Not only is he a former California State Assemblyman - he is the former Assemblyman from East L.A. preceeding Gil Cedillo. This is the coconut that authored the bill to make driver's licenses for the undocumented illegal - thereby increasing the nubmer of uninsured drivers in California - all for political expediency.
