New York City Council Budgeted Millions of Dollars for Fake Community Groups


Christine C. Quinn, speaker of the New York City Council, announced on Thursday that the council has appropriated about $17.4-million to dozens of fake community groups since 2001, reports
The New York Times.

The newspaper says the money was budgeted for fictitious groups like the Coalition of Informed Individuals and Senior Citizens for Equality so that council members could spend money on real community programs they supported without obtaining mayoral approval.

The United States attorney’s office and the city’s Department of Investigation have inquiries under way, but Ms. Quinn said she believed that the money allocated to fictitious groups was ultimately spent on legitimate groups.

According to Ms. Quinn, who has been speaker since 2006, the practice took place during the tenures of the two previous speakers, Peter F. Vallone Sr. and Gifford Miller. Mr. Vallone defended the practice. “If the money is used for necessary things to help the people of the city, like for police overtime, or like to fund six-day library service, if it’s used for that purpose, that’s great,” he said. Ms. Quinn, however, said at a news conference on Thursday that “it’s something I believe is completely inappropriate and should not have gone on, and will no longer go on.”



This pretty much looks like fraud to me, but what the hell do I know?

Huizar bashers should be looking into whether Jose has been able to maintain any of Villaraigosa's 80 FAKES (most were supposedly in El Sereno) or if he's just let them all wither away to LESS than FAKE.

It even ONE of them FAKES had been not-operating on the block where all those sexual offenders were warehoused, then Huizar could have blamed this WHOLE recent broo-haha on Tony's FAKES for not keeping an eye out for REAL offenders in their midst.

Anything you can WAIT to publish in some stinking MONTHLY piece of fishwrap either isn't a really hot story, or else the media cares more about exclusivity than public safety.

Good thing the "Catch a Predator" TV people don't act that way. They'd be watching 13 year olds get raped rather than let someone else scoop them.

LAUSD was never notified because Home Depot is being shady in their permit practices. Even though two-thirds of the building sits on 10355 Woodward (and is the two-thirds closest to the school), Home Depot filed permits using the back lot 8040 Foothill address, instead.

When previous owners (K-mart) applied for permits, they ALWAYS used BOTH ADDRESSES on EVERY PERMIT they applied for.

Now, Home Depot only uses the shady Foothill address -- because it doesn't trigger LAUSD alert, which would trigger EIRs.

So, LAUSD is going to do an investigation and get a legal team involved to find out why this Home Depot is being allowed to move ahead, when the community fears it is in violation of CEQA guidelines and Southern California Air Quality Management laws. (These are where the laws that protect schools relating to distance and safety are found.)

See Rule 1401.1 written by HD's own Latham & Wakins. A rule that they helped write. that their own client is now circumventing. (Shame on you Latham & Watkins!)

ZUMA TIMES has learned that the City Planning Department knows that these rules are being not being followed (violated) and now LAUSD is going to find out why.

In LA, whenever a piece of city property is sold, however big or small, only 50% of the proceeds go into city coffers.

The other 50% goes to the Councilmember of the district to spend as he or she sees fit.

The spirit of the law was to spend it on the same general theme. For example, if a Street Maintenance site gets shut down and sold to a developer, the member should spend the profits on paving streets. But alas, the Council has gotten into a habit of unanimous voice votes as long as the member apportions the money to . . . you guessed it . . . non-profit group.

The only councilmembers who don't support this system are, well, you guessed it, those without city real estate for sale in their districts!

Expose anyone?

Each Councilmember dishes out the money without hardly any oversight. The City Clerk, which sends the money to the groups, n order to cover its butt, only requires the Councilmember to sign a piece of paper certifying that the money was used as planned. A Public Records Act request could produce the documents as to how the money is spent, but wouldn't you think that this information should be on the city's website.

In CD14, half of the angry constituent e-mails come from Juan "Johnny Jay" Jimenez and his family members, who think if someone had just given him $100,000 in campaign funds, Huizar wouldn't have been able to "steal" the last election (and leave him with only 1 percent of the vote).

PUH-leez.

Meanwhile, every time Huizar appears in public the other (99 percent of the) "people" you don't know from Adam show up in droves, applaud him, thank him, pat him on the back, and tell him what a good job he's doing.

If Huizar, or any other councilmember in the city starting re-directing their work efforts or course of action on the basis of the handful of lunatics that complain loud, very day - or WORSE, on something some washed up wigger blogger with a fake rapper identity posted on his ghost town blog, I'd say recall that guy immediately.
