BREAKING NEWS: Mayor Attempts to Censor Prop B Facts

The Mayor is dragging community activists and neighborhood council DWP Committee members to court today in an attempt to censor the facts associated with Prop B, the IBEW's $3.6 billion money-making March 3 ballot scam disguised as a "solar energy bond".

From Ron Kaye:

...Please be aware that the mayor's lawyer has dragged Jack Humphreville, me and others who sign the "No on Prop. B" ballot argument into to court today, challenging our statements. This is being done even as the L.A. Times reveals today that a critical report exposing this solar energy plan as costly and "extremely risky" was being kept secret from City Council members and the public even as the measure was being rushed to the ballot. The mayor's lawyer, Stephen Kaufman, representing Mitchell Schwarz of the League of Conservation Voters, is demanding opponents pay court costs and legal fees when we don't even have a lawyer. Stay tuned.

Opponents have called Measure B a backdoor mechanism to make voters sign off on a huge package of DWP rate increases. And they accused Garcetti and Miller of concealing the findings of the private analysts, P.A. Consulting Group.

SLAPPs are Strategic Lawsuits Against Public Participation. SLAPPs are lawsuits filed against people or organizations because they have exercised their right to petition the government or speak out on public issues. SLAPPs frequently contain claims for libel, slander, defamation,
malicious prosecution, and/or abuse of process.

If the city were honest and told people that'd it'd cost $100 billion to install solar power and they'd end up paying for it through increased power bills, they wouldn't vote for it. You have to sugar coat these things and say they'll only cost a few pennies. By the time the real bill comes along, they've already forgotten about the program. The city then says that it must increase taxes because of "unforeseen" costs. In the end solar power will be good but it's gonna cost a lot more than expected. Look how expensive it is just to add power to your house? Even with grants, cheap loans, incentives it's about $30,000 per home. A three unit building costs $150,000.

There was rfp for spay neuter clinics in the shelters. No one applied, so they offered them again. Two groups applied to do a few shelters but not all. So they changed the terms of the rfp and offered it again. Two of the seven clinics may have contracts but not the rest. There aren't that many people who want to work for the city. Lots of red tape and they will take the lowest bidder. People bid low, then come back and ask for more holding the construction hostage.

In envelopes stamped "confidential," Chief Legislative Analyst Gerry Miller, the council's top policy advisor, distributed a copy of a Nov. 4 memo he wrote to Council President Eric Garcetti listing 13 warnings about the solar plan.

The measure, which calls for putting solar panels on rooftops and parking lots across the city, had been strongly supported by Mayor Antonio Villaraigosa.

Foes of the proposal, known as Measure B, have criticized Miller and Garcetti for not making the analysis public. Both men countered that the information was informal and, in some cases, inaccurate. Nine council members said Friday that they did not receive the Nov. 4 analysis before they agreed to put the solar measure on the ballot. The analysis, issued three days before the vote, warned that the Department of Water and Power had underestimated the cost of the program, lacked the ability to carry it out and could saddle ratepayers with higher electricity bills.

"I really wish that I would have had the information," said Councilman Herb Wesson. "Now I'm not suggesting that it would have changed my support, or my level of support, but an extra question or two may have popped in my mind." [WHAT KIND OF B.S. REPLY IS THAT, HERB? There are 4 vacant schools in the west valley, which charters want since there are too few spaces at existing schools for the LAUSD to comply with a longstanding court order to share existing space. (Or so Korenstein and her ilk say.)

All the other members criticized her for this, and Galatzan was very good, saying if charters and magnets are what it will take to bring the middle class back, then the LAUSD should provide them.

What a novel concept, giving the taxpaying parents what they want. That's way too much for Korenstein who insists it's racially divisive. This in a district where less than 10% are white and even blacks are a small minority.

On December 16 and 17, 2008 the Council is Awaiting a Quorum for council members who were late.


Here’s a snap shot of what was said as several constituents spoke on non-agenda items on December 16, 2008.


One constituent spoke how Controller Chick has a job to do, but the Council is not allowing her to do her job. This is as bad as Illinois. Council member Alarcon got in office because the other two people backed off, but they have good jobs now.


A second constituent complained how one needs three dollars in change for parking meters near city hall, for one hour parking.


A third constituent asked the council, “Did you do the best for the constituents this year?” People are getting tired of the same nonsense. Ms. Chick I know you need to raise $100,000. If one hundred thousand people could give one dollar toward the $100,000 that Ms. Chick needs. The constituent had the first dollar and asked if he could give this dollar to one of the officers. Council President Eric Garcetti advised the constituent that he could give the money symbolically to Zuma Dogg. He will spend it well or Matt Dowd to put it in the meters (Garcetti remarks were not necessary and needs to practice what he preaches). Where was Deputy City Attorney Dion O’Connell?
