in about 45 minutes your right to water the garden, wet down the concrete, wash the car, or turn your lawn into a wetlands, is denied you from 9:00 AM to 4:00PM.

One may wish to engage in an act of civil disobedience, but with a stroke of the pen by Mayor Antonio Villaraigosa, H. David Nahai's "Blue Shirts" will have the power to impose fines on any "protest by water".

One wonders if protest was on the minds of city employees who were caught on tape by the Los Angeles Times, with the water running??

And what is going on with DWP, Commission President Nick Patsaouras?? Ron Kaye has some insight.

****Ron Kaye opines on the expective approval by the City Council on the Mayor's first six contracts for gang intervention work.
The recommended contractors are:
-- Community Build in the Baldwin Village area;
-- Childrens Hospital Los Angeles in Cypress Park;
-- Los Angeles Metropolitan Churches in the Florence-Graham area;
-- People Coordinated Services in the Newton area;
-- El Nido Family Centers in Pacoima; and
-- Violence Intervention Program in Ramona Gardens.

Community Build and Childrens Hospital Los Angeles were previously awarded contracts through L.A. Bridges, the anti-gang city initiative that will end at the end of the year. On July 1, Mayor Antonio Villaraigosa assumed control of the city's anti-gang strategy.
****The Daily News Rick Orlov has the early scorecard on the City Attorney race between Councilman Jack Weiss, Attorney Carman Trutanich, and Deputy City Attorney Michael Amerian.

Don't be silly. They have to flush, because:

THEY CLEAN YOUR TOILETS!

Think of the water we would save if we just all stopped having our toilets cleaned. It's not like anyone, other than the family pet, is going to be drinking out of them.

From now on -- toilet cleaning will be limited to every other week. And we WILL be watching.

Understand that this is just scare tactics. Hardly anyone is ever going to see a fine, and the few that do will just be held up as "scarecrow" examples, for AV's personal campaign publicity and further intimidation.

The mechanics and time involved with "big brothering" people's lawn-watering habits is so far away from what the city's managers can handle, that it's laughable to think they would even make an attempt. It would cost the city more to enforce this than the fines bring in, and more than it would to find additional sources of water.

If we can't find enough time and people to patrol for crime, speeding, graffiti, smoking in parks and on beaches, posting illegal "rave" placards on public property, and very soon -- using plastic bags -- then the water police are just a figment of Antonio's (now ONLY nocturnal) wet dreams.

Bottom line, if you outlaw daylight lawn watering only criminals will sprinkle.

Tell every household in L.A. they're rationed at 80 percent of previous usage for similar months (or 75, or whatever's needed).

Once they've used that up, they're shut off for the month, the same way DWP shuts them off if they didn't pay the bill. Even if it's the 16th, and they have to bathe in Sparkletts for the next two weeks.

After a few media stories like that, everyone will do their part.

It would be okay between 11-3 maybe, but this is too long a stretch. And what about carwashes, and city parks and medians, which have broken sprinklers? The city announced a hotline to report these things a while back, but no one remembers -- it would make more sense to publicize that number and get "water police" out to go after major offenders, not the guy who's washing his car and lawn at the same time for 5 minutes.

I disagree with poster who says everyone should have their water reduced -- some already use drip systems at night and can't cut more without harming their yards.

Fortunately, my house is hidden behind gates, trees, and shrubbery...so when the nazi water patrols cruise my street, they will NEVER see the water flowing from my sprinklers and hoses!

Wait until the rest of the city starts turning into blight! I can hardly wait...Americans will leave in droves and NO ONE will buy an expensive home here! Who wants to live in a city that punishes business owners and wealthy homeowners!

prev poster raises valid point, that gardeners aren't going to work before 9 or after 4 -- if that's when everyone wants them, they'll charge overtime. But you should have them set sprinkler timer or drip system. I agree though that some areas, like potted rows of small potted plants, can't be on a system. However, you can put all your trees, bushes, etc. on drip -- it's easy to hook up as many water outlets as you need. Green lawns needing sprinklers or hosing are the most wasteful and many yards look nicer when more native plants replace plain grass. But you're right, if your yard goes dead it'll be declared a public nuisance -- like that legislator Richardson's house in Sacramento. (Today's LA Times.)

Laura Chick approved the Fleishman Hillard billings for years.

The restaurant water thing is so stupid -- how much water is that for a table of two? Plus now, when you ask for water, it may take a while to bring it, and give waiters an excuse to try to push expensive bottled water instead. Customers may feel embarrassed to ask for water, not to look "cheap." Especially at trendy spots. Waiters or busboys now go around with pitchers for refills, but will have to wait to be called in a busy restaurant. Stupid, stupid.
