ALTERNATIVE DEVELOPMENT PLANS FOR SOUTHWEST MUSEUM (Plus, ZUMA DOGG PUBLIC INPUT THREAD FOR SUNDAY)

PUBLIC NOTICE:The Mt. Washington Local Issues Committee will be hearing the Furness Ave. development of 22 houses at the next meeting. Friends of the Southwest Museum Coalition, reported that the Coalition has engaged an architect on alternative plans for development at the Southwest Museum. (Really! That's great! I say build a casino! ZD loves casinos!)

In April 2001, Juan-Carlos Lacey, a former rep with Merrill Lynch, Pierce, Fenner & Smith, applied for a home loan through XYZ, a mortgage company. XYZ sent a verification of deposit (VOD) form to Lacey's firm to verify the current balance of Lacey's personal brokerage account, and the returned form indicated a $9,996.73 balance. The document was signed by “J Lacey” and contained the name and signature of “Assistant Administrative Manager [TM]” as the firm representative. As part of a random audit at XYZ, Lacey's firm received a request for verification of the VOD, but the firm determined it did not have an employee named TM and that the forwarded March account statement had 10 alterations designed to increase the actual balance of $996.73.

Now for the payoff: In January 2005, the NYSE censured Lacey and barred him for three years.

If you're wondering why Lacey received a limited bar, not a permanent sanction like Sung, you're not alone. Granted, the NYSE and the NASD are separate entities, and there are some important differences in the particulars of these cases. But the disparity in the intensity of the punishments is nonetheless striking. Both reps forged securities-related documents, and one is free to come back to the brokerage business in a few years while the other is banished forever.

These are hardly the only two examples of the regulators' inconsistency on matters of punishment.

Dear Landlord
Take the case of Alex Livak — a rep who prepared and submitted (or caused to be submitted) a letter to his landlord that contained a fabricated story as to why he could not pay his rent. The letter was written on his member firm's letterhead and was purportedly signed by the “Director of Security, NASD.” The individual who signed the letter was Livak's friend who, needless to say, had never been an employee of the NASD or of the member firm. In addition, Livak prepared and submitted a variable life insurance policy application to his member firm that contained false and inaccurate information.

In March 2005, pursuant to an AWC, Livak was fined $25,000 and suspended for two years in all capacities. That's right — two offenses net Livak a lighter slap than either Lacey or Sung.

Then there's Scott Steven Powell, who, without his wife's knowledge or consent, affixed her signature to a letter requesting the registration and taxpayer I.D. number of her securities account be changed. Powell effectively transferred control of the account from his wife to himself.

What was the punishment for this serious offense? At this point in our story, it should come as little surprise that the sentence does not fit the crime, or, at the very least, seems disconnected from other industry punishments for forgery.

In March, pursuant to an AWC, Powell was fined $20,000 and suspended for three months in all capacities.

Three months?

Perhaps the NASD and the NYSE need to get together and compare scorecards, because these numbers just aren't adding up

Working with the city representatives to innitiate the 'GRP' is my next project after completing the 'DISASTER PREPAREDNESS PLAN' for 5,000 neighbors as instructed by Huizar, to provide in the time of a crises(EARTHQUAKE). I do have my hands full, but easliy capable to produce these much needed services.
(WITH GREAT POWER COMES GREAT RESPONSIBILITY).

In the past decade of public participation we have already changed the social enviornment of my community, I express 'my' not by ownership but by recognition. If you call it 'Attention Whore' I guess you also take the position that Antonio is above and beyond my scope of social recognition. (say it to our face)

At this time I have a great smile on my face for the calls, and e-mails that many of you have expressed to my service to society. To have [(1) <~~~~ lonely number] 'hater' here is a pitty, but not my pitty, the pitty of the turning in the stomach of he/she that envies my good reputation.

With many years of growth that awaits this city, the residents in Rose Hills are proud that they have a role model neighbor that acts in their best interest. It is not about me, it's 'NEIGHBORS HELPING NEIGHBORS'.

Burnell St: A section of Mt Washington which was approved for development. It was being build into a park area. People were angry before the election March. A ZAP "Fly on the Wall" who heard a conversation, was asked, where that street was?

The ZAPPER found it. ZAP's friend said that the development had impinged on property that was dedicated for something else.

(An original cul de sac became a development.)

Though building has begun on “Dirt Burnell”, construction is limited to a single address, ***** Burnell Drive, which is the lot closest to the paved
intersection of Burnell Drive and Killarney Street and farthest from Elyria Canyon Park.

The first tangible signs that this development was going to have a severe negative impact on the neighborhood became evident in early January when a large crane parked on the dirt path and began to excavate the site from the unpaved street.

This crane was being operated in a reckless man-
ner,coming dangerously close to power lines.

Additionally, the crane was parked in such a manner that local residents were unable to use the unpaved road to hike into Elyria Canyon Park, a common recreational activity for residents.

At this point, residents began to seek advice from the Council Office for clarification on whether vehicles should be permitted to park on this unpaved road during construction. There is no parking anytime on either side of the street on the block of Burnell Drive leading to the unpaved
portion. Parking vehicles on the un-paved portion of the street will impact pedestrian traffic and possibly result in problems with emergency vehicle access should a fire erupt in Elyria Canyon Park.

Paul Habib in CD 14 Council Office did a site visit and requested that parking control begin to patrol the area to ensure that parking regulations were being followed.

The situation with construction vehicles only escalated on the morning of January 30, a Tuesday and trash collection day, when a cement mixer began to block the intersection.

This cement mixer not only impeded traffic flow, but it also prevented the trash collection truck from being able to reach the trash receptacles.

One truck was a problem, but soon a second cement truck arrived blocking even more
traffic early in the morning when residents needed to get to work.

Two trucks was bad, but a third cement truck
arrived a formed a queue on Burnell Drive in a clearly marked no parking zone.

For nearly 15 minutes, two trucks parked side-by-side preventing any vehicles from passing. Phone calls and emails to the Council Office resulted in Paul Habib quickly responding and contacting parking control.

Sadly, three parking control officers arrived just as the final cement truck departed after about three hours of impacting traffic flow.

Sergeant Barbara Hartsfield of parking control instructed two other officers to patrol the area on a regular basis.

She determined that parking was problematic on “Dirt Burnell” and residents are still awaiting a conclusion from the city regarding a request to formally post “No Parking” signs on the unpaved portion of the street.

The sergeant also advised residents to call a special number if any further problems developed.

Periods of marginal activity on the site continued with small crews and pick-up trucks, but no large vehicles.

On Monday afternoon, February 12, residents were once again made aware of problems with this ill-conceived development.

Two industrial tow trucks were at the scene, blocking the intersection, because a flatbed truck delivering construction materials to the site slid off the dirt road and stopped short of plunging down the steep embankment to Bridgeport Drive below.

It took several hours for the drivers from U.S. Tow to free the delivery truck from its precarious position.

Residents in the area understand that this is just the beginning of a long construction period with the potential for considerable negative impact and possibly serious accidents.

At the January meeting of the Mt. Washington Homeowners Alliance, the members voted
to fund $1500 toward legal council regarding “Dirt Burnell” in the hopes of preventing the other lots from being developed and possibly stopping the
current construction.

“Dirt Burnell” is a textbook example of the need for strict standards regarding cumulative impact
in the hillside communities of Los Angeles. The residents have also agreed to raise additional money toward legal council and hope that this will also send a message to all unscrupulous specula-
tion developers in the area.

Well done, lad. But it's not a cul-de-sac. It's dedicated parkland being developed. Go back to your Zapper and ask about the three neighbourhood councils who wrote to a certain CM and cc'd his two pals requesting a STOP to the development. And then take a look at the building permits for all 6 or so of the houses. See anything interesting? Perhaps the name of a developer who donated to certain CM's campaigns? Something made three CM's look the other way when building permits were fraudulently issued, savvy? Was it that same something that got Old Man Johnson all riled up?

Yes Anthony Manzano may want alot of attention, but he is doing something. We are getting streets paved, park improvements, stop signs put up, and you seen what we all did for 'Big Sunday'. We are looking foward to the future for more things like this to happen. Me, Myself, I have lived in Rose Hills since 1974 and I can tell you for a fact we have been left behind.

With Mr. Manzano's efforts we are slowly but surely helping out the community. It is not just Mr. Manzano, it is the community that wants these things, he is assitting. Instead of hating for what he does for his community, maybe you should do something for your community, we should all do something for our community like Mr. Manzano. The MAYOR said, with a little effort we can all make a change for the better.

I think it is great what he is doing, thats why I am getting involved to others in need of help. Hey anony'mouse' a LIAR starts with not identifying yourself, what are you doing besides putting people down that are trying to make a difference.

Obviously the defeated do nothing is on a downward spiral of degeneration. Have mercy. Be compassionate and empathatic. I think this person has a family. His obsessive posting of "zuma is gay", 24/7, is more of a warning sign to those who care about him, than a commentary on my content.

As you can see, I let him have his moment of glory, cause it relives some of his stress...but don't get sucked in, because it only takes time away from the ACTUAL WORK that you are doing in the community.
