THANKS TO THE ZD TIPSTER WHO POINTED ME IN THIS DOCUMENTS DIRECTION. It's eleven pages. Basically, if they can get away with it, Ed Reyes and Dennis Zine will be leading the fight to close down Medical Marijana dispensaries in the City of Los Angeles, which will help other areas just outside the fifteen district moritorium, by having all this taxable revenue leave the City and force marijuana sales back onto the streets, where it actually DOES become a public saftey issue, unlike the strictly run and regulated dispensaries currently operating in the City.

City Council, City of Los Angeles

Honorable Members:

Council Members Zine and Reyes submitted a motion requesting that the City Attorney's Office report on "recommended actions necessary to ensure that facilities
that distribute medical marijuana are operated in a legal manner and that City zoning
appropriately addresses the unique citing (sic) considerations for such facilties."
(Motion, Council File No. 05-0872,2005.) Based on the legal authority detailed below,
we advise that the City Council carefully consider the options presented and decide,
from a policy standpoint, which approach it feels is in the best interest of the City of Los Angeles.

ZD SAYS, BASICALLY THE CITY ATTORNEY'S OFFICE COULDN'T GIVE THEM ANY LEGAL STANDING IN WHICH TO SHUT EM DOWN; EXCEPT FOR SOME ZONING ISSUE REGARDING PUBLIC SAFTEY. BUT FIRST THEY ARE GOING TO HAVE TO PROVIDE INSPECTOR GENERAL ZUMA DOGG THE STATISTICAL REPORT WITH EVIDENCE SHOWING THERE IS MORE CRIME (AND OTHER RELATED PROBLEMS) BECAUSE OF THESE DISPENSARIES. AND THAT MAY NOT BE SO EASY, BECAUSE IN REALITY, THEY ARE THE SAFEST OPERATIONS IN TOWN, NOT EVEN OPEN TO THE GENERAL PUBLIC.

I hope Ed and Dennis can prove this wrong BEFORE trying to shut em down. That way they can spend more time fighting for affordable housing as required in the ICOs.

We just had one of these places open up in our community and right next door to a children's dance studio. I got a question for you ZD...

If there isn't more crime associated with these dispensaries then "Why do they employ these monster sized SECURITY GUARDS standing inside the door WITH GLOCK's in their waist band?" and "Why do they have to keep their doors locked and opening them up long enough for their "patients" to enter or exit?" The Sav-on pharmacy around the corner doesn't seem to need armed guards and doors locked during business hours!

ps. I personally wouldn't have a problem with these dispensaries if they were run like a real medical facility instead of the seedy little fronts that they are, far from any regulated professional medical establishments.

Whether you have a moral position on marijuana or not...the actions by ER and DZ are detrimental to the public and do not help people at all. All they are doing is contributing to the social stigma of drug users. Funny thing is that they are going after the most benign of drugs and a drug that has been medically researched as a medical benefit to some patients. If they do desire to shut down MMD's, I hope they also have social intervention plans that address the medical ills of the public.

West Hollywood and the County both went through this already. The marijuana advocates who campained to legalize medical marijuana are supportive of the ICO b/c they realize that if there isn't some sensibility to them, there will be a backlash and they will all go away

Keep in mind, these places are not fully legal - the feds don't recognize their legality and can close them whenever they feel like and probably will if they feel public sentiment is against them.

So in this instance, maybe it is better to accept some rules rather than lose them altogether. There is no inalienable right to medical pot

The monster sized security guards and locked doors, only allowing the patients themselves (and no freinds or associates) is the reason these are actually the safest operations in town.

Banks have security, jewelery stores and pawn shops have "buzz in
doors...anytime you have something of value inside that people want.

So, I'm glad there are many levels of security, as you have noted here, to insure the product stays regulated under State requirements, and does not make its way into the wrong hands.

Boy, what a hypocrite! Ed Reyes should be the last member of council to push for this shut down. As chief of staff to Mike Hernandez he stepped aside while Mike routinely did coke and weed at his office. Why the sudden enlightement?
