City Controller Laura Chick will address the Los Angeles City Council's Audits and Governmental Efficiency Committee regarding her audit of cable franchise agreements. Chick's audit found that the City's cable pact's were 18 years old, expired, and operating on a year to year basis, City Hall, Room 1060.

10:00 AM -- State Insurance Commissioner John Garamendi will hold a news conference to announce the largest fine in the history of the Department of Insurance, to be levied against a firm whose practices included improper claims denials and benefit terminations of individuals with brain damage, spinal cord injuries, heart disease, AIDS and other disabilities, contact says. What happened at city hall today? We heard some staff members screaming at each other over a letter. It was scary. How could these latinos get so angry, some might have knives, I don't think I can work in this setting.
