Mid-Day Briefs for Lunch Time Contemplation
** CD 2 Special Election Blog has a statement from former CD-2 Council Candidate Louis Pugliese, who withdrew from the race to replace now City Controller Wendy Greuel.
Dear Friends,
Thursday afternoon, after much consideration, I reluctantly withdrew my name from nomination in the upcoming City Council election after qualifying for the ballot.
Simply, in spite of strong encouragement and support in the district, with such a crowded field of both neighborhood activists and high-profile candidates in this race, I see no clear path to victory for myself.
Props to Home Depot nemesis "Joe B." for the insight to create this medium/ blog to disseminate information on this important election.
** According to the Daily News, City Attorney Carmen Trutanich and City Controller Wendy Greuel have "broken bread" and come to a resolution over the Controller's wish to have audit oversite in the City Attorney's office.
"We welcome the audit," Trutanich spokesman John Franklin said. "We're glad she responded to our letter about it."
** ......and another dubious honor for the Mayor Antonio Villaraigosa reign at City Hall, "bounced checks" to city vendors.
But the city is not to blame according to the Daily News.
Instead, they blamed the problem on a processing error by Wachovia Bank. City officials are telling companies who received city checks that bounced that they should redeposit the checks, which are now cleared for payment.
City Controller Wendy Greuel said her office was informed of the problem on Monday by Wachovia and took steps to notify as many vendors as possible of the problem.
But in the words of Harry Truman "the buck stops here".
Your thoughts and great weekend to all.......

Wow! I just searched for Zuma Dogg at Twitter.com and check out this blowhard Aaron Green from VICA. (Isn't that Stuart Waldman's group?) He says Zuma Dogg is wasting the public's dollars by running for CD-2.

Someone should remind this twittering twit Aaron Green that not only has Zuma put more man hours toward CD-2 than any other candidate he's done it at NO COST to the public. If ANYONE has the right to run for Council it is Zuma Dogg!

2:10, that's what I heard too, but they want to keep it a secret so it's not common knowledge to the Mayor and his people. They were very open about encouraging Zuma to bash Jack Weiss of course, with Zine's active participation and encouragement even during public comment, but now that won't be so easy.
Heard Tru's people are fostering the notion that he and Zuma had a falling to further avoid suspicion -- I think they did have a falling out but agreed to this deal, so Tru can help Zuma out after all and Zuma can be useful again by undermining Antonio's candidates. How do you think Zuma collecting all those signatures so fast, too?

2:10, heard Kevin James had a mutual friendly birdie whisper something in Nuch's ear about how it wouldn't be cool not to support Zuma, since he's good for James' ratings. He can't endorse Zuma or he'd look foolish but he'll give him all the air time he wants.
And that anything they can do together to hurt Team Antonio and expose "the cockroaches under the rug" is to their mutual benefit.

L.A. councilman wants retired police to keep looking cop-like when guarding film sets
2:50 PM | July 31, 2009
The Los Angeles City Council is being asked to vote as early as Tuesday on a change that would remove Police Chief William J. Bratton’s jurisdiction over security and traffic control on film sets.
Councilman Greig Smith introduced a motion today in response to a decision by top LAPD officials that would bar retired officers from wearing the dark blue uniform of the LAPD when they provide security and traffic control on film sets.
Earlier this year, LAPD officials said they were replacing the old uniforms for retired officers with white shirts, black pants and yellow reflective vests. Instead of a badge, they would wear a patch that says “Film Detail.” The officials said they were concerned about liability issues, noting that the retired officers look like active officers -- because of the uniforms -- but their training may be decades out of date. The uniform change is to go into effect on Sept. 21, according to city officials.

3:54 is right, the PPL is using Greig Smith "as their bitch." Mrs. Doubtfire, I like that one.
Zine is TOO much associated with them and their head Paul Weber already -- the two of them already openly campaigned for Trutanich together and are pushing to make the Chief's job an elected one so they can throw union money at an election and get in one of their own -- Zine hopes it will be him.
This is just another B. S. excuse to go after Zine, and they know they can get "Bernie Bernie" to join them over anything. Bernie whose severe mishandling of LAPD helped result in the need for the Consent Decree in the first place.
And Jan Perry and probably Hahn, even Bill Rosendahl's been trying to prove he has cajones by going after Bratton to attack him for reducing patrols on the westside to move to higher crime areas, while joining Smith and Parks on claiming the trash fee hikes were never meant to be used for more cops.
What a bunch of idiots all sucking up to the PPL, which has been very openly playing politics since Weber took over. Lately they're sending out 400,000 email blasts to citizens trying to get them to lobby for them against the Mayor and Chief. But most people THINK it's an official LAPD email.

12:10PM - I agree with you on many points about David Saltzberg a.k.a. Zuma Dogg. But you really need to look at what we are talking about. David is a populist. He goes for the whole "all politicians are shady and corrupt" spiel. I personally would love to see nothing more than a good rags to riches story when it comes to him, but I’m really worried about what he will treat his staff like and say his colleagues.
David is a time bomb waiting to go off on one hand and a folk hero on the other. Either way, he is not always stable. Sometimes I like him as a watchdog, all in all however, I think he goes too far. Before I would support him, I would need to see him in a more psychologically balanced manner. The way he is right now is going to scare every child and senior citizen in CD2.
I do not think people should elect someone because they have the ability to call people on their nonsense. I think people should vote to elect those who they believe can solve the districts issues and have the ability to create relationships that build coalitions and create jobs. I am not convinced David has this ability.

Well Foxy Lady doesn't even live in CD 2 so whether or not she is considering "supporting" Zuma Dogg is irrelevant.
I think Nuch should have given Zuma a job, but I think almost anyone in city hall should have given him a job by now. He is hardly a time waster either.
Also, I wouldn't write Zuma off as a candidate in CD 2. I don't think he'll scare any men, women or children. I think you are underestimating the disgust toward politicians that 99% of the constituents in this city have. Nothing would be more fun than Zuma getting in there. It would irritate some people but I just get a feeling that he would adapt very quickly, hire experienced people who will still shake things up and in the end, people will realize how bright Zuma is (and fairly charismatic too).
He would be better than every single well-known politician or businessperson who has pulled papers and if I lived in CD 2, I would try to get everyone to stick together and demand someone fresh to make a difference once and for all. You would know damn well that no lobbyist would be able to get to him unless they were on the right side and their are good lobbyists.
Come on CD 2, you need to shake things up!

The Police Union (PPL) never came out for their own rank and file on the AEG matter. They haven't taken a position on the retired issue even Patt Morrison questioned it, they spend hundred of thousands of dollars of the rank and file due money on retreats for themselves. PPL give tons of money to the city council members while ignorning their own officers. Must be why cops want to go with Teamsters. Wonder why the media hasn't done a story on this? I agree with the Sgt.
A City Council has nothing better to do unless they are reviewing fee increases, assessments and/or additional local government taxes. What a waste of time they spend on their rubbish, plastic bags and watering our lawns. Give it up. We are tired of your liberal left-wing secular progressive agenda to make this city green (or like San Francisco). Bratton cedes control over 'movie cops'By The Associated Press
LOS ANGELES - Police Chief William Bratton has agreed to transfer authority over retired and off-duty officers who moonlight as security guards on movie and TV shoots to the city. Councilman Greig Smith said Friday the so-called "movie cops" will now fall under the jurisdiction of the city Office of Public Safety in the the General Services Department.
The move ends a controversy over the movie cops' uniforms, which are LAPD uniforms. Bratton wanted production companies to either hire active-duty officers or have the movie cops wear different uniforms so they would not be mistaken for real police officers.

ZD's problem is a simple one, he can't bring himself to treat people now as a candidate as he would if he were Councilman. I want my Councilman to be tolerate of other ideas, agree to disagree in a respectful way, try to find common ground with all those who make up the community.
As you can see from his posts, he is very thin-skinned, and always resorts to childish name-calling.
The campaign is a time for people to act like they will when elected.
It's clear that ZD just wants attention, and being an adult isn't going to get him that attention, so, like a spoiled child, he yells and screams and lights his hair on fire to get the attention that he craves.
In the end, there is no there there. Like other politicians he dodges the uncomfortable issues, like the MJ dispensaries.
He spends his time trying to nderstand what the problems are so he can repeat them. But he stops when it gets to the part of developing specific solutions.
He's basically a sad figure. Someone who is destined to always being a gadfly. Someone who people who are serious about improving their community will want nothing to do with. Can you imagine any of the hard-working community leaders in CD2 deciding that ZD knows more about the issues than them, and can do more to get them resolved?

5:02: The PPL "never came out for their own rank and file on the AEG matter" BECAUSE THEY HAD WASTED ALMOST $800,000 OF THE UNION'S MONEY ELECTING TRUTANICH OVER JACK WEISS, THE HEAD OF PUBLIC SAFETY, THE GUY WHO'S DONE MOST TO HELP LAPD ON THE COUNCIL.
While Weiss and Greuel were steady for keeping the council to its promises to use the tripled trash fee hikes for the 1000 cops promised or at least use it for public safety, including Weiss pushing for years to get the rape kit backlog done, the ones who are in the back pocket of PPL because they're fellow Republicans mostly Zine, have battled Bratton over every damn thing, and got PPL to stab Jack in the back.
First thing Trutanich and Zine do, they attack the LAPD for deploying enough cops to prevent what could have been a crowd control nightmare where even one lawsuit could have cost many millions.
They attack Bratton on O/T instead and act like morons making AEG the Bernie Madoff of LA companies. When there's no legal basis to do so -- but Trutanich and Zine didn't let that stop them from screaming and chest0-thumping in the press first. STUPID IS AS STUPID DOES.
Even Smith is now shilling for PPL and battling Bratton over the pissant movie cop uniform issue and everything else. He admitted to Orlov he just wants to crush Bratton's ego. Bratton's LAPD is superior to anything we've seen in decades, certainly under idiot PENSION PARKS or when Zine was shuffling on the streets or behind a desk eating donuts as a Sgt. BECAUSE he uses his own head.
So the PPL has egg on its face and doesn't want to call attention to the issue at all. They wasted tons of money electing the wrong guy, now they have no juice with the Mayor's office and their guys make the LAPD look bad.
The real rank and file never got consulted in who to back for City Attorney and are mad as hell at Weber, Zine and his grandstanding, don't want him Chief. I'm not surprised they'd rather join the Teamsters. PPL's been ruined since Weber and his mafia clique became heads in December.

David (Zuma Dogg) - Maybe it would be a good idea for you to get serious and show the city that you can represent them in a way that is acceptable. You are not going to guilt trip me into giving you my vote or feel remorse that I choose not to.
You want to insult, yell and criticize everyone around you but you yourself can’t take constructive criticism. You can’t be David Saltzberg in the suit running for mayor and then Zuma Dogg in the costume, expect it to work with the voters and be taken seriously. It’s entertaining sure, but this is Los Angeles. We are a serious city with real issues. You know that.
I would like to see you take the city as seriously as you expect it to take you. I’m not giving you this advice because I think you are incapable. I think you have talent, but talent is not enough. What you do is not hard. Anyone can sit in the chamber and look for things to yell at, dig up the public record and find things to call for an investigation.
I have yet to see you make a point and expose the corruption you swear exits. No one can say for sure “corruption and shadiness” does not exist. What will you do the day you find your case? Will you be the guy everyone feels sorry for in the costume? Or will you be the guy who can fight for the people, build coalitions that create jobs and a guy who willing to do what it takes?

Foxy,
I wouldn't be running if I didn't think I was the most outstanding, innovative, creative individual on the ballot and do expect to so completely rise to the occasion in the way that people who support me would hope. TO ME, THAT IS NOT AN ISSUE.
And I wasn't trying to guilt trip you, one way or the other. I was being very matter of fact when I said, "You should move on, because I really am not here to try and beg or sway or convince people to vote for me. And I seriously felt from your comments that you would NEVER be comfortable with me. I like the way you presented your real and valid issues with me in your most recent post, so I answered the issue in a sincere way.
YEAH, I know the concerns of the "ZD homeless character" and the sleep-deprived crankiness and all that. REMEMBER, I am not acting as an elected official in chambers. I am acting as a gadfly. AND think my demeanor will be 100% professional when I am eating and sleeping in a bed every day.
So Foxy Lady, at least you presented your argument in a way that I can accept. And it is a valid issue. You saw the "cleaned up candidate" ZD when I ran for mayor. You don't need to see that again. And even then, I was still couch surfing and sleeping in cars and all that.
SO YOU ARE NEVER GOING TO KNOW BEFORE THE ELECTION WHAT WE ARE GOING TO GET WITH ZD, BECAUSE YOU NEVER REALLY KNOW WHAT YOU ARE GOING TO GET WITH ANYONE BEFORE THEY TAKE OFFICE.
But in response to what I have proved. I think the big thing was the pension money I was sceaming about that ended up to be true. I know I made a big deal about special event fee waiver abuse, and now they are doing something about it. I know I warned of this budget crisis a couple years ago and screamed for REAL CUTS, not just discussion of future belt-tightening discussions...and EVERYTHING ELSE I HAVE EXPOSED.
I said AB 1381 would lose in court. IT DID. I said the Venice Beach oridnance was illegal. IT WAS. I said the density bonus law would cause a lawsuit the city would lose. IT DID.
YOU KNOW WHAT I AM ABOUT!
YOU KNOW WHAT I STAND FOR!
YOU KNOW WHERE I STAND ON REAL ISSUES, AS THEY FLY THROUGH THE AGENDA.
YOU KNOW WHAT I FIGHT FOR!
YOU KNOW I LOVE TO EMBRACE AND SURROUND MYSELF WITH PEOPLE FROM THE COMMUNITY AND SEEK OUT THE TRUTH AND REAL ANSWERS ON MY OWN AS A CONCERNED CITIZEN.
So all I can say in regards to your "ZD vs Dave" conflict. Is in MY MIND...I expect to rise to the occasion, as someone who will be eating and sleeping in a bed everyday; and Zuma Dogg will be the innovative, creative leader that people hope he will be.
(Will I completely cave, the mayor get to me, and have me become the most disappointing sell-out of all time??? I don't know??? I really don't think so. I had a history of being "very clean" in the radio biz and couldn't sell out to save my life. AND TRUST ME, if I COULD have sold out, I would be living in a Malibu mansion, right now.
So good news is...I DO think Zuma Dogg for CD2 would be the outstanding event that my biggest supporters and hopers could hope for.
ONE THING IS CLEAR...when Zuma Dogg focuses on something, it turns to "People's Champ" magic!
So I do believe, with actual resources, and staff and people of the community behind me...instead of just ZD from a public comment podium...It'll be something people have never seen before and SO many BASIC things will become SO obvious! And you will say, "I can't believe we haven't been doing it this way."
I KNOW I AM DIFFERENT. Do you want the same. Luckily, although the ZD character and homeless-life may make some people un-comfortable...I've seen what happens when you elect the "serious", "most qualified and politicaly experienced candidate who is so upscale and wears such a nice suit."
IT'S CALLED BANKRUPTCY!
YOU CANNOT DO WORSE WITH ZD! Thanks Foxy Lady. Just call me, "Cross Town Traffic!"
Zuma Dogg said:
In short order, he will have alienated every other memebr plus the Mayor, and no one will vote for anything he suggests, nor will the bureaucrats be responsive to him.
HOW DO YOU KNOW...If you REALLY think that (and are not just a scared insider)...YOU ARE SO WRONG...YOU UNDERESTIMATE ME MASSIVELY. I guarantee you, one meeting with the mayor, council, my HARSHES critics and they will be tickeled! I know you find that IMPOSSIBLE to even comprehend. I KNOW...I KEEP TELLING YOU I AM A RARELY SEEN PHENOMENON AS AN EXECUTIVE. The people who end up loving me the most, are ALWAYS the one who started out hating me the most. You are just dealing with a very rare, once in an era kinda guy. I MEAN...I MAY NOT HAVE A SINGLE DOLLAR OR ANYTHING...but I think at this point, I can say, "ZD is some kind of rare phenomemnon, and ZD in the seat would be AMAZING in a way people have never seen."
So of course it's frustrating for me to have to sit back and watch people even consider anyone else. SERIOUSLY...I don't begrude people...but in my mind...ARE YOU KIDDING ME...YOU CAN PUT ZUMA DOGG IN THE SEAT...AND YOU HAVE TO THINK ABOUT IT???
Again, I ain't desperate. I really, really, really want it because I know what it will mean to the community and the city...but there really isn't anything I can do to convince you at this point if you already know me. I HAVE PUT IT ALL OUT THERE. TRIED TO GIVE YOU AS MUCH HISTORY ABOUT ME.
You either like the idea of Zuma Dogg for City Council and all that it will mean, or not. It's not, "Well, I'm not sure...maybe Zuma Dogg, or maybe (Tamar/Mary/Frank/etc.)
YOUR FIRST DECISION SHOULD BE WHETHER YOU WANT TO SEE ZUMA DOGG IN THE SEAT TO TAKE WHAT HE HAS ALREADY BEEN DOING TO THE NEXT LEVEL...IN A REAL AND MEANINGFUL WAY: And if not...figure out which of the other candidates you want to see in there instead. Yeah, Wendy, listen to 8:59: For Trutanich and his people, this issue is and always was about getting even with Rocky, and your "former seatmates" who they call cockroaches under the carpet.
So take Nuch's "invite" now, don't fight for the right to audit who and when you want because that might be inconvenient for HIM later. Let him "find" and blame anything on having inherited it from Rocky.
And remember, like he told Orlov in his DN article right after he got elected, he's going to "have my own auditors follow her, to have my own set of eyes," so you'll have a shadow to MAKE SURE you're doing "right by Nuch."
Sure that's a huge waste of money like a lot of things he's doing and proposing: like spending all this time and money on McCarthyist witch-hunts looking for something, anything, to prosecute your former colleagues or AEG over, or how his first words were, he wants to CREATE in this budget crisis, a 200-man police force "with cars and everything" to police LAPD. Because you KNOW you can't trust Bratton, he's crooked and in bed with the mayor. Figuratively of course.
NOW AS FOR ME personally, I think it would serve the councilmembers right for what they did to their colleague, who I frankly found as distant as everyone else, but appreciated he didn't waste time jabbering in council and he never slung back the dirt he got from Zine and others, he said what he said straight to their faces and it may have come off "elitist" but so what, who's got the time and patience for half that nonsense.
But some of them lied about his role on DNA testing, billboards, lots of things when push came to shove, out of apparent jealousy, so if they wanted an "agent of change," let Nuch bring it on.
BUT Nuch isn't going to get away with his opportunistic approach to the audits now that Chick has outed him and his other grandstanding like over AEG has hurt the city. So let the Council go after him for the dirty tricks he's played and v.v. What FUN>
Too bad our city will waste lots of time and money on their juvie playground fights, but that was evidently in the card during the election to everyone but the dense members of council themselves.

What's this about Portantino leaving the Democratic Caucus? Please provide more details. Is Krekorian really considering joining him?
