The Mayor's transit tax scam, Measure R could be in trouble in the November election. Bob Stern, president of the nonpartisan Center for Governmental Studies told The Daily News "The timing is terrible. I think anything with money will have problems." Measure R will likely get a majority of the vote, but a two-thirds vote is difficult to achieve, even in good economic times, Stern noted. Additionally, a rash of rail accidents and the safety procedures of MTA and Metrolink being question will have a negative impact on passage.
The Los Angeles Unified School District has lost another court case against a charter school. New West Charter School in West Los Angeles had challenged the District when it did not provide New West with classroom space as per a voter approved state measure. The court ordered LAUSD to provide space for 285 students at Fairfax High school or another acceptable school facility in conformity with Proposition 39 by October 8, 2008.

Her former boyfriend, paparazzi Adnan Ghalib is trying to shop a sex tape he shot with Britney back when she has having her meltdown. Her attorneys have filed a lawsuit to stop from Ghalib from releasing the tape.

I TOLD you people months ago this guy was owed one - BONG WATER KIM, and now he's gonna get the city sued bigtime by his befuddled employees, in addition to diddling Neighborhood Councils all the way to the FLOP of a "congress" he pretended to involve NCs in, this weekend. (And remember, one of the FIRST definitions for "congress" in most dictionaries is also THE 4-letter "F" word).

CITYWATCH: Union Files Complaint against DONE GM
Last May, CityWatch subscribers read about some tough challenges that this column felt would be faced by BongHwan Kim if he were to be confirmed as the permanent general manager of the Department of Neighborhood Empowerment.
One of them, improving morale within department, attracted a significant amount of attention as he went through the confirmation process. As reported in CityWatch, Kim conducted an online survey of his staff, and had the results analyzed by a paid consultant that he selected. The process revealed a serious staff morale problem that Kim promised the staff and the City Council he would address.
It is possible the problem may be getting worse. DONE’s field staff is now a part of the civil service system and unionized,
which gives them new rights and boldness.
On September 22, 2008, the Engineers & Architects Association, the union representing DONE’s director of field operations, Mark Lewis, filed an unfair practice charge against Kim with the city’s Employee Relations Board. The half-page charge, which is public information, stated that Lewis sent the union an e-mail message sent by Kim to a subordinate that may be proof of a serious workplace violation by both of them. Shortly afterwards, as CityWatch readers know, Lewis was demoted from the highest position among the field staff to the lowest.
The union charges that the demotion was in retaliation for Lewis bringing the information to his union, which it is his legal right.
Next comes Kim’s response, but it’s safe to say that more will be needed to improve the office-wide morale problem.
In the meantime, the neighborhood councils will also suffer from DONE’s problems. If the latest rumors are true, DONE staff will soon be directed to follow a “strategic communication” policy, which bureaucratese for reducing contact and help for
neighborhood councils that do not actively support the mayor’s programs and projects.

Affordable housing: 24 mil for 60 units is 400k per unit. CRA doing it again. The rest of the money no doubt coming from other taxpayer funded sources. Who benefits here besides the well connected developer, the unions and downtown establishment? Are they getting property tax breaks too? Bad stink here.
