."

The FPPC will consider the proposals at a Dec. 13 meeting. Adoption will require a vote of the five-member commission, which was created by the Political Reform Act passed by voters in 1974. Under state law, most expenditures from a politician's campaign fund must be related to a legislative, political or governmental purpose. But politicians do not have to prove such a connection in the spending reports they file periodically to the secretary of State.

Under the new proposals, politicians would have to attach a memo to their spending reports that shows the nature and recipient of gifts, details about who partook of meals and how travel related to governmental or political purposes.

PEOPLE: This doesn't have to degenerate into a slam-fest on a certain Nuckelhead, but about what a VICTORY this is for all Californians.
