The LA City Council is on recess for the next two weeks, so we've hired some actors to portray them in their absence.

It's ironic that many of the actors chosen for the roles are normally involved in comedy.
That background would help them when playing their scenes.
The players, collectively, could be set up to operate in a circus environment- and creating one disaster after another, trying to be important, each one (sort of modelling this on the "I Love Lucy" classic T.V. show).
And you could put in some spy-show espionage, with a double-agent here and there. You fill in the details.

Rodriguez as Reyes is way too kind. He'd have to learn to stutter one syllable at a time first, hard for a guy who talks so fast. (But in Spanish, Reyes is very fast and fluent -- he doesn't have an American bone in his body.)
