April's "NC Face-to-Watch"
Pacoima Neighborhood Council president Veronica Padilla was named to the North Valley Area Planning Commission last week by Tony Villar, making Ms. Padilla our choice for the April 'NC Face-to-Watch'.
If your response to Ms. Padilla's appointment is "Who?", then you're not alone. Less than a year ago, Ms. Padilla wasn't even active in the PNC. But she's been very busy since taking the presidency away from controversial board member Jorge Quezada. She's really spiffed up the published image of a neighborhood council that's had its share of serious internal conflict .... pretty much like any other NC in the City .... and she's already managed to catch the roving eye of Tony Villar himself. Rumor has it that the new Commission member actually bears a resemblance to Villar's most visible paramour, Mirthala Salinas, but if you want to judge this for yourself, you'll have to go to the next PNC meeting since Padilla has virtually no Internet presence -- or City presence for that matter -- prior to jumping in at the PNC top. Even her photo is missing from the PNC's web site.
As of yesterday, Padilla hasn't disclosed anything to the PNC Board about her appointment. If she remains as the PNC president, such an appointment would make her hearing anything on the PNC board related to land use a major ethics issue. This probably explains why Quezada has been conspicuously sticking close to this rising star.

That's a nice, glib throwaway comment that both shows ignorance and does harm to most of the 1500 or so volunteers who are giving away serious portions of their adult lives to help L.A. improve, and who seldom have "serious internal conflict" - but do occasionally disagree with their peers on the direction their communities are headed, and do it with respect and reason.
You regularly hear this kind of criminal generalization from people barely involved in the NC system, or from those unfortunate enough to be a part of one of the handlful of very more dysfunctional ones, or from the dozen or so gadflies whose main beef (if you trace it back) could best be described as "sour grapes" -- i.e., they didn't win a seat, or they lost on a key vote they cared a great deal about (and sometimes had personal stakes in).
In my 1/7th sector of L.A., as DONE defines it, there are about 12-13 NCs and the board members of 2-3 of them take turns sniping and sueing each other year after year (with occasional lulls).
The other 10-11 go about their business. Some focus on citywide dealings, some stick to issues close to home, and some mix it up.
Even in the much reported lists of grievances and nastiness released by DONE some months back (and repeated often annecdotally in newspapers) -- if you were able to unblind the lists, you'd find the same small number of NCs (a couple in each major area) responsible for nearly all of the squabbling -- just doing it over and over, year after year.
Saying the number of grievances and reports of "strife" suggests that "like any other NC" they're all at each other's throats is a bit like saying that LAPD answered 10,000 burglary calls last year, so there must be 10,000 burglars in L.A.
NO, there are just a few hundred going about it day after day, week after week, until they get caught.
And even in the groups that have had ongoing -- or even occasional "strife" -- please show me a church, a PTA, a jaycees type organization, or an HOA that doesn't have some "internal strife" in in recent history and I'll show you an organization with no new people involved, and the same clique of 3-4 people doing all the work -- all the while complaining about having no help. That's also likely to be a group accomplishing nothing at all -- and there's no "strife" because one small incestuous cabal makes all the decisions, does the same thing year after year (usually with declining results) and everyone else is either a "member" in name only, eventually leaves, or never joins in the first place.

Take a breath and apply wee bit of punctuation. Using Two periods? Substitute an "Enter" keystroke for that second period and my eyes will appreciate it soooo much more.
Pausing like that may be therapeutic for you. And don't forget- proper nouns need to be capitalized- "Mexican" and "English."

I have seen the other side of the coin where Afro-Americans in power take advantage of others. At the Title I meetings in the Central District Afro-American parents have the control of those meetings. Dirty politics run rampant. The administrators are scare of those parents and give into their demands. The problem is that their demands are not to benefit all the students of Los Angeles but to benefit only those children that are Afro-Americans and their personal agendas. Many of them are church going people but their actions are very dark. Uncontrolled power causes insanity in every race just look around.

The rule the ranters most often forget is that democracy is a numbers game, too. Just because you scream the loudest, or most often, doesn't mean you're right, that others are behind you, or you'll win.
Convince your peers (and not just the other four 51/50 gadflies who attend all the meetings), and then check back. You'll be amazed at how quickly people elected from the grass roots can change their tune when confronted with real numbers.
