North of County/USC Medical Center to south and west of "Mt. Flattop" lies the former Italian Barrio of Lincoln Heights.Over the years Lincoln Heights has transform itself from the night time destination of "Little Joe's" regulars to today's Ed Reyes vision of the urban life style, complete with drive bys, traffic, and high density building.
Facilitating or carpetbagging off Councilman Ed "Ewok" Reyes vision is one David Galaviz. By day he earns his paycheck "spinning the vision and virtues " of USC. This may encompass steering CRA into changing zoning designations so that parks and schools become future building zones or getting elderly couples to sell their homes for the rampant expansion of the USC empire.
But at night, mainly the first and third Thursdays of the month, Galaviz presides over a supposed elective body of community stakeholders (with their parents and guardians) called the Lincoln Heights Neighborhood Council.
This bunch with Galaviz as their leader is building on the reputation of "enriching a few with no accountability". Witness the recent collaboration between Galaviz and Reyes regarding the "Las Villas Project"
Last night, Galaviz held court for his friend Jenny Krusoe and her Legacy LA Project. Shall we play "connect the dots"??

I immediately coordinated efforts with LAPD and the Department of Corrections to have the offenders moved because they were in violation of the 2,000 feet proximity clause in the parole conditions for all registered sex offenders. They were relocated within two days.
I want to assure you that I will not allow the community of El Serenoto become a housing hub for registered sex offenders and the unusual cluster of them living in our community was reason for alarm. I share your concern for the safety of our children and other residents. LAPD reports that all registered sex offenders living in the Marianna Street apartment complex have been relocated.
In order to better protect the community, we need to have accurate and current information. It is because of situations such as the one on Marianna Street that I called for the creation of a consolidated database that tracks parole violators residing in the City who are known sex offenders, pedophiles, violent criminals and gang members.
Given this recent incident, I will now ask LAPD to build a trigger mechanism into the database that would alert the police when a cluster of registered sex offenders have moved into a particular area of our community. I look forward to continuing to work with you in keeping our community safe.

Very sad that David would turn on his people. Its amazing how these people become lapdogs to the politicans for their own personal gain or their companies. Yes, these vultures have been attempting to do the same in Sunland-Tujunga. Not pertaining to Home Depot, developer consortium LLPs are created to pool investor moneys in order to over-build and create slum centers along the mass transit corridor. Some detractors call it NIMBY issues, but in reality it's community pride and quality issues that oppose these developer shams.
What these ignorant, passive investors don't know is that the principle "partner" skims money from the fund. Then when dividends are distributed yearly it's a paltry sum and the continued skimming leaves almost nothing left. The property is finally sold for a loss, with the passive investor looking on hopelessly.

Is it true that Lincoln Heights NC hasn't had any elections in over two years and has kids on the NC who vote. I know they are making a weak-ass argument that kids should vote on things like alcohol venues because it gets kids involved in politics, but should kids be voting on business and land issues?
But the main issue here is who gives a F*CK what Lincoln Heights NC says or thinks, it's an illegal body since there have been no elections in over two years.
Get to the bottom of what goes on at THAT NC, and you may find you have some criminal investigations to be had.

So Galaviz is finally being exposed for the carbetbagging, wannabe politico, ass kisser that he is... His backslapping, wink of the eye abrazos with politicians and field reps has worn thin in the community. For him to stand at the recent Las Villas hearing and praise the project in the front of obviously irate community members speaks volumes about his arrogance and his being completely out of touch with the neighborhood.
His move into Lincoln Heights 5 years ago (two years before his election as LHNC President) was orchestrated by his mentor Gil Cedillo who everyone knows wants Ed's seat. David was to be the herald for the coming of Gil.
The LHNC itself should be part of an expose here on MayorSam:
- How is it that Tony Butka can be a member of the LHNC Board, then suddenly become the Glassell Park NC President?
- How is it that DONE has allowed the LHNC to continue to exist without elections for 3 years?
- How is it that the overwhelming conflict of interest by Board Members connected with Lincoln High School (where LHNC meetings are held) can be overlooked?
- How is it that new Board Members get added to this NC that no one in the community can ever recall seeing, let alone know in any way?
- How is it that the last election several years ago could be chaired by Frank Wada, who then resigned as Chair of the Elections Committee days before the actual vote so that he could appear on the ballot?
- How is it that the LHNC can easily fund special pet projects, yet create a draconian system for applying for funding and maintain about $80,000 in unspent funds?
- How is it the LHNC is probably the only Neighborhood Council in the City that holds it's Executive Board Meetings at a rundown burger stand?
Yes, if there is a worse Neighborhood Council President and Board of Directors in the City of Los Angeles, then this entire system of neighborhood government needs to be eliminated.

The old Lincoln Hts cartel,"Fierro,Freidman, Reyes, Galaviz, and a handful of others have been trying to fuck up and sell to the highest bidder what's left of Lincoln Hts for a long time.
It's a disgraceful situation that is indeed criminal (whose minding the money laundromat at the "LA Boys and Girls Club"), and has been happening in Highland Park and other areas of the city for years also.
These Babbits always want to be the big fish in a little pond and have discouraged any meaningful business's from relocating in the area so that they can continue selling out the people they are supposed to represent to the highest bidders which is usually in the form developers who build cheap, shitty, stucco apts(soon to be gang infested section 8 ratholes, see Drew St.), and other unsightly strip mall development that only speeds up the deterioration of a once single family dwelling area, that the honest working class people can afford to live in and raise families.

Reyes is trying to pit us against them, but we are all united in preserving quality of life. Reyes and his lapdogs are the enemy, don't listen to Galaviz.

Huizar was dropped into CD14 after two full years of Villaraigosa doing nothing but running for mayor (and getting paid $300,000 by US taxpayers to do it).
AV's staff had alienated every conceivable community leader in the district (so much so that nearly every neighborhood council president in CD14 backed Hertzberg or Hahn in the last mayoral election). Many activists are still so shell-shocked at the abuse by Villaraigosan lackies that they're not even sure what a councilmember SHOULD do).
"City Council? OH, that's the launching pad to go to a higher job, right? You don't actually have to DO anything there, do you?"
I'd say Huizar's picked up the shambles left by the grossly incompetent leader he followed fairly well. Not great -- but okay.

Reyes is using the issue of illegal billboards and Clear Channel fleecing the city, refusing to pay millions of dollars for its billboards and take down thousands of illegal ones, to call the westside and other aress of the city greedy and racist again. He's gotten confused Jan Perry to go along wtih him. They say that if the westside won't accept illegal and giant, lighted, and offensive billboards, they're being greedy and racist, because then Clear Channel/CBS won't give them money for parks. (To use for drug dealing and murders, like all the others in Reyes' district anyway.)

Lincoln Heights people, realize that Reyes is trying to make you and other "disenfranchised" areas believe the westside, hillsides and Valleys are your enemies, to cover up the fact that HE and his cronies are destroying your quality of life with their high-rise slums, which are being built with LLP money. (Or never even built, just taking money from people with promises to build, then telling them that they can't because of hillside and westside "NIMBYs.)
Reyes COULD have capitalized on the location of Lincoln Heights near downtown, its willing workforce, its young teens looking for work, to lure businesses that provide jobs. But Reyes is creating slums and gaming/drinking halls for his girlfriend and people like those mentioned by Red Spot and Don Q.
Good people of Lincoln Heights, you need to keep fighting the good fight for quality of life. Reyes and his kind are your enemies, not the people in the rest of the city who worked hard for their own homes and have paid the taxes which make this city -- schools, public clinics and hospitals, all social services -- run for so long, until this crisis of poor leadership.

Wouldn't it be more advantageous to the community to know which parolees are on active parole status and are residing in our community VS those who are incarcerated. You were never informed by LAPD Hollenbeck regarding the high risk offenders in El Sereno as LAPD Hollenbeck were not aware of it either. The commuinty residents alerted your office of this happening and you have not gotten back to us. Allof a sudden months after our complaints you write this falsehood that you are on it.

I don't know all the where's and why's of this, but this statement can't possibly be correct:
A parole violater is a parolee who has already been returned to custody.
Then what are people called who do violate parole, but haven't yet been caught?
Parole evaders, or maybe parole cheaters?

I don't think so. Better recheck your facts.
Anyone who doesn't report in, or who messes up on the terms of their parole is a "violator" whether they've been caught yet, or not.
And with registered sex offenders, the ones who haven't been caught and the authorities don't have a real current address are the most dangerous ones. You can't exactly go out and round them up for a line-up when there's been a sex crime -- because you don't know where they are.
The ones in custody they can usually find. Usually, but not always.

I was outraged when I was informed by the Los Angeles Police Department
that there were an estimated 47 registered sex offenders living in the
Marianna Street apartment complex located within 2,000 feet of the High
School of Performing Arts at Cal State L.A. I immediately coordinated
efforts with LAPD and the Department of Corrections to have the
offenders moved because they were in violation of the 2,000 feet
proximity clause in the parole conditions for all registered sex
offenders. They were relocated within two days.
I want to assure you that I will not allow the community of El Sereno
to become a housing hub for registered sex offenders and the unusual
cluster of them living in our community was reason for alarm. I share
your concern for the safety of our children and other residents. LAPD
reports that all registered sex offenders living in the Marianna Street
apartment complex have been relocated.
In order to better protect the community, we need to have accurate and
current information. It is because of situations such as the one on
Marianna Street that I called for the creation of a consolidated
database that tracks parole violators residing in the City who are
known
sex offenders, pedophiles, violent criminals and gang members.
Given this recent incident, I will now ask LAPD to build a trigger
mechanism into the database that would alert the police when a cluster
of registered sex offenders have moved into a particular area of our
community.
