City Council's Charter Amendment for LAUSD
Well, isn't that special? ZD was just informed that Los Angeles City Council wants to make an LAUSD Charter Amendment, but, for some reason the Ballot Simplification Committee audio broadcast over the phone was squelched with the pull of a plug and the meeting wasn't recorded, on purpose, I'm told. So ZD and his team of Inspector Generals couldn't hear what was going on. (I think the Brown Act was on vacation that day.) Well here's what went on behind the imposed public blackout: Term limits and campaign finance reform for LAUSD.
FILE NO. SUBJECT (1) Establishing Campaign Finance Regulations and Enforcement, Term Limits, and a Compensation Review Committee for the Los Angeles Unified School District Board. Charter Amendment L. 07-1100-S5 B. (March 6th election)
Sec. 2. ESTABLISHING CAMPAIGN FiNANCE REGULATIONS AND ENFORCEMENT, TERM LIMITS, AND A COMPENSATION REVIEW COMMITTEE FOR THE LOS ANGELES UNIFIED SCHOOL DISTRICT BOARD. CHARTER AMENDMENT Shall the City of Los Angeles Charter be amended to establish: contribution limits and additional disclosure requirements for School Board campaigns; local enforcement of School District campaign finance rules; campaign finance training for School Board candidates; term limits of three terms (twelve years) for School Board members; and a School Board compensation review committee?
HERE'S THE PROBLEM: LAUSD is a state agency. Up till now, City Council cannot insert their authority for monetary issues regarding LAUSD. But now, they are entering the arena of "contribution limits and disclosure requirements; enforcement of campaign finance rules and compensation review" (in addition to imposing term limits on the state agency). ZD has said from day one, "when City Council doesn't like what they get from the state, they just pass their own local law, over state law." (But, that's unconstitutional.) So CC trying to take another inch, if they can get away with it.
Meanwhile, here's something else interesting. LAUSD boardmember has always been a "part-time" position. Now, as the Superintendant takes control of all contracts, budgets and spending (including construction) -- therefore basically neutering the school board, leaving them with the only responsibility of negotiating with the unions and writing school policy -- they are being turned into full time positions. (And union negatiations and writingschool policy isn't an eight hour day, five days a week, fifty weeks a years.) More money, less responsibility? What's going on here? A lot more to come.

I heard the City Controler didn't do an audit of DWP because there was a couple of CM's whose family members are involved in projects that sell DWP bogus goods for really high prices. In other words they are assisting family members in ripping off the city through inflated contacts.
Just ask a certain CM whose wife is involved in a corporation selling goods to DPW.
You should be ashamed to represent a portion of the SFV.

Are you saying that person used his position on the old Commerce, Energy, and Natural Resources for personal gain?

No wonder the LAUSD tried to get the Admiral Mayor V was out of town. I can't blame them.
How is it that when the police, fire, and DWP has problems, we move on to the LAUSD?

7:48am You need to be punished by your mommy. How juvenile!!! Zuma has posted some very good info lately. The papers are saying Antonio will do everything to try and get "his" candidates on the school board come March elections. I agree with Zuma that our tax dollars are being spent by Antonio's staff like Robin Kramer and AV's attorney working on the LAUSD issue.

A judge has recommended $7,000 in fines against Regency Outdoor Advertising Inc. for violating disclosure rules involved when it provided 188 billboards in 2001 to support candidates including City Atty. Rocky Delgadillo and former Mayor James K. Hahn, according to documents released Wednesday.

7:56, your right. He is trying to get control of the board. AV manipulates Huizar who in turn "directs" Monica, the simpleton, and they do as AV says. AV will push his candidates so he can use his almighty power or as he so righteously refers to it, "his bully pulpit" to get what he wants.
And what is that?
Look no further than 11:33 pm's posting. He hit the nail on the head.
On a side note: If he used a DWP nail it came at a cost of about a buck ten for that single rusty nail.
That hammer 11:33 was using over there at city hall cost LA about $85. And worse yet it was purchased at Wal*Mart for $ 1.99.
Ask that guy who'se running against Cardenas and he'll tell you all about how he lined his pockets from corporate selling of goods to the DWP, BOE, DPW, City Hall. Oh heck just ask the incumbent he helped the guy.
Anyone who hasn't figured out that this AB1381 is all about the money must be in a camatose state. It's good for all the friends of councilmembers...so hurry up get off your a-- and go file your business licenses because the money's about to start flowing in LA.

Good morning ladies and gentlemen (takes sip of coffee and checks fishing line):
Such a pleasant day in the marina. The pirate's life is a good one, especially when the fish are biting.
Anon, the deadline for having enough signatures has come and gone, and already my crew tells me that some people didn't make the ballot. 'Tis a sad shame, it is. Especially when one is held hostage by the insecurities of another (or others) all in the name of power and kept down.
There was one candidate who piqued my interest and that was Scott M. Folsom, running for School Board. Me mum signed his petition. Mr. Folsom, bless his heart, decided to withdraw at the 11th hour citing a lack of support. That seems to be the mantra for the day, savvy?
Having "selected" candidates run is a far more serious offense than those candidates (who are the best that money can buy) that take office on the coat-tails of special interests. Takes all the fun out of voting, doesn't it?
(sighs) If I were the king and this were my kingdom, I would feel rather uneasy right about now. Asking to put an amendment to the charter to a vote of the people is like asking to be run through with a scabbard. Prop R hasn't been forgotten, if you will, and the pot has already been stirred with a paddle that resembles a twin screw. While a watched pot may not boil, it's the still water that runs deep, savvy?
Yes, I would feel a bit uneasy as the king always has a feather in his cap, but usually ends up with an arrow up 'is arse. One small thing to be thankful for, at least this is not Crimea and there are no Tartars lurking about. A Tartar calling card on the City Hall gates would not compliment the Christmas tree, now would it?
Enough of Tartars for one day. There's plenty of work to be done, for tonight we get sauced. Lord Chapman and Sir Red Spot, the first glass of nog shall be in your honor. Oh, and Zuma lad. Whilst you do not know it now, you have managed to start a small bit of snow rolling down hill, Methinks even the most competent of swooshers cannot outrun this one.
And finally, my hat off to those who fell short of the mark and failed to qualify for the March ballot. Your efforts were brave and braw, and each of you deserve recognition for an honest effort and fair fight. Bravo!

12 million suburbanites live in poverty
By STEPHEN OHLEMACHER, Associated Press Writer
Thu Dec 7, 12:38 AM ET
WASHINGTON - As Americans flee the cities for the suburbs, many are failing to leave poverty behind.
The suburban poor outnumbered their inner-city counterparts for the first time last year, with more than 12 million suburban residents living in poverty, according to a study of the nation's 100 largest metropolitan areas released Thursday.
"Economies are regional now," said Alan Berube, who co-wrote the report for the Brookings Institution, a Washington think tank. "Where you see increases in city poverty, in almost every metropolitan area, you also see increases in suburban poverty."

Well finally a good disision on AV's part to support Yolie Flores Aguilar. However, Yolie is no Monica Garcia(all fat and no spine). Ms. Flores is a lean mean fightin machine. She'll do what's right for the children and parents not what AV wants.

IMPROPER DONATIONS MAY BRING SANCTIONS
Commission is set to weigh next week whether to issue infractions to several contributors to L.A. mayor's 2003 council campaign.
By Dan Laidman
Copley News Service
The president of the airport commission is among several political donors facing low-level sanctions by Los Angeles' Ethics Commission next week for making improper contributions to Mayor Antonio Villaraigosa's 2003 campaign for the City Council, according to documents released Wednesday.
The Ethics Commission will decide Tuesday whether to issue an infraction against Alan Rothenberg for donating $750 to Villaraigosa's campaign, in excess of the $500 limit. The panel will weigh similar punishments for donors Daisy Ma, Bruce Corwin of Metropolitan Theatres, and the firms United Crane Services Inc. and Unite Steel Industries Inc.

Captain Jack Sparrow,
You say, "Oh, and Zuma lad. Whilst you do not know it now, you have managed to start a small bit of snow rolling down hill, Methinks even the most competent of swooshers cannot outrun this one."
What's the small bit of snow I started rolling that they cannot out run. Maybe I can shovel some more snow...cause there's always more....
Anonymous said:
Good afternoon (puts hand on forehead, looks at Zuma Dogg and rolls eyes):
First there is sun
then there is cold.
Rain comes next
that turns to snow.
And the ball begins to roll
if you'll only push it.
The small bit on your shovel tip
is snow that came in summer
and went by the by
in the warm fall heat
because someone pushed it.
Then came the like of R and DWP
meaning more taxes for you and me
as someone smiles so greedily
all because they pushed it.
Now the bell begins to toll
and deep inside the mole snug hole
a gopher gasser hence was thrown
all because you pushed it.
The answer lies in Section 2
which is only R redux
and benefits neither me nor you
but those who like to push it.
So take your shovel, its beacon bright
and dig up that hole with all your might
and you shall find the roaches tight
afraid that you might push it.
In other words, there's more to the school board race than meets the eye. Like the teacher says, do the research. The answers are there, but you have to find them savvy?

Well, that SOMEBODY finds me entertaining is flattering, but that I am truly hilarious is a medal of the realm that I shall wear upon my vest with pride. However all due credit must be given to the bard, as it is his turn to be the Captain For The Day. Methinks it would be equally entertaining to pit our bard against any gansta rappa whose 5 word vocabulary consists of words all associated with coitus and bodily functions, savvy?
Sirrah, no offense taken in your kind request; pirates merely find the booty. They do not give it away. As for sharing, let the dogg dig up what he will for he is, if you will, a dogg with a fine nose for truffles.
Unless of course, you want a gift that requires future giving. Those are found in the goodie baskets with only the finest cheeses and sausages, savvy?
