City Council's Charter Amendment for LAUSD

Well, isn't that special? ZD was just informed that Los Angeles City Council wants to make an LAUSD Charter Amendment, but, for some reason the Ballot Simplification Committee audio broadcast over the phone was squelched with the pull of a plug and the meeting wasn't recorded, on purpose, I'm told. So ZD and his team of Inspector Generals couldn't hear what was going on. (I think the Brown Act was on vacation that day.) Well here's what went on behind the imposed public blackout: Term limits and campaign finance reform for LAUSD.

FILE NO. SUBJECT (1) Establishing Campaign Finance Regulations and Enforcement, Term Limits, and a Compensation Review Committee for the Los Angeles Unified School District Board. Charter Amendment L. 07-1100-S5 B. (March 6th election)

Sec. 2. ESTABLISHING CAMPAIGN FiNANCE REGULATIONS AND ENFORCEMENT, TERM LIMITS, AND A COMPENSATION REVIEW COMMITTEE FOR THE LOS ANGELES UNIFIED SCHOOL DISTRICT BOARD. CHARTER AMENDMENT Shall the City of Los Angeles Charter be amended to establish: contribution limits and additional disclosure requirements for School Board campaigns; local enforcement of School District campaign finance rules; campaign finance training for School Board candidates; term limits of three terms (twelve years) for School Board members; and a School Board compensation review committee?

HERE'S THE PROBLEM: LAUSD is a state agency. Up till now, City Council cannot insert their authority for monetary issues regarding LAUSD. But now, they are entering the arena of "contribution limits and disclosure requirements; enforcement of campaign finance rules and compensation review" (in addition to imposing term limits on the state agency). ZD has said from day one, "when City Council doesn't like what they get from the state, they just pass their own local law, over state law." (But, that's unconstitutional.) So CC trying to take another inch, if they can get away with it.

Meanwhile, here's something else interesting. LAUSD boardmember has always been a "part-time" position. Now, as the Superintendant takes control of all contracts, budgets and spending (including construction) -- therefore basically neutering the school board, leaving them with the only responsibility of negotiating with the unions and writing school policy -- they are being turned into full time positions. (And union negatiations and writingschool policy isn't an eight hour day, five days a week, fifty weeks a years.) More money, less responsibility? What's going on here? A lot more to come.

I heard the City Controler didn't do an audit of DWP because there was a couple of CM's whose family members are involved in projects that sell DWP bogus goods for really high prices. In other words they are assisting family members in ripping off the city through inflated contacts.

Just ask a certain CM whose wife is involved in a corporation selling goods to DPW.

You should be ashamed to represent a portion of the SFV.

On a side note: If he used a DWP nail it came at a cost of about a buck ten for that single rusty nail.

That hammer 11:33 was using over there at city hall cost LA about $85. And worse yet it was purchased at Wal*Mart for $ 1.99.

Ask that guy who'se running against Cardenas and he'll tell you all about how he lined his pockets from corporate selling of goods to the DWP, BOE, DPW, City Hall. Oh heck just ask the incumbent he helped the guy.

Anyone who hasn't figured out that this AB1381 is all about the money must be in a camatose state. It's good for all the friends of councilmembers...so hurry up get off your a-- and go file your business licenses because the money's about to start flowing in LA.

Anon, the deadline for having enough signatures has come and gone, and already my crew tells me that some people didn't make the ballot. 'Tis a sad shame, it is. Especially when one is held hostage by the insecurities of another (or others) all in the name of power and kept down.

There was one candidate who piqued my interest and that was Scott M. Folsom, running for School Board. Me mum signed his petition. Mr. Folsom, bless his heart, decided to withdraw at the 11th hour citing a lack of support. That seems to be the mantra for the day, savvy?

Having "selected" candidates run is a far more serious offense than those candidates (who are the best that money can buy) that take office on the coat-tails of special interests. Takes all the fun out of voting, doesn't it?

(sighs) If I were the king and this were my kingdom, I would feel rather uneasy right about now. Asking to put an amendment to the charter to a vote of the people is like asking to be run through with a scabbard. Prop R hasn't been forgotten, if you will, and the pot has already been stirred with a paddle that resembles a twin screw. While a watched pot may not boil, it's the still water that runs deep, savvy?

Yes, I would feel a bit uneasy as the king always has a feather in his cap, but usually ends up with an arrow up 'is arse. One small thing to be thankful for, at least this is not Crimea and there are no Tartars lurking about. A Tartar calling card on the City Hall gates would not compliment the Christmas tree, now would it?
