Sadly, there are those in the "Bourgeoisie Ruling Council" who "excesses" cause them to take from the fund for community amenities and stealthily transfer them into accounts to sustain their excessive salaries/ expenditures. The cost to the greater community in this case was that a "privilege few" benefited while most were stonewalled in the quest for information on the looting of this community fund.

 Cultural icons undergoing makeovers for positive community endeavors (ie. community college campus) can become targets for the elite community, witness Mayor Villar's (yes the guy who gave you the ponchos) intervention in LACCD's efforts to bring a college campus to Northeast LA. Since most of the Occupy LA's inhabitants are of college age. This would be a great location to commence "Occupy LACCD". 

 Any elitist Bourgeoisie enclave must have some attachment to culture and within the Ciudad de Los Angeles Bourgeoisie Community, CASA 0101 qualifies. Thus, CASA 0101 becomes the laundry point, whoops benefactor of the ECRA Trust Fund's efforts to outreach within its elitist enclave.
