What is Antonio about easing tensions on South LA in wake of the killing of two black men by a Latino store owner LAST WEEK? See story in today's LA Times by Sam Quinones in which the Mayor has yet to issue a comment.

My sense of AV is that anytime there is a tough issue, he deflects attention by doing a photo op (e.g., taking over LAUSD, this shooting etc.).

I'd rather have a mayor of substance.

Antonio won't take a stand on the Black/Latino issue in South LA because he lacks leadership and is a whuss. He didn't take a stand on the DWP pay hike either. People in this city are beginning to realize we have a "do nothing mayor." It's all about Antonio. I'm looking forward to his made up accomplishments for his 1st 100 days.

Villaraigosa ran a fantastic campaign. He is a good role model. Many of you who disagree might have a self esteem problem, or other.

To all campaign staff volunteers for all candidates. It is undemocratic when I drive by the area (CD14) and observe grown men tearing up the opponents sign. You may want to consider telling all your staff and volunteers it only takes a person to catch it on film and make good news out of it. Don't get caught up in the little stuff, go work for your candidate of choice and make them a winner.

I guess that AV thinks that the City Council works for him....

"Dear Council Staff, Directors and General Managers:

I hope all is well with you. As Deputy Mayor for Neighborhood and Community Services I would like to personally thank you for your department’s time and effort responding to the constituent service requests that have been coming from our office. It is on this note that I am writing to you today.

When I came to the Mayor’s Office in July I hired Jacob Motta to be Director of Constituent Services. I tasked him with developing a referral plan for constituent service requests that come to our office. Jacob has been working with City Council offices and other city departments to do this. Of course, we see 3-1-1 as the first line of response followed by the Council offices as the second line of response on all constituent service requests. However, the expectations that some members of the public have about this Mayor have led to large numbers of requests getting to us as well.

Until now, Jacob and our other staff in the area offices have relied on their prior departmental relationships to refer constituent service requests that came to the Mayor’s office. What I am asking now is that you officially assign a department liaison and a back-up designee to whom we can refer these requests. It may be the person or persons with whom we are already working, but I would like that assignment to be made officially. Over the course of the next several days I am asking Jacob to meet with you, your chosen representative, or the designated liaison by phone or in person so that we can establish our network of liaisons to streamline our constituent service needs. I have set a goal for Jacob to complete the meetings and phone calls by mid-October.

I am also asking that during the course of your meeting, a method be devised so that your liaison will be able to report to Jacob on a monthly basis the status of the constituent requests your department has received from my staff, which ones are pending, and which ones are closed. We have some ideas on how this system might operate.

I look forward to working with you in the future, and thank you sincerely for your time. Please feel free to contact me or Jacob 213-922-9787 if you would like to discuss these items in greater detail.

Larry Frank
Deputy Mayor for Neighborhood and Community Services"

The Garza story on Villaraigosa
(partial text)

"The idea of not having the full skinny on the city's income was a factor for Pacoima Neighborhood Council President Edwin Ramirez. He liked that Villaraigosa started his process earlier than Hahn did, and feels like the mayor is asking for real advice, not just reaching out to make nice with the community.

However, it's hard to make tough choices without knowing what the financial consequences are.

"I'm not saying it's bad," Ramirez said. "But the truth is, to make a better, more educated recommendation we really need to understand what the funding sources are."

"Carnegie Learning announced today that it has been awarded a three-year, multi-million dollar contract by the Los Angeles Unified School District (LAUSD) to provide algebra readiness and Algebra I curricula to more than 25,000 middle and high school students. The LAUSD Board of Education approved the purchase last week and deployments will begin immediately in several schools with remaining implementations scheduled for January 2006."

Price tag climbs, again

Bids are in for resurrecting the Belmont Learning Center, the school atop the leaky oil field and earthquake fault that's already cost $300 million. The lowest bid is $30 million over what the Los Angeles Unified School District had budgeted.
Amazingly, LAUSD Superintendent Roy Romer still wants to proceed with his single-minded effort to salvage this star-crossed project, even though it should be obvious that the district will have massive liability if anything ever goes wrong at what he's perversely renamed "Vista Hermosa," or beautiful view.

But for a more practical perspective, there's school board member David Tokofsky: "I think it might be better to turn the whole thing into a parking lot and make some money out of it."

Understaffing has crippled efforts by Los Angeles Unified's investigations office to find and stop fraudulent activities and determine whether the district is operating effectively, the new inspector general said Thursday.
With 52 auditors and investigators overseeing the business and activities of the nation's second-largest school district, the office in charge of improving effectiveness and detecting and preventing waste, fraud and abuse has been able to monitor just 3 percent of the contracts awarded.

Antonio bowing down Re: "A new day at LAX" (Editorial, Sept. 28):

Saying that Mayor Villaraigosa is standing up to the contractors and unions is flat-out misleading. In fact, it's the opposite: He's generously bowing down to these guys, more so then the former mayor.

When the DWP workers demanded a 16 percent to 30 percent pay raise this past week, or with opportunities such as BFI and the Valley landfill, or Sen. Romero's bill giving him the power to improve schools, what was our mayor's response? Nothing. All you heard was crickets chirping. He's done and said absolutely nothing on issues of "pay-to-play." In fact, he's giving those unions a generous "thank you" for giving him the contributions needed to beat Hahn in a landslide.

Ok, guy (or gal) streamlining constiuent request which is most of the work filed staffers do, is an efficient use of tax dollars. Most consituents and voters alike believe that government doesn't work, i believe its a breath of fresh air that the new mayor is implementing a process by which taxpayer funded staffers of every level of government will be help accountable for taxpayer requests.

If you have a problem with this, you must like wasteful government.

To: Anon October 05, 2005 9:48 AM

To: Anon October 05, 2005 10:07 AM

The Mayor should be held accountable for the schools, but until there a is consensus plan in place taking a position on a stupid (unconstitutional) piece of legislation from a jealous elected official isn't leadership, it would've been pure stupidity. The Mayor did the right thing, by laughing at the lame (illegal) bill in the legislature.

To: Anon October 05, 2005 10:18 AM

To Anon 3:24. That memo from Larry Frank is an idea previously implemented in the Bradley era. This is another reinvention of the wheel. It's too bad files/procedues aren't saved and archived for future use. We'd savea lot of time if we'd talk to the folks who previously held liaison positions for their department. What we need is a master tracking site where input is allowed and files are automatically sent to a completed folder which can be reviewed by City staff whether it is Mayor, Council or departmental staff. The solution for tracking complaints is a no brainer and doesn't require a lot of time to develop. Create the program, distribute the procedures, Laision person reviews for completion and flagged to be forwarded to Mayor's office for auto letter to customer. Now, yes this takes a little clerical experience, supervision that job is being done and done consistently but Gee. Don't make it some a major project where a bunch of people who don't even deal with complaints have to figure this out. We waste enough time on these committees, task force, sub committees, project teams, etc. The point is, people need to make decisions and iplement them. If someone couldn't figure this out at the Mayor's office then we are in trouble. There are exisitng staff who already track these types of records in probably every dept. I do hope the department heads send out notification to all their internal supervisors asking for suggestions. The solution to satifying a constitunt lies with the working staff of the City.
