Oversight at DWP?
The Daily News reports this morning on yesterday's council action that appoints an independent review firm to review water rates and to involve the NC's in the process of rate adjustments.To say this is a long time coming is a mild understatement. While not quite power to the people, this is a HUGE first step in the right direction. Whether it is fear of lawsuits or finally seeing the light, I applaud the councils move. (How often do you hear that come out of one of our mouths)

Could it possibly be that the council and DWP were afraid of the organized efforts of the neighborhood councils who went after them on the 11% rate hike and won? It is was the power of the people. I give credit to Deaton who listened to them and is abiding by the MOU

As one of the people who helped draft the DWP/Neighborhood Council MOU, I can verify that Ron Deaton and his staff are making every effort to work with us.
They also realize that we can be their best allies should either the city council or the Mayor's office try to politicize the Department by providing free PR for them or scams like the giveaway of rate payer funds to the fraudulent electric motor scooter company in... Hawaii.
We can also support the Department when it comes to needed long term infrastructure improvements - even if they require rate increases - and we can provide a voice for the ratepayers when it comes time for union contract negotiations.
As for the audit/review prior to the approval of any rate increase - that was not apart of the MOU, but we do support it as a needed check on spending. Lastly, it is an outside review - and not a new layer of government.
