One person who was conspicuous by his absence was Mayor Villaraigosa. He was heading off on a trade mission south of the border. And there is no indication that immigration will be discussed with Mexican government officials during the Mayor's trip.
In other Villaraigosa related news the Mayor set tongues wagging at last weekend's state Democratic convention by his unusually low profile and his private meeting with his potential 2010 gubernatorial primary opponent, San Francisco Mayor Gavin Newsom.

The executive director of the Los Angeles Ethics Commission on Tuesday accused Mayor Antonio Villaraigosa of 31 violations of campaign finance and disclosure laws stemming from his 2003 campaign for the City Council.
If the Ethics Commission finds after a hearing that city rules were violated, Villaraigosa and his campaign could be fined up to $267,000, though commission officials are believed to be willing to settle the case for about $40,000 in penalties.
The vast majority of candidates settle alleged campaign finance violations without a public accusation being issued, but the mayor has decided to contest one of the allegations.... Pelham accused Villaraigosa and his campaign of accepting four contributions that exceeded the $500 limit for individuals by a total of $1,300, including excessive donations from theater chain owner Bruce Corwin and attorney Alan Rothenberg, a mayoral appointee as president of the city Airport Commission.
The mayor also is accused of failing to file copies of campaign literature with the commission in 23 instances, and failing to file a script of two automated telephone calls and one radio advertisement.
The largest ethics fine against an elected city official was $105,000. It was levied last year against former Councilman Martin Ludlow for receiving excess contributions and other violations.

Isn't that the campaign were Antonio put out mailers that the Mothers of East L.A. were illegally funding Nick's campaign? The lingerers were a mix of protesters and reporters. Some were reporters from established news organizations watching or recording what police were doing, and some were self-styled grassroots reporters -- protesters with cameras -- some of whom were both filming officers closely and yelling challenges at them.
While this was happening, a police helicopter close overhead emitted more dispersal orders

1.) Those that support and advocate illegal immigration...especially in light of the fact that there is legal methods of immigration available. The critical comments were made by Connie Rice, director of Advancement Project Los Angeles.
The organization, which was paid $593,000 to study the city's gang prevention and intervention programs, found in a recent report that they were ineffective, lacking focus and badly coordinated.
"We are about to make the same mistakes we identified in our report — inadequate funding, unstable funding," Rice told the City Council's Ad Hoc Committee on Gang Violence and Youth Development.
In a memo to the council, the Advancement Project said the mayor's plan had no definition of success for gang programs so that they could be evaluated, lacked clear benchmarks or performance standards and had "inadequate funds," 40% of which go to suppression programs.
