MAYOR NAMES THARP AND KIM TO HEAD DONE
Mayor Villaraigosa today took the unusual step of announcing not just his nominee to be the new general manager of the Department of Neighborhood Empowerment, but the new assistant general manager as well.The mayor selected Dr. Carol Baker Tharp to head the department, and Bong Hwan Kim as her assistant, starting March 12.
For 12 years, Tharp was executive director of Coro, one of the oldest and most prestigious leadership education organizations in the United States. Currently, she serves as the deputy director of the Civic Engagement Initiative at the University of Southern California. Kim is the executive director of the Pasadena Neighborhood Housing Services, and was recently appointed by Mayor Villaraigosa to serve on the Neighborhood Council Review Commission. Prior to this he was the executive director of the Multi-cultural Collaborative and the Korean Youth and Community Center in Los Angeles.
The mayor said that Tharp and Kim were his top two choices, as they were of those who served on the interview panels, which included members of Neighborhood Councils. Tharp said it was time to turn the emphasis from process and toward the nurturing of the Neighborhood Councils, and toward helping to fulfill the empowerment vision.
One of her first projects will be to start a “listening tour” of Neighborhood Councils.

Being a Coro graduate myself, I think Carol could be an excellent choice. My only hope is the Mayor gives her the room to operate. The Coro program is an excellent one. Thought it has tentacles in the liberal pro-government circles this old dead Republican mayor detests, it has maintained a degree of independence and quality in its programming.

The first thing on the the list of the leftie coro nominee of dung, is to visit the neighborhood councils. What an innovative idea. Next this leader will propose a study. How impressive, that the city is paying over 100K + car, gas, staff, office, telephone, benefits, Etc. Finally her relationship with Antonio has paid off, she didn't make squat at coro. Se say puede.

what great qualifications this appointment has. she lives in pasadena, is on an obscure committee that meets quaterly at S.C. And answered the phones at the Core Leadership Institute, and also is a supporter of the elks club. Shee..it, we got ourselves a real deal here, i'm so excited.

The city should have an arms length relationship with the n.c.'s, As it is now, the whole n.c. system is a train wreck, because of the city. they should have sent staff out to assist with installing the phones, and should have been helpful in outreach - rather than witholding postage and other office supplies. NO ONE SHOULD WORK FOR FREE. The N.C. concept is flawed according to a recent mayor's office study that was commissioned to Rand Corp.
