Argument Against Measure L
The City Council has put forward a little known ballot measure that is part of the effort of Mayor Villaraigosa to continue to take control of the LA Unified School District. Measure L, sneaked through the City Council without notifying Neighborhood Councils or other stakeholders, not only helps the Mayor and his cronies like Monica Garcia and Tamar Galatzan to take over the district, its just overall bad law (See analysis by David Hernandez here).Because of the shady way this measure was put through, no opposing argument was submitted.
Therefore as a service to the community, we present Zuma Dogg - Public Advocate of the Community - who gives the official Argument Against Measure L.
ARGUMENT AGAINST MEASURE L
First of all, (Ronald Reagan voice): "Here we go again." It was bad enough when the intentionally duciplitous City Council tried to bamboozle TWO items on a ballot measure.
Well, greedy is as greedy does. Now they are going for three items to be put to one lever pull this voting season. What if you want to vote for campaign reform, but not the term limit part. Once again, according to LA City Council and the mayor, you can't.
Huizar and the mayor (who put Lil Weezy up to this) are claiming, the school board should live by the same rules as City Council, regarding campaign financing, they forget to tell the voters this: City Council gets matching funds, LAUSD school board members, DON'T GET MATCHING FUNDS. (And the incumbents don't get the mayor's privately financed backing.
(And it is alleged and reported that at least some of this private money comes from real estate interests with big construction projects pending mayoral approval.) In other words, this measure L DOESN'T treat the school board the same as Council, as they are falsely and intentionally decievingly purpotrating.
Something else: The reccommendation for this measure was to make LAUSD boardmember
a "full time" position, so as to be able to attract the highest level of talent. HOWEVER, as is ALWAYS the case with Mayor Antoinio Villariagrosa and LA City Council, you never get what
you think you are getting. Because all they do here, is ask for one of those red tape "studies" of the issue of making boardmember a full time postition.
Bottom line, LAUSD is here to say, Villaraigrosa...if you want to pull the plug on the LAUSD school board, why don't you just say so.

Huh..huh...huh...Here's something even way more important:
LAUSD is a state agency. Up till now, City Council cannot insert their authority for monetary issues regarding LAUSD. But now, they are entering the arena of "contribution limits and disclosure requirements; enforcement of campaign finance rules and compensation review" (in addition to imposing term limits on the state agency). ZD has said from day one, "when City Council doesn't like what they get from the state, they just pass their own local law, over state law." (But, that's unconstitutional.) So CC trying to take another inch, if they can get away with it.

Back in the late 90's there was a movement to reform the charter.
Julie Korenstein was always there advocating that the City Charter be changed to pay school board members more. The City Charter is in charge of the election/term limits and pay of school board members. They are all dictated by the same section in the charter -- because the single subject according to the charter is LAUSD -- all 3 smaller subsequent items are within the scope of the single issue rule.
But because David Hernandez has never seen an issue that he can't get free press from he has decided yo oppose this issue.
As with all ballot measures the process to oppose the ballot measure was given the same public window as always -- but Zuma why don't you ask your friend's at the LAUSD - now that you've endorsed Jon Lauritzen why the district couldn't muster an opposition position?
Because their lawyers gave them the wrong date to file an opposition!!
The LAUSD lawyers are so dumb they might as well be LAUSD drop-outs.

Not a thing was said. ok...i'll call lausd lawyers and yell at them. meanwhile, should i endorse a no-experience mayoral tentacle whose #1 claim to fame is that she is a mom, because the lawyers f-ed up? the mayor's lawyers f*cked up when they said that AB 1381 was lawful. Nucklhead Nunez and Viagraosa f*cked up when LAUSD lost out on the yearly allotment of State school money cause of "AB 1381 conflict". But everyone knows when ZD is hitting too close to home cause that's when the same two people start complaining about ZD for every reason in the book, except what i have to say on the issue.

Zuma I hope you go after this bullshit today at public comment. Now stay calm and relax and give your good argument. And to the anon who made negative comments about David is a whiner. David Hernandez has done more to bring forward major issues and has been successful speaking out for the people. AT least he has the guts to get out there instead of sitting on his ass whining like you.
That was pretty dumb of the LAUSD lawyers. And I have always advocated school board members earning more. But at this time we need from the current board and the Mayor some real ideas to be discussed and agreed upon before any implementation. The whole thing is becoming a mess and the Mayor is responsible for this.
Why didn't Huizar propose this when he was President of the LAUSD?

I think you might find that CTA spells Certainly Taking Advantage.

The Mr. KABC program will no longer be broadcast on TalkRadio 790 KABC. KABC Radio and Marc Germain (a.k.a. Mr. KABC ) were unable to come to terms on a new contract despite on-going efforts on both sides to do so. KABC Radio is grateful to Mr. KABC for his years of service and to his listeners for their support. Changes like this are never easy. KABC Radio thanks Mr. KABC and wishes him well.
Found out what the issue was. Not money. KABC wanted to add another hour of Mark Levin and run Mr. K at 11pm – 2am. He said no, he doesn’t want to work that late cause of his kids. If he gets home at 3 in the morning, it makes it hard for him to take them to school.
ZD says, the addition of an additional hour of mark levin is all about corporate string pulling back in New York. They need the extra hour to rake in more national syndication dollars. What do they care if they tank the station and rob the community of one of the greatest public services in the city -- the mr. kabc show -- local -- not some national nutcase, no one feels like hearing at that time of the evening. But again, I'm sure the local manangement is not happy about this either, cause they have bonus payments tied to the ratings (of which Mr. KABC is #1 in the entire market for his slot -- AM or FM). Hopefully, they can stand up to national and get Mr. K back on the air before he ends up at Clear Channel.

Zuma you are absolutely right. Mark Levin - though a brilliant constitutional attorney who would make even Shelly Sloan cry - is a boring ass show. How many times can you listen to "Get off the phone you scumbag liberal" yelled by a guy who sounds like Joe Pesci? Levin is a spin-off of Sean Hannity, an alleged conservative who would follow George W. Bush off a cliff if he told him to.
So much for KABC's all night live local programming. See if Mr. K's ratings had been in the toilet okay fine, KABC would be in the right do this. But you can't really do a whole lot better than Mr. K was doing in his timeslot. He was beating the news and talk stations, pop, hip hop, oldies, top 40, R&B AND even all the Spanish stations.
I expect the return of Mr. KFI. Outside of Doug M. and Kevin James, KFI has done excellent local based programming.

Zuma excellent public comment today on "living wage" although clowncil is trying to hide it as something else. Great argument. And Eric was WRONG when he said he didn't give Eli Broad extra time. He did. Eric stated that Eli Broad was asked to go to clowncil to speak on Grand Ave. issue. If that was the case then why wasn't he sitting at the table instead of the podium. Glad to see Bonaventure lawyer stating they are filing a lawsuit against the Grand Ave. project. Once again clowncil being sued because of their stupidty.
When is Jose Huizar going to learn that the people who vote are LEGAL residents. Clowncil are consistently supporting anything to do with ILLEGALS.

Got a chance to see a lot of today's council meeting live on cable. It makes one ill to see how self-absorbed most if not all of these politicians are. They bent over backwards for Eli Broad, let him run another 2 mins. and then they have so many in the entourage come up and spout more statements glorifying the developers with the clock off. The supporters loaded up the council chambers and made a rally-like environment to help them slap each other's back. The idea that they are helping rich people become richer at taxpayer risk and expense in passing over public land to them, with percs, seems to escape most of these worshippers.
I agree with the statement seen on this blog that the purpose of government is not to generate maximum tax revenues. That really is the carrot waved by the developers in front of our council members. As for the poor people and union folks- they would take anything that helps their goals, the source of financing the deal for this project matters not one bit to them- the unions get workers their jobs, and the poor employees have more toilets to clean with a little more money, perpetuating exploitation of their group for the corporate good, along with making them feel economically improved. (Changing to better paying jobs by getting educated, that's never voiced nor considered by the workers, I suspect.)
The existing hotels are really getting shafted by having the city and county effectively prop up a lot of competition and providing a huge economic advantage on the tax situation.
The part where council person Gruel (?) ranted about being ashamed of the businessmen for opposing the wage boost orders, and then the request, sounding more like a threat against the opponents, not to sue to change this was just TOO Much. She already places blame in advance for legal costs for such legal challenges on the challengers, without any idea that maybe the Council is FULL OF IT in any part.
ZD is on his job and noticed most all of the B.S. going on and brought it up. Garcetti must be SO glad that there is a Van Nuys connection he can just cut when he feels like it.
That was the most lively part of the proceedings, and always generated audience reactions from the camera shots I saw- a lot better than the double talk going on.
Greig Smith actually looked like a watchdog for the taxpayer's interest (or maybe just the business interest) and his "bait-and-switch" charges angered the council proponents of the measure. Huizar gave another example of his power packed demonstation of inquiry of the financial officer and the security of the deal- Yeah, about as powerful as Pablum. He should have sat that out, but this is another opportunity for a campaign position to be shown, I suppose.
[My CD-14 rep. is just too smug and takes us for granted. I really now just see any change as good. The developers must feel he is worth there campaign assistance. Otherwise they would have to try to re-prime the pumps with the successor. That was the benefit of moving from Villaraigosa to Huizar; it was still all in-house.]
